          Instead of worrying about the problems of people of Gujarat, Gujarat government is indulging in cheap publicity gimmicks. Government should come forward to solve the problems of people, but the government is squandering public money in public stunts, said Leader of Opposition in the State Assembly Shaktisinh Gohil here today.

          He said that it was the irony of the situation that on one hand the government was not able to pay regular salaries to it staff nor the benefits of the pay commission and on the other hand its ministers were being flown to Kutch in a chartered plane on a pleasure trip of desert festival. Gohil described it as betrayal of people of Gujarat.

          Blasting the government’s indifference towards people’s problems, he said that inadequate and irregular rains had cause water and fodder problem. Government is not worried about water and electricity to farmers. Efforts are not being made to provide employment opportunities to youth. MOUs of vibrant Gujarat summit are on paper only. There are numerous problems ranging from pension to widows to deteriorating law and order situation. Turning a blind eye to the stark realities of Gujarat, government is undertaking whimsical decisions of moving entire secretariat out of Gujarat like Delhi to Daultabad blunder.

          Colourful dresses will not solve the problems of people of Kutch. Referring to the entire cabinet and secretariat camping in Kutch for six days, he said, government should take back from Adani the hospital which has been funded by the prime minister and set up its own medical college to provide cheaper medical education to students of Kutch.

          He said that the government should sensitize its administration to the problems of people of Gujarat and stop squandering public money for cheap publicity.

Instead of worrying about the problems of people of Gujarat, Gujarat government is indulging in cheap publicity gimmicks. Government should come forward to solve the problems of people, but the government is squandering public money in public stunts and NENO car. Government should think for the person working in fix salary (like vidya sahayak)of Rs 2500 or Rs.4500 for five years. Dearness increase more than 3 times within 2 years but, government don’t increase fix salary of amount since mort than 7 years. So, it is necerssary to increase these amount 4 times than present amount and also need to decrease period of 5 years to one year.

Government should think for elimination of corruption in all Agricultural Universities in Gujarat

Eventhough, all vice chancellors has to stricktly follow the rules and norms of
ICAR(Indian Counccil of Agricultural Research),New Delhi Ex Vice chancellor of Junagadh Agri University (Dr. BHimaji KIkani ) started fraud with the norms and rules and then follow him by Present VC of Anand Agri University.

NET qualification is essential for appointment to the post of Assistant Professor or its equivalent post as per the clarification given by UGC/ICAR vide D.O.Lr.No.6-6/2005-Acdn (Edn), Dated: 23-8-2005 of the secretary & Director Journal, GOI, Ministry of Agriculture and ICAR, New Delhi

Agenda 2: Action Taken Report on the recommendations of VCs

The house noted with satisfaction the actions taken by the Council and allconcerned on the recommendations of the VCs’ Conference held last year.
Certain issues emanated from the discussion on the ATR as given below:
The VCs unanimously voiced to continue with the NET as an essential
requirement for appointment to all the post of Assistant Professor and equivalent even for the PH.D. holders in such subjects where NET examination is held.Equivalence of ICAR Net with the NET conducted by the UGC and CSIR will be
respected. DG suggested that IAUA may consider to hold the NET examination.ASRB was requested to maintain the regularity in the conduct of examination,
quick declaration of results and dispatch of certificates.
Action: All VCs/ ASRB/ IAUA
Agricultural education is a state subject. The states should support the SAUsthrough a separate budget line, wherever not done so. All VCs and IAUA maywork towards speedy implementation to this effect.

Probe ordered into corruption charges against AAU V-C

Special court in Anand has ordered an inquiry into a complaint of corruption filed against Anand Agricultural University (AAU) Vice-Chancellor MC Varshneya and Registrar V P Macwan. The duo is accused of corrupt practices in the appointments and promotions of the assistant professors over the last three years.

Special Judge Shashikala Trivedi on Tuesday ordered a DySP-level inquiry under the Prevention of Corruption Act 1988 and the Indian Penal Code.

Vinodchandra Bhatt, former president of the AAU administrative staff association, had filed a complaint pointing out seven discrepancies in appointment and the promotions of the assistant professors in the university.

According to him, all rules, including that of the Indian Council for Agriculture Research (ICAR), University Grants Commission (UGC) and university, have been flouted by the vice-chancellor

A lot of money has exchanged hands in the appointments of assistant professors. It has also reached the top bosses in the state government to remain silent,” said Bhatt.

The complaint was instituted at the special court on September 14 and heard the next day. “The judge ordered the inquiry under Section 156 (3) of the CrPC,” said Vijay Kotecha, lawyer for the complainant.

Citing instances of irregularities from the complaint, Bhatt said AAU recruited a total of 20 assistant professors without the National Eligibility Test (NET) certificate, which is mandatory for appointment as assistant professor or equivalent for PhD students. “First the university asked them to complete NET during probation, then they were given extension up to three years for clearing NET. This, even when their contract says
their recruitment will stand cancelled if they are not able to clear NET,” he said.

Around 82 agriculture officers were promoted as assistant professors, some of them even without NET certificate. This cannot happen without under-the-table-transaction, alleged Bhatt, adding that as per rules, there is no provision for promotion.

The university promoted around 32 assistant professors in 2008 and 50 in 2009 in violation of rules, states the complaint.

He further said that for the last five years, physics is not being taught at the university, even as its professor draws the salary between Rs 35,000 and Rs 50,000 per month. In fact, another professor has been appointed to teach the subject.

English, which is part of just one course, has three professors drawing a total salary of

Rs 1.5 lakh per month. The university further appointed another professor.

Dr Rajendra Swaroop, 55, (termed as a relative of the V-C) was appointed as research associate at the Chharodi Research Centre of AAU, and allotted university quarters. According to Bhatt, ICAR has an age limit of 35 years for research associate and there is no provision for providing residential quarters for them.

Earlier, Bhatt had complained about this to the government four times. “Higher ups in the government are also part of this. Therefore, no action was taken,” he alleged.

(1) Eventhough there is not any provision of exemption /extension/ giving time for clearing NET exam why you gave step by step three time extension for clearing NET exam to those who can not clear the exam ? How much money you taken for this illegal work ?
(2) When you will dismmiss the person who purchase these job with Rs. 5 lakh corruption per head ?
(3) When you will advertise new recruitment so, NET qualifed person can get justice ?

Nagpur University’s VC, pro-VC step down

Nagpur University Vice-Chancellor B P Chopane and Pro-Vice Chancellor Yoganand Kale today resigned owning ”moral responsibility” for the the bogus degree and mark-sheet racket that has so far led to the arrest of 14 university officials and several college teachers.
The two faxed their resignations to Maharashtra Governor and Chancellor P C Alexander, Professor Yoganand Kale said this morning. He said he had already surrendered his official car and hoped that the chancellor would accept their resignations and make alternative arrangements.
The scandal, perhaps the most sensational in the 75-year-old history of the university, led to a public outcry for resignations of the two top functionaries. As many as 14 officials, including Registrar and Controller of University Examinations Prakash Mistry, Dean of Engineering Faculty Hemant Thakre and Assistant Registrar Yadav Kohachade and some college teachers have already been arrested.
The racket was unearthed a month ago when the Anti-Corruption Bureau trapped Kohachade while trying to bribe some police officers. Investigations so far have revealed that bogus degrees and mark-sheets were being issued in the university since 1994. The police have said that the money involved in the racket ran into millions of rupees.
”I accept moral responsibility for what has happened,” Professor Kale today said, and added that when the people he represented did not want him to continue, the best course for him was to quit. He said he tried his best to straighten the administration.
An RSS activist, Professor Kale was appointed pro-vice chancellor for a second term two years ago. He is an economist and former principal of a local college. Dr Chopane is a former director of technical education.
Ironically, the demand for their resignations came from the recently formed Univeristy Reforms Committee headed by another RSS activist and former professor of Government Engineering College, R H Tupkari.
The committee has also demanded that Arun Bhatia, the anti-corruption crusader and former municipal commissioner of Pune Municipal Corporation, be appointed as the vice-chancellor of Nagpur University.
Meanwhile, with the police almost every day identifying more and more people involved in the scam, the university’s working has been paralysed. The vice-chancellor could persuade, with great difficulty, Dr S S Dara, Director of Board of College and Administration, to act as officiating registrar. Dr Dara is due to retire on July 31.
The racket has also brought to an abrupt halt the university’s diamond jubilee celebrations.
Companies and educational institutions have begun issuing advertisements advising Nagpur University students to not apply. Some foreign embassies have referred to the university for verification degrees of job-seekers in their countries.
The police is now interrogating a dean of the Government Medical College who reportedly burnt some mark-sheets and university records in the college premises immediately after the arrest of the officiating registrar Prakash Mistry.

AMU VC suspended, a reader in the department of philosophy

LUCKNOW: As the fact-finding committee, appointed by the Centre visited Aligarh Muslim University last week to probe charges of financial and procedural irregularities committed during the tenure of the vice chancellor PK Abdul Azis, another high drama unfolded in the campus.
On Wednesday, Azis suspended —his first suspension incidentally — Tariq Islam, a reader in the department of philosophy and a noted RTI activist who played a lead role in collecting incriminating evidence which finally landed Azis in a spot. And even as the university authorities deny any link, Islam cries foul and terms the action an arm-twisting tactic by the VC, hell bent on settling scores.

Anna University Vice-Chancellor suspended

CHENNAI: R. Radhakrishnan, Vice-Chancellor of Anna University, Coimbatore, has been suspended by the Tamil Nadu government. The government on Monday conveyed this information to the Madras High Court before which a petition against the Vice-Chancellor is pending.
Following this, the court said it was disposing of a petition seeking a direction to the authorities to take action against the Vice-Chancellor.
