• Law and order situation has worsened while the figures of crime have sky rocketed.

• In Engineering and polytechnic colleges 75 percent and 69 percent posts are vacant.

 Speaking on the demands of Home and Education Department Leader of opposition in the State Assembly Shaktisinh Gohil today said that in Gujarat both “education and protection” have gone to dogs. There are lots of vacancies in police department. Millions of rupees given by the centre for the modernization of police force have not been used.  Giving the details of unspent money he said that in 2008-09 it was Rs 606 lakh in 2009-10 Rs 412 lakh. In 2010-11, only Rs 671 lakh were spent against allocation of Rs 4018 lakh.           

In Gujarat only Chief Minister is safe and all the rest are unsafe. He said that the Chief Minister lives in tight security while a common man is left without any security.

 The Centre had given Rs. 33.78 crore funds for police stations and policemen of Gujarat but the money has not been spent. By making few appointments and giving less facilities the police force in the state is deliberately being weakened. There are many jawans positioned near the CM but there is no adequate security for people. Incidents of loot, murder, robbery and rape are increasing. The CM has a wrong motive to keep police force weak and wants that terrorists from neighbouring Pakistan can easily sneak into Gujarat. He has strong security and wants that common man is left to terrorists just to keep on his politics in the name of terrorism.

 If genuine terrorists do not come then the CM brings in fake terrorists and play vote bank politics in the name of terrorism. Despite Supreme Court’s order the state security commission, police establishment board and police complaint authority are not functional.

 The innocent children are not treated well according to juvenile justice laws. They are not kept away from hard core criminals. Juvenile homes lack even toilet, bathroom and living facilities. As many as 6531 cases are pending for last four months in juvenile justice board.

 Liquor flows freely in the state which talks of Gandhiji Mandir and in Rajkot district alone 19,378 cases relating to alcohol were registered and liquor worth Rs. 5 crore was seized during last year. Crime is increasing in the state and in 2010 in Ahmedabad alone 82 murder cases, 806 loot, 52 rape, 207 abduction and 5415 theft cases were registered.  

 Pointing out that Chief Minister was absent even during the demands of Home department, Gohil said that Chief Minister has nothing like conscience and so he cant hear the voice of conscience. He warned Minister of State Praful Patel and officers of the department that Modi was a coward and had no guts to do things straight. He fires from others shoulders and in case of problem gives up the one who helped him and saves himself.

 The person who had complained to the then BJP Prime Minister against Modi was made main accused in a case but the Honourable High Court declared him innocent. According to the country’s laws even though 99 criminals are freed, an innocent should not be punished. But in Gujarat 99 innocents are being punished.

 The Central government has framed right to education law for the welfare of people but the Gujarat government is not framing its rules and injustice is being done to the students of the state. The government is making the state backward in education. In the field of general education Maharasthra tops the country with 2182 institutions while Gujarat is on ninth position with just 593 institutions. In polytechnics Tamil Nadu has 261, Karnataka 186, Madhya Pradesh has 178 colleges while Gujarat has only 60 colleges and is on seventh position. In primary basic schools Uttar Pradesh tops the chart with 1,27,247 schools while Gujarat is on 13^th position with 17,443 schools.

 The students of engineering or polytechnic colleges in Gujarat do not get interview calls during campus interviews from any renowned national or multi national companies. This is because around 75% posts in the colleges are lying vacant like principals-75%, professors- 90%, assistant professors- 71%, lecturers – 73%. Similarly in polytechnics 69 % posts like principal-84 %, Head of department- 63, lecturer-69% are vacant.

 Teachers working in granted schools do not get salaries for months as the government does not give grant on time. Instead of giving higher salaries and facilities to mid day meal scheme employees there is a conspiracy to give the entire scheme to some NGO.

 Instead of giving promotions to qualified staff in Forensic Science Laboratory, the government is committing crime of giving extension to its favorites. The BJP government in the state is committing crime of misusing FSL and extracting false reports.

 The police force which is on its toes has not got leave pay for last few months. Even the DySP and PI have to wait for promotions. The Human Rights Commission should be made autonomous and should be given adequate facilities.

• ગુજરાતની સરકારે પ્રજાની માલિકીની અમૂલ્‍ય જમીનો ૭૮ કરોડ ૮૩ લાખ ચો.મી. માત્ર થોડા સમયમાં ઉદ્યોગપતિઓને આપી દીધી.
• આજની વિધાનસભામાં પ્રશ્નોતરીમાં ૩૮ પ્રશ્નો ઉદ્યોગપતિઓને અપાયેલી જમીનોને લગતા હતાં અને તેના જવાબોમાં અપાયેલી જમીનોની વિગતોનો સરવાળો કરતાં ૭૮ કરોડ ૮૩ લાખ ચોરસ મીટર થાય છે.
• ગુજરાતના ખેડૂતો, માલધારી, ખેતવિહોણા મજૂરને સરકાર જમીન આપતી નથી પરંતુ ઉદ્યોગપતિઓને કરોડો ચોરસ મીટર જમીન માત્ર બે વર્ષમાં આપી દીધી છે.

• કચ્‍છના આદીપુર ખાતેના બાળકોના મૃત્‍યુ માટે સરકારની બેદરકારી જવાબદાર.
• WHO તથા રાષ્‍ટ્રીય માર્ગદર્શક રેખાઓનો સંપૂર્ણ ભંગ થવાથી નિર્દોષ બાળકોએ
  જીવ ગુમાવ્‍યા.
• AEFI સેન્‍ટર, જરુરી દવાઓ, તથા ટ્રેનિંગ નહીં અપાયેલ હોવાથી કચ્‍છના આદીપુરના કુમળા બાળકોના જીવ ગયાં.
• ગુજરાતમાં વેકસીનેશનની ટકાવારી વધવાને બદલે ઘટી રહી છે.

કચ્‍છમાં નિર્દોષ બાળકોના મૃત્‍યુ પછી સત્‍ય હકીકત છૂપાવવા માટે ગુજરાતના આરોગ્‍યમંત્રીશ્રી વેકસીનમાં બન્‍યું છે તેવા બધા મિથ્યા સવાલો કરીને સત્‍ય છૂપાવી રહ્યાં છે. હકીકત એ છે કે, Meseals (ઓરી)ના વેકસીનમાં વિપરીત રીએકશન આવવાની શક્યતાઓ ઘણી હોય છે અને આ વિપરીત રીએકશન મેડિકલ સાયન્‍સમાં .Anaphylytic કહેવામાં આવે છે. આજ કારણોસર ભારત સરકારની રાષ્‍ટ્રીય ગાઇડલાઇન તથા WHO ની ગાઇડ લાઇન સ્‍પષ્‍ટ રીતે આપવામાં આવી છે કે, આ વેકસીનની શરુઆત કરતાં પહેલાં AEAI (Adverse Effects After Immunization) ટ્રેનિંગ આપવી જોઇએ. તેમજ કોઇ રીએકશન આવે તો તેને તાત્‍કાલિક બચાવી શકાય તે માટે AEFI સેન્‍ટર ઉભા કરવા જોઇએ. આ સેન્‍ટર પર Adrenalin તેમજ બીજી દવાઓ મૃત્‍યુ ન થાય તે માટે રાખવી જોઇએ. ગુજરાત સરકારની ગુન્‍હાઇત બેદરકારી હતી અને રાષ્‍ટ્રીય ગાઇડ લાઇન તથા WHO ની ગાઇડ લાઇનની સંપૂર્ણ અનદેખી કરીને કચ્‍છના આદીપુર ખાતે વેકસીન આપવામાં આવેલા જેનાથી નિર્દોષ બાળકોના મૃત્‍યુ થયાં છે.

રાષ્‍ટ્રીય ફેમિલી હેલ્‍થ સર્વેએ NFHS-III માં સ્‍પષ્‍ટ દર્શાવ્‍યું છે કે, NFHS-II કરતાં ગુજરાતમાં આ વેકસીન NFHS-III ૭ ટકા જેટલું ઘટી ગયું છે. જે બતાવે છે કે, વિકાસના નામે બણગા ફૂંકનારી ભાજપની સરકારે કચ્‍છના બાળકો માટે કેટલી લાપરવાહી દાખવી છે.

In response to adverse reaction which is responsible for death of four children at Adipur Kutch during mass Immunization.

Meseals is considered to be dangerous vaccine in view to adverse reactions as Anaphylytic Shock is the major side effect of this vaccine and cause death within minute if not treated. So, Ideally Before starting any Meseals (Auri) campaign AEAI (Adverse Effects After Immunization) Training must be arranged at State & district level. This training will explain sign and symptoms of anaphylactic reactions and its treatment to all the staff engaged in immunization. According to Government of India’s National guideline & WHO guideline for meseals there must be establishment of AEFI centers with availability of adrenalin and other drugs to prevent death due to anaphylactic reactions after meseals. In Gujarat, No such training was arranged before starting of this mass meseals campaign which resulted in mishap at Adipur with four deaths.

According to National Family Health Survey (one of the most reliable health indicator fining survey) in NFHS III there is 7 % reduction in child immunization as compare to NFHS II.(Only 46% children in Gujarat is fully immunized)This shows detoriation of immunization services in Gujarat.

Very simple reason for this failure is poor immunization implementation. You will be surprised by knowing that the State Immunization officer of Gujarat state is simple MBBS. (Though number of professionals having masters and double masters and experience in UNICF, John Hopkins, USAIDS are wishing to serve at this post.)

This shows that Government of Gujarat is paying total negligence towards immunization services and playing with life of children.

 Minister of BJP ruled Gujarat government Saurabh Patel was caught in embarrassing position when he started advocating for people having black money since his own party has launched a campaign against black money in the country.

 Instead of lauding efforts of Congress to help bring out black money in the country by exposing bogus MOU racket which is used to run black money economy, BJP is advocating for the people involved in the black money racket.

 BJP industrialists are taking away land worth crores of rupees through bogus MOU’s. Leader of Opposition in the Assembly Shaktisinh Gohil said that industrialists signing MOU’s have black money of BJP leaders. He said that IT investigations would expose their black money and so they were making it an issue speaking in the House, Gohil said BJP is talking about crusade against black money in the country then why it should object to IT action against black money in Gujarat. He said that all state governments cooperate with the Income Tax department while Gujarat opposed it.

 He said that this exposed the BJP policy about black money and it was an insult of Gujarat and its people.

 Leader of Opposition Shaktisinh Gohil today launched a blistering attack on the government while referring to the remark of the Energy Minister that Congress leader should not obstruct state’s project. Speaking on demands of Energy, Petrochemical and Industry, Gohil said that he and his party were committed to the growth of Gujarat. But we would not allow even paise to be squandered from public money, he asserted.

 Referring to increase in the price of coal, he said, that Congress on its own has made a representation to the centre to withdraw it. This is just because it would lead to increase in electricity tariff in Gujarat. I am sure that Congress leaders with its MP Ahmed Patel would help solve the impending problem. He said that this has not been taken care by Gujarat government. With the equal spirit and dedication, I would not allow anyone to squander public money. I will protect public interest even at the cost of danger to my life, he asserted in the House.

 Tearing into pieces the claims of surplus energy and consequent sale to other states of Gujarat government, he said that in such a situation the government should provide round the clock electricity to farmers and there should not be any staggering in industry. In such a rosy situation government should think of subsidizing electricity to industry.

 Referring to government claims in question hour that it provided subsidy to farmers on connections on horse power basis, he said that this was a scheme introduced by Congress government and not the BJP government. On the contrary, he said, this government has introduced tatkaal scheme to extort money from poor farmers while the backlog of applications for new connections is rising. This government has even withdrawn the decision of the Congress government to help farmers of dark zone get connection. It is irony of situation that this government allows industrialists to draw water in dark zone area.

 He pointed out that Scandal ridden Satyam Computer has been given 1.05 lakh Sq meter of land at a throw away price of Rs 1100 per Sq meter in Gandhinagar. Raheja has been given 3.76 lakh Sq Mt of land at a price of Rs 470 a Sq Mt. Government is pampering industrialists to such an extent that officials of Cairn Energy have even threatened Jamnagar MP with dire consequence. There can’t be anything more brazenly shameless, Gohil said.

 Gohil gave a glaring example of land being given to favourite industrialists. He said that a plot of Vartej GIDC was to be sold and base price of Rs 6.50 crore was fixed for 1.04 lakh Sq Mt of land. There were many willing to pay more. But the land was given to an industrialist at a price of Rs 400 a Sq Mt which caused a loss of minimum Rs 2.50 crore.

 Corrupt GSPC has turned Deendayal block into Deen Dalal block. Chief Minister’s lie is nailed. GSPC has got certificate for KG basin for two TCF and not 20 TCF. GSPC had claimed that it would get gas in 2011, but now it says that it will not be before middle of 2013 GSPC has sunk Rs 9,000 crore in the name of drilling well. The GSPC has retained an expert who gets 10 percent of the profit for his consultancy service. GSPC paid Rs 1400 crore to Essar against the opinion of expert. This is just because the Chief Minister wanted to oblige ESSAR.

Gohil said that GSPC is not able to raise debt because it already has burden of debt of Rs 5,000. And so it now has planned to come out with IPO. He said that he had objected to IPO to save money of people of Gujarat as they invest the most. Gujarat government should have satisfied the queries of SEBI or moved High Court to bring out IPO instead of accusing me of coming in the way of progress of Gujarat.

 Gohil gave a glaring example of corrupt practices of government to bow down to industrialists in the name of investment through MOU’s at vibrant summits. He said that L&T wanted land at a price fixed by government. The government appointed committee fixed price of Rs 2600 per SqMt. But the Ministry reduced it to Rs 900 per sq mt. Even at this price L&T did not pay money and ultimately, the government offered price of Rs 725 and L&T bought the land.

 He said that he had all documents with him relating to 25 hectare plus land L&T had demanded.  He said that land of about Rs 60 crore was offered at Rs 23 crore and ultimately it was given at Rs 18.5 crore. Such was the interest of the government that it not only sent a persuasive reminder to L&T to buy the land but also waived off its own decision to charge interest on delay in payment. Referring to the opposition’s demand for JPC in Parliament to check corruption, Gohil said that Gujarat government should announce Joint Legislative Committee to probe corruption. In case the functioning of GSPC comes clear, he said, he would extend full support to its IPO.

 Referring to L&T case he said that there should be transparent process of giving land. There are thousands of landless who are not given land while industrialists are offered land on a platter. This cannot be allowed, he asserted.

• ઉદ્યોગપતિઓને સરકારે એવા તો ચડાવ્‍યા છે કે, ક્રેઇન ઇન્‍ડીયા કંપની જામનગરના સાંસદને મારી નાંખવાની ધમકી આપે છે.
• જી.એસ.પી.સી.એ બીન જરુરી કરોડો પાણીમાં નાખ્‍યા છે અને તેથી હવે જી.એસ.પી.સી.માં નાણાં રોકનારાના નાણાં ડૂબી રહ્યાં છે.

         ગુજરાત વિધાનસભામાં આજે ઉર્જા, પેટ્રોકેમિકલ્‍સ અને ઉદ્યોગ વિભાગ પરની માંગણીઓ ઉપરની ચર્ચામાં ભાગ લેતાં વિરોધપક્ષના નેતાશ્રી શક્તિસિંહ ગોહિલે જણાવ્‍યું હતું કે, ઉર્જા  વિભાગના રાજ્ય કક્ષાના મંત્રીશ્રી કહેતા હતા કે વિરોધપના નેતા નડે નહીં. મારે કહેવું છે કે, જયાં ગુજરાતનું હિત હોય ત્‍યાં દિલથી મદદ કરીએ છીએ. ગુજરાત યશસ્‍વી બને એમાં અમને રસ છે. યશ કોને મળે એની અમને ચિંતા નથી. તાજેતરનો જ દાખલો આપુ આ બજેટમાં એ અને બી કોલસા ઉપર ૧૧૦ ટકાનો વધારો થયો. એ અને બી નો કોલસો અમદાવાદમાં જે વીજ ઉત્‍પાદન થાય છે એમાં વપરાય છે. અમારા ધ્‍યાને આવ્‍યું. સરકારે ધ્‍યાને નથી મૂકયું. આ ભાવ વધારો આવે તો અમદાવાદમાં રહેતા લોકોને લગભગ ૧.૧૦ રુપિ‍યા યુનિટે ભાવ વધી જશે એવું લાગ્‍યું. એટલે કેન્‍દ્ર સરકારમાં અમે રજૂઆત કરવા ગયા છીએ અને અમને વિશ્વાસ છે કે, માનનીય અહેમદભાઇ, સંસદીસભ્‍યો અને કોંગ્રેસના આગેવાનોની મદદથી એ ભાવ વધારો ન આવે કે જેથી ગુજરાતમાં વસતા અમદાવાદીઓને રાહત રહે. આ કામ અમે કર્યુ છે. કામ હોય નર્મદા યોજનાનું કે રકમ લાવવાની હોય જવાહરલાલ નહેરુ અર્બન રીન્‍યુઅલ મિશનમાં સામેથી જઇને કહીએ છીએ. પણ હા, હું નડું છું. આ પ્રજાની તિજોરીનો એક પણ રુપિ‍યો કોઇ દલાલો ઉઠાવીને જતા હોય એમાં હું નડું છું. હું નડું છું. ગુજરાતની જનતાને ભોળવીને કોઇ પૈસા એના પડાવી લેવા માંગતું હોય એમાં હું નડું છું. અને એ મારો ધર્મ છે એમ હું માનું છું. અને વિરોધપક્ષના નેતા તરીકે પ્રજાની તિજોરીને કોઇ લૂંટવા આવે તો જાનના જોખમે એની ચોકિયાત કરવી એ મારી ફરજ છે એમ હું માનું છું.

        ઉર્જા વિભાગમાં કહેવાય છે, વારંવાર કહેવાય છે. વીજ ઉત્‍પાદન વધી ગયું છે. ગુજરાતમાં સરપ્‍લસ વીજળી છે. આપણે બહારના રાજ્યોમાં વીજળી વેચીએ છીએ ત્‍યારે મારે આપને એ કહેવું છે કે, આપ સરપ્‍લસ છો. અભિનંદન આપીએ આપને જો આપ એ સરપ્‍લસ વીજળી ર૪ કલાક ખેડૂતોને આપશોને તે દિવસે હું સૌથી પહૈલા અભિનંદન આપીશ. વધેલી વિજળી હોવા છતાં સરપ્‍લસ હોવા છતાં શા માટે આપણે ખેડૂતોને નથી આપતાં? પેલા એસ.એમ.ઇ. છે. સ્‍મોલ એન્‍ડ મિડીયમ એન્‍ટરપ્રાઇસીસ અને એક દિવસનું સ્‍ટેગરીંગ શા માટે આપણે આપીએ છીએ? ઉઠાવી લો સ્‍ટેગરીંગ. એમને પૂરી વીજળી થોડી સબ્‍સીડાઇઝ પણ વધારે કરવાનું કેમ આપણે વિચારી ન શકાય? સામાન્‍ય માણસ પર આપની વીજ ડયુટીના દર છે એ કમ્‍પેર તો કરજો. શા માટે આપણે એ ઘટાડી ના શકીએ?

        પ્રશ્નોતરીમાં કહેવાયું  કે, ખેડૂતોને આટલી સબસીડી આપીએ છીએ. હોર્સ પાવરદીઠ આપીએ છીએ. અરે, સાહેબ આ હોર્સ પાવરદિઠ ખેડૂતને આપવાની યોજના તો અમે લઇને આવ્‍યા હતા,કોંગ્રેસ લઇને આવી હતી. આપ મને એક તો દાખલો આપો કે, આપ સત્તામાં આવ્‍યા પછી આપ ખેડૂતો માટેના હોર્સપાવર દીઠ કેટલા કનેકશન આપી શકયા? આપ સત્‍તામાં આવ્‍યા ત્‍યારથીતો બેકલોગ ચાલે છે. ખેડૂતને વીજળી આપવાનો. તત્‍કાલ યોજના લઇને આવે છે, પેલી વેઇટિંગમાં છે એને વધારાના પૈસા લીધા વગર કનેકશન આપવું જોઇએ એના બદલે તત્‍કાલના નામે વધારે પૈસા ખેંચવાની યોજના લઇને તમે આવો છો? ખેડૂત જ તમારી નજરમાં આવીને બેઠો છે? માનનીય અધ્‍યક્ષશ્રી, આપણો દેશ એક ખેતી પ્રધાન દેશ છે. નાનો ટુકડો જમીનનો હોય છેને એના ઉપર પેઢીઓ સુધી માણસો નભતા હોય છે.ખેડૂત એ ધરતીપુત્ર છે. અને આ ધરતીમાતા એને પોષણ આપે છે. જેમ માના ધાવણ પર એના દૂધનો અધિકાર એના દિકરાનો હોય છે એમ પાતાળની જમીનમાં રહેલા પાણી પર પહેલો અધિકાર ખેડૂતનો હોય. અહીંયા તો ડાર્ક ઝોનની વાત થાય છે. મોટા ઉદ્યોગપતિને ડાર્કઝોનમાંથી પાણી ખેંચી શકાય પણ આપનો પરિપત્ર છે કે ડાર્કઝોનમાં ખેડૂતને વીજળીના કનેકશન ના મળે. એ સરકાર હતી અહીયા જેને અમે ટેકો કરતા હતા. એ સરકાર હતી જેણે નિર્ણય કર્યો કે ખેડૂતને ડાર્કઝોનમાં કનેકશન આપવાથી કદાચ સબસીડી ના મળે તો ના મળે, પણ અમે ખેડૂતને ડાર્કઝોનમાં કનેકશન આપીશું. એ બંધ કરવાનું પણ આ સરકારે કર્યુ છે. આપણે વાત કરીએ છીએને કૌભાંડોની, મોટું કૌભાંડ કરનારા સત્‍યમ એન્‍જીનીયર્સને ૧,૦પ,રરર ચોરસમીટર જમીન કેટલા રુપિ‍યામાં આપી ગાંધીનગરમાં? માત્ર ૧૧૦૦ રુપિ‍યામાં, ફટાક દઇને એ જમીન આપતા તમારો જીવ ના ચાલ્‍યો જાય કે ૧૧૦૦ રુપિ‍યામાં હું એક લાખ ચોરસમીટર જમીન આપું? રાહેજા, ખબર નથી આ કેવો પ્રેમ છે, ૩,૭૬,પ૬૧ ચોરસ મીટર જમીન શું ભાવથી આપી ગાંધીનગરમાં? ૪૭૦ રુપિ‍યાના ભાવથી ગાંધીનગરમાં જમીન આપી. ઉદ્યોગપતિને કેટલીય વખત આપણે માથે ચડાવ્‍યા છે. એક ઉદ્યોગપતિ ક્રેઇન ઇન્ડિયા લી. ખેડૂતોના પ્રશ્ને, પ્રજાનો ચૂંટાયેલો પ્રતિનિધિ જામનગરનો સાંસદ લડે છે અને જાનથી મારી નાંખવાની ધમકી એક ઉદ્યોગપતિ આપતો હોય તો એ શરમ છે. આપણા સૌના માટે કે પ્રજાના ચૂંટાયેલા પ્રતિનિધિ સાથે એક ઉદ્યોગપતિ આવો વ્‍યવહાર કરી શકે.

        વરતેજનું જી.આઇ.ડી.સી. છે એનો પ્‍લોટ નંબર-૧૪૮, એનું ક્ષેત્રફળ ૧,૦૪,૦૮૮ ચોરસ મીટર, તારીખ પ નવેમ્‍બર,ર૦૦૯ના રોજ એની કિંમત અ;કાઇ ૬.પ૩ કરોડ રુપિ‍યા. છાપામાં જાહેરાત આવે છે. અરજીઓ માંગવામાં આવે છે કે પ્‍લોટો વેચવાનો છે, ખેડૂતને પાછી જમીન તો નથી આપતા, આ પ્‍લોટ લેવા માટેની અરજીઓ આવે છે. જે અરજી કરનારા છે એ પૈકીના બધાજ લખે છે કે તમારી બેઠી કિંમતના ભાવથી વધારે કિંમતમાં અમે ખરીદવા માટે તૈયાર છીએ, બધીજ અરજીઓ નામંજૂર કરી અને એક અરજી ઉભી રાખવામાં આવે છે. પ્રશાંત મુકુંદભાઇ શાહ એમ કહે છે કે હું એક ચોરસમીટરના રુપિ‍યા ૬૩૦/- આપીશ. એને ના પાડવામાં આવે છે, બીજો કહે છે કે તમે કહો તે પ્રાઇસ હું આપીશ એને ના પાડવામાં આવે છે અને એક માનીતો ઉદ્યોગપતિ એને ૪૦૦ રુપિ‍યાના ભાવે આ આખો પ્‍લોટ આપી દેવામાં આવે છે. ર.પ૦ કરોડ રુપિ‍યાનું નુકશાન ગુજરાતની તિજોરીમાં કોના ભોગે થાય છે.

        જી.એસ.પી.સી.ની ઓઇલ અને ગેસની વાતો, આ દિનદયાલ બ્‍લોક ને તો દિનદલાલ બ્‍લોક બનાવી દેવામાં આવ્‍યો છે. આ મારો આક્ષેપ છે. લગભગ નવેક  હજાર કરોડ રુપિ‍યા એ બોરના નામે આપણે અંદર નાંખી દીધા છે. શું કર્યુ આપે? આટલો ખર્ચ કર્યા પછી શું મેળવ્‍યું આપે? આપે પોતે જી.એસ.પી.સી. એપ્રુવ્‍ડ ડેવલપમેન્‍ટ પ્‍લાન રજૂ કર્યો હતો, આપનો પ્‍લાન રજૂ કરેલો હતો, એમાં આપે શું કહ્યું હતું કે, ડિસેમ્‍બર-ર૦૧૧માં પ્રોડકશન શરુ કરી દઇશું, આપે ખાતરી આપી હતી અને આજે શું થયું, ભ્રષ્‍ટ વહીવટના કારણે ડીસેમ્‍બર-ર૦૧૧માં આપ ગેસ પ્રોડકશન શરુ કરી શકો એમ જ નથી અને મારો દાવો છે કે કયારે કરશો એના પણ કોઇ ઠેકાણા નથી પણ હવે આપે શું લખીને આપ્‍યું કે ડિસેમ્‍બર-ર૦૧૧માં નહિ થાય પણ હવે અમે ર૦૧૩ના મધ્‍ય ભાગમાં પ્રોડકશન કરીશું. આપ તો નંબર વન છે, સમય કરતાં પહેલાં ચાલનારાઓ છો તો અહીંયા કેમ અટવાઇ પડયા છો એનું મને કંઇક તો કહો. આપણી જી.એસ.પી.સી.ના ઓઇલ અને ગેસના સંશોધનના પ્રોજેકટની કિંમત કેટલી હતી? આપે આપેલી કિંમત હતી ૧.૬ બિલિયન યુ.એસ. ડોલર, આજે આપની કિંમત કેટલી થઇ છે, ર.પ બિલિયન યુ.એસ.ડોલર ૭૦ ટકા જેટલી કિંમત વધી ગઇ, આપના પેટનું પાણીય નથી હલતું કે આ પ્રજાના પૈસા વેડફી રહ્યા છીએ આપણે. આપ એક એકસપર્ટને રાખો છો. તે એકસપર્ટને એમ કહો છો કે હું તને દસ ટકા ભાગ આપીશ. એકસપર્ટ તારું કામ શું છે? તારે અમને કહેવાનું છે કે અહીં સારકામ કરો, અહીંયા નહીં કરો. તારી સલાહ મુજબ અમે કામ કરીશું અને પછી શું કરો છો આપને એસ્‍સારી રીંગ રાખવી છે, એસ્‍સારને પૈસા કમાવી આપવા છે અને પેલો એકસપર્ટ એમ કહે છે સાહેબ અહીંયા સારકામ નહીં કરતા પણ પેલો રીંગવાળો કહે કે અહીંયા કરો તો મને સહેલું પડે છે. તો કહે ઠોકને  અહીંયા તું તારે નીકળે કે ના નીકળે તો કંઇ નહીં. અને તેના કારણે કરોડો રુપિ‍યા આપણાં પાણીમાં ગયા. આપનો એકસપર્ટ લખીને આપે છે કે તમે જે વેસ્‍ટ કર્યા છે પૈસાનો તેના કારણે પ્રોજેકટ કોસ્‍ટ ઉંચી જશે અને કાલ સવારે જી.એસ.પી.સી.નું જે નુકશાન થશે તે નુકશાન અકલ્‍પનીય હોય છે.

        એકસપર્ટ ના પાડી હતી ત્‍યાં તમે કરોડો રુપિ‍યા નાંખ્‍યા અને પરિણામ શૂન્‍ય મળ્યું. આપને ત્‍યાંથી કશું જ મળ્યું નથી. આપની પાસે રીંગ હતી. હતી. મને લાગે છે કે કંઇક અન્‍ડર ટેબલ વ્‍યવસ્‍થા ના થઇ અને આપે તેને કાઢી મૂકયો. આપે કરીને..કરીને સારામાં સારી રીંગ લેવાના બદલે આપે શું કર્યુ ? એસ્‍સારની રીંગ લઇ લીધી…. નામની એસ્‍સારની રીંગ લીધી. આપે માત્ર થોડાં સમયમાં ર૦૦૮, ઓગષ્‍ટથી નવેમ્‍બર અને ઓગસ્‍ટ, ર૦૦૯માં આપે તેને ૧૪૦૦ કરોડ રુપિ‍યા ડાર કરવાના નામે પધરાવી દીધા છે. આ ગરીબના પૈસા. આનો હિસાબ તમારે આપવો જોઇએ. માનનીય મંત્રરી કહે છે કે, તમારા કેન્‍દ્રવાળા યુનિટે આમાં શેર લીધા હતા. અરે, સાહેબ ગુજરાતના  વિકાસમા; અમે આડા આવતાં હોતને તો અમે તે દિવસે જે તેને પૈસા ના રોકવા દેત, શેર ના લેવા દેત. પરંતુ ગુજરાત રાજયના મુખ્‍યમંત્રીશ્રીએ એવી જાહેરાત કરી કે મને ઓઇલ અને ગેસ મળી ગયો છે. જો તમને ઓઇલ અને ગેસ મળ્યો હોય તો સ્‍વાભાવિક દરેકને એમ થાય કે ભાઇ આમાં પૈસા નાંખો આ તો સોનાની ખાણ છે. ડી.જી.હાઇડ્રોકાર્બન. અને ડી.જી.હાઇડ્રોકાર્બને શું કહ્યું  આપને સાહેબ કે ..નહીં પણ રીકવરેબલ નહીં એવું સર્ટિફિકેટ આપ્‍યું આપને…નું અને તે ..નું સર્ટિફિકેટ આપ્‍યાં પછી તમે મેળવી શકયા નથી આનાથી મોટી નિષ્‍ફળતા કોઇ નથી. અને હવે તમારે શું કરવું હતું પાંચ હજાર કરોડ રુપિ‍યાનું દેવું જી.એસ.પી.સી.એ કર્યુ. માર્કેટમાંથી હવે કોઇ લોન, પૈસા આપે તેમ નહોતું એટલે તમે કહ્યું કે અમારે આઇ.પી.ઓ.લાવવો છે. એની જાહેરાત પાછલ લાખો બરબાદ કર્યા. મને થયું કે આ આઇ.પી.ઓ. આવશે તો આમાં પૈસા કોણ રોકશે? સૌથી વધારે શેરમાં પૈસા રોકનારો ગુજરાતી છે અને તેમાંય જી.એસ.પી.સી.નો આવશે તો આમ ગુજરાતી સૌથી વધારે પૈસા આ શેરમાં નાંખશે અને સાત-આઠ હજાર કરોડ બીજા ઉભાં કરી અને એસ્‍સારની રીંગોના ખાલી બોર કરીને જો પૈસાનુ; કોઇ કરપ્‍શન કરવાના હોય તો મારે લડવુ; જોઇએ, મારે આડા ઉભાં રહેવું જોઇએ કે, આમ ગુજરાતીના નાણાં હું બરબાદ નહીં થવા દઉં અને એટલા માટે મેં લખ્‍યું છે અને સાહબે સેબી છે તે ઇન્‍ડીપેન્‍ડન્‍ટ કામ કરે છે. મારો પત્ર ગયો તેના મુદ્દાનો જવાબ આપી દેવો હતો ને? અને સેબી રોકે તો હાઇકોર્ટ કે સુપ્રિમ કોર્ટમાં જઇને પરમીશન લઇ આવવી હતીને આઇપીઓની, કોણ રોકતું હતું તમને? પણ નથી ગયા કારણ કે તમારો વહીવટ એવો હતો કે જેનો ખુલાસો થઇ શકે તેમ નથી. કરોડો ખવાય છે.

        મારે એક છેલ્‍લી વાત કરી છે કે, આ વાયબ્રન્‍ટ ગુજરાત છે તે ભ્રષ્ટાચારનું કેવું પ્‍લેટફોર્મ બને છે તેનો એક નમૂનો મારે આપવો છે. મારી પાસે એક કલેકટર સુરતનો પરિપત્ર મારા હાથમાં છે. ર૩.૧૦.ર૦૦૮નો એલ.એન્‍ડ ટી. હજીરા સુરત ખાતે એક જમીન માગે છે. તે જમીનની માગણી કરે છે ત્‍યારે એલ.એન્‍ડ ટી. લખીને આપે છે કે સાહેબ મને આ જમીન આપો સરકાર જે ભાવ નકકી કરશે તે હું આપીશ એમ લખીને આપે છે. એમ કલેકટર પણ નોંધે છે. આ જમીન કેટલી છે? જે જમીન માંગવામાં આવે છે તે રપ હેકટર ૭૮ આરે અને ૬૭ ચો.મીટર જમીન માંગવામાં આવે છે. આપણી પાસે મૂલ્‍યાંકન સમિતિ છે. જે કિંમત નકકી કરે છે. તેણે કિંમત કેટલી નકકી કરી? ર૬૦૦ રુપિ‍યા પ્રતિ ચો.મીટરના નકકી કર્યા.

        લગભગ ર૪ થી રપ કરોડ રુપિ‍યાની એ જમીન થાય. એ પછી શું થાય છે કે એ સરકારમાં આવે છે અને એ મંત્રીમંડળમાં જાય છે. એ ર૬૦૦ રુપિ‍યાના ભાવવાળી જમીનનો ભાવ આપ નકકી કરો છો કે એમને ૯રપ રુપિ‍યામાં એ જમીન આપવી છે અને એ ૯રપ રુપિ‍યામા; જમીન આપી દેવી છે. અને એ મુજબ એની કિંમત ર૩,૮પ,ર૬,૯૭પ રુપિ‍યા થાય છે અને એટલા પૈસા માટેનું આપ કહો છો. પેલા માણસને કહેવામાં આવે છે કે તમે તો લખી આપ્‍યું હતું કે, સરકાર નકકી કરે એમ કહીને ર૬૦૦ રુપિ‍યાની કિંમત કરતા હતા અને એટલે એના પપ થી ૬૦ કરોડ રુપિ‍યા ભરવાના થાય એના બદલે તમારે હવે આ ૯રપના ભાવ પ્રમાણે ર૩ કરોડ રુપિ‍યા ભરવાના થાય છે તો આવીને ભરી જાઓ. પેલો માણસ પૈસા ભરવા આવતો નથી અને એના માટે કલેકટર દરખાસ્‍ત કરે છે આપનો રિમાઇન્‍ડર જાય છે પછી કે એમણે પૈસા ભર્યા નથી અને હવે એની પાસેથી વ્‍યાજ  સાથે પૈસા લો એવી દરખાસ્‍ત કલેકટરશ્રી મોકલી આપે છે. એમાં સરકારનું મંત્રીમંડળ શું કરે છે કે એની પાસેથી વ્‍યાજ તો લેવાનું નહીં અને સરકાર નકકી કરે છે કે એની પાસેથી ૯રપનો ભાવ નહીં, પરંતુ એની પાસેથી હવે આ જમીનના ૭૦૦ રુપિ‍યા લેવાના અને વ્‍યાજ છે એ નહીં લેવાનું. આ જમીન હવે ૭૦૦ રુપિ‍યામાં આપી દેવાની છે. તો ર૬૦૦ રુપિ‍યાવાળી જમીનના પહેલાં ૯રપ રુપિ‍યા નકકી કર્યા અને એ પૈસા ના ભર્યા પછી એનું વ્‍યાજ લેવું જોઇએ એને બદલે એ વ્‍યાજની માફી અને ૯રપમાંથી ૭૦૦ રુપિ‍યામાં જમીન આપી દો અને એ રીતે ૧૮.પ કરોડ રુપિ‍યામાં આ સોનાના ટૂકડા જેવી જમીન પધરાવી દીધી છે. તો શું આ આપની નીતિ છે. ૧૮.પ કરોડ રુપિ‍યામાં આ સોનાના ટુકડા જેવી જમીન પધરાવી દીધી છે. તો શું આ આપની નીતિ છે. શું આ આપનાં કરતુત છે, શું આ આપનું કર્તવ્‍ય છે. આ આપની નીતિ છે?  કરોડો રુપિ‍યા જો આ રીતે વ્‍યર્થ થતા હોય તો ત્‍યાં હું નડું નહીં તો શું કરું? આ મુદ્દાઓમાં મારી ચોખ્‍ખી માગણી છે કે આપણે ભ્રષ્‍ટાચાર સામે લડવું હોય તો આવો એક થઇને લડીએ, તમે અને બધા ભેગા થઇને લડીએ,  તમારે ભ્રષ્‍ટાચાર સામે લડવું છે ને અને એટલા માટે મારે કહેવું છે કે જે જી.એસ.પી.સી.એ પૈસા વાપર્યા છે એ જી.એસ.પી.સી.માં ભ્રષ્‍ટાચાર ના થયો હોય અને વાજબી નાણા ખર્ચાયા હોય, ગુજરાતમાંથી ઓઇલ અને ગેસ નીકળવાનું હોય અને એ બાબતની તપાસ કરવા માટે સમિતિ નીમો, તમે તો પાર્લામેન્‍ટમાં જે.પી.સી. એટલે કે જોઇન્‍ટ પાર્લામેન્‍ટરી કમિટી માગતા હતા અને હું અહીં જે.એલ.સી.એટલે કે જોઇન્‍ડ લેઝિસલેટીવ કમિટી માગુ છું. એ જે.પી.સી. એમાં એક પણ પૈસાનો ભ્રષ્‍ટાચાર થયો નથી અને બધું સાચું થયું છે એમ રિર્પોટ આપે તો તમારા બધા માટે અને તમારા આઇ.પી.ઓ. માટે ખભે ખભા મિલાવી લડવાની મારી તૈયારી છે. જે.પી.સી.માં તમારા પક્ષના વધારે હશે અને અમારા પક્ષના ઓછા હશે અને એ જે.પી.સી.નો રિર્પોટ લઇને અહીં સભાગૃહમાં આવશો તો એ ભ્રષ્‍ટાચારમાં દૂધનું દૂધ અને પાણીનું પાણી થઇ જશે. હિંમત હોય તો આપી જુઓ એની તપાસ અને પછી શું થાય છે એ હું કહું છું.

        વાયબ્રન્‍ટ ગુજરાતના નામે જે જમીનો અપાય છે એ જમીનો કેવી રીતે અપાય છે. એક પ્રસ્‍થાપિત થયેલો સિધ્‍ધાંત છે કે રાજયની એક સોય કે તસુ જેટલી પણ જમીન આપવી હોય તો એની ટ્રાન્‍સપરન્‍સી હોવી જોઇએ, ઓપન બીડીંગથી આપવી જોઇએ કે આ જમીનનો ટુકડો વેચવાનો છે જેને લેવા આવવું હોય એ આવો અને જે ઉંચી બોલી બોલે એને એ મળે અને પ્રજાની તિજોરીમાં વધારે નાણા આવશે. આપ તો એલ એન્‍ડ ટી કંપનીને પકડી લો છો. જમીનના ભાવ નકકી કરાવો. આપની કિંમત નકકી કરતી મૂલ્‍યાંકન સમિતિ ર૬૦૦નો ભાવ નકકી કરે અને છતાં આપ ૯રપ નકકી કરો અને વળી પાછા ૭૦૦ રુપિ‍યાના ભાવે પધરાવો એ કઇ નીતિ છે ? આપ આ કોંગ્રેસે પ૦ વર્ષના ઇતિહાસમાં શું કર્યુ એમ કહો છો તો આ કોંગ્રેસે આ બધી જમીન બચાવી રાખી હતી જેને તમે વેચવા નીકળ્યા છો.. એ બચાવી રાખી હતી કારણ કે આ સંપતિ એ પ્રજાની સંપતિ છે અને એની ઉપર જનતાનો અધિકાર છે. અને લૂંટાવવાનો કોઇને અધિકાર નથી. આજે કદાચ જનતા સુધી એ નહી દેખાય, પરંતુ એ વાત જરુર જશે કે જનતાને પ્‍લોટ આપવા માટે તમારી પાસે વ્‍યવસ્‍થા નથી. જમીન વિહોણા ખેડૂતોને આપવા માટેની જમીન નથી. સાંથણીની જમીન માટે લબડતા હરિજન ભાઇઓને આપવા માટે જમીન નથી અને આટલી મોટી જમીન એક મોટા ઉદ્યોગપતિને આપો છો ત્‍યારે પાઘડીનો વળ છેડે આવવાનો, આવવાનો, આવવાનો જ છે, ભૂખ્‍યા જનોનો જઠરાગ્નિ જાગશે, ખંડેરની ભસ્‍મ કણી ન લાદશે.

• કાળા ધનનાં વિરોધમાં સમગ્ર દેશમાં આંદોલનની વાત કરનારા ભાજપને ઇન્‍કમટેક્ષ ગુજરાતમાં કાળુ ધન પકડે તેમાં શું દુખે છે?
• માત્ર ગુજરાતમાં નહીં સમગ્ર દેશમાં કાળા ધન માટે ઇન્‍કમટેક્ષ કાર્યવાહી કરે છે.
• ખોટા એમઓયુ બતાવીને કરોડો રુપિ‍યાની પ્રજાની મિલકતો ભાજપના ઉદ્યોગપતિઓ લઇ જાય છે.
• એમ.ઓ.યુ. કરનારાઓની પાછળ ભાજપના નેતાઓનું  કાળુ નાણું છુપાયેલું છે.
• કાળુ ધન પકડાય  અને ઇન્‍કમટેક્ષમાં આવક થાય તો તે નાણાં ગુજરાત અને દેશના વિકાસ માટે વપરાશે.
• કોઇ નાના માણસની નહીં પરંતુ એક હજાર કરોડ કરતાં વધારે રકમના એમ.ઓ.યુ. કરનારાઓની વિગત ઇન્‍કમટેક્ષ વિભાગે માંગી છે.

   સમગ્ર દેશમાં કાળા ધનની સામે આંદોલન કરનારા ભા.જ.પ.ના ગુજરાત સરકારના મંત્રીશ્રી સૌરભભાઇ પટેલ કાળા ધનવાળાની દલાલી કરવા ગૃહમાં ઉભા થતાં તેઓ હાસ્‍યાસ્‍પદ સ્થિતિમાં મૂકાયા હતાં.

    ગુજરાતમાં ખોટા એમ.ઓ.યુ.ના નામે કરોડોની જમીનો હડપ કરવાનું ષડયંત્ર ચાલે છે. તેના ઉપર અંકુશ આવે તે માટે તેમજ કાળુ નાણું બહાર લાવી શકાય તે માટે કોંગ્રેસપક્ષે કરેલા પ્રયત્‍નો બિરદાવવાના બદલે કાળા નાણાંવાળાની વકિલાત કરવા ભા.જ.પ.ની ગુજરાત સરકાર વિધાનસભા ગૃહમાં બોલવા લાગી હતી. હકીકતમાં એમ.ઓ.યુ. કરનારાઓની પાછળ ભા.જ.પ.ના નેતાઓનું કાળુ ધન રોકાયેલું છે. ઇન્‍કમટેક્ષ વિભાગ જો સત્‍ય હ‍કિકત તપાસશે તો ભા.જ.પ.નું કાળુ ધન બહાર પડે તેમ હોવાથી આજે ભા.જ.પ.ની ગુજરાત સરકાર કાળા ધનવાળાઓને બચાવવાની વકિલાત કરે છે. દેશભરમાં આ કાળા નાણાંનો વિરોધ કરનારા ભા.જ.પ.નું કાળુ નાણું ઇન્‍કમટેક્ષ પકડે તો પેટમાં કેમ દુખે છે?

    સમગ્ર દેશમાં ઇન્‍કમટેક્ષ કાળુ નાણું બહાર લાવવા પગલાં ભરે છે અને દેશની તમામ રાજ્યોની સરકારો તેમાં સહયોગ આપે છે. ભા.જ.પ.ની ગુજરાત સરકાર ઇન્‍કમટેક્ષના આ પગલાંને સહકાર આપવા કે પ્રસંશા કરવાના બદલે ટીકા કરે છે. તેજ બતાવે છે કે, ભા.જ.પ.ની કાળા ધન માટે કેવી નીતિ છે. કાળા ધનના મુદ્દે થતી કાર્યવાહીને ગુજરાત વિરુધ્‍ધની કાર્યવાહી ગણાવી તે ગુજરાતીઓનું અપમાન છે.

• પોતાની જાતને આરએસએસ પ્રચારક કહેવડાવનાર મુખ્‍યમંત્રીશ્રી પ્રજાના કરોડો રુપિ‍યા હવાઇ મુસાફરીમાં ખર્ચવાનું બંધ કરે.
• માહિતી ખાતું જનતાને ઉપયોગી માહિતી પૂરી પાડવાના બદલે માત્ર મુખ્‍યમંત્રીશ્રીના ફોટાઓ છાપવાનું કામ કરે છે.

• રાજય સરકાર આઉટ સોર્સિંગના નામે ભ્રષ્‍ટાચારનો સોર્સ ઉભો કરી રહી છે.
• ગુજરાતીઓ તો ખૂબ સારા વાંચકો રહ્યાં છે પરંતુ મંત્રીમંડળને વાંચે મંત્રીઓ કહેવાની જરુર છે.
• નિષ્‍ઠાવાન અને પ્રમાણિક અધિકારીઓ સાઇડ પોસ્‍ટીંગમાં છે અને ભ્રષ્‍ટ અધિકારીઓને મલાઇ ખાવાની પોસ્‍ટીંગો મળે છે.
• સરકાર કરોડો રુપિ‍યા ખાઇ રહી છે માટે લોકાયુક્તની નિયુક્તી કરતી નથી.
• રાજ્ય ચૂંટણીપંચ કોઇના ઇશારે નૃત્‍ય કરે છે.

            ગુજરાત વિધાનસભામાં આજે સામાન્‍ય વહીવટ વિભાગ પરની ચર્ચામાં ભાગ લેતાં વિરોધપક્ષના નેતાશ્રી શક્તિસિંહ ગોહિલે જણાવ્‍યું હતું કે, જનતાને ઉપયોગી માહિતી, એનું પ્રસારણ કરવાનું કામ એટલે માહિતી અને પ્રસારણ વિભાગ. છે. પરંતુ આંકડાઓ જોતાં પાંચ કરોડ કરતાં વધારે રુપિ‍યા આપણા મેગેઝીનો પાછળ આપણે નાખીએ છીએ અને આ આટલા પૈસા નાખ્‍યા પછી જો મેગેઝીનો હાથમાં લઇએ. તો તેમાં જનતાને ઉપયોગી માહિતી પ્રજા ઉપયોગી વસ્‍તુનુ પ્રસારણ છે એમાં ખરું? જવાબ મળશે ના.પરંતુ તેમાં મળશે મુખ્‍યમંત્રીશ્રીના ફોટા.આપણી લોકશાહી વ્‍યવસ્‍થામાં આ માનસિકતા, અહો રુપમ અહો ધ્‍વનિ  અને ફાયદો કોને? શું આ માટે આપણે જનતાના નાણાં વાપરવા બેઠા છીએ? મારો અનુભવ છે. માહિતી ખાતા પાસે સારો અને અનુભવી સ્‍ટાફ પણ છે. આપણે એનો ઉપયોગ કરવો નથી. માહિતી ખાતામાં આઉટ સોર્સિંગ ચાલુ થયું છે. એ કરપ્‍શનનનો સોર્સ ઉભો કરવા માટેનું આઉટ સોર્સિંગ છે એવો મારો સ્‍પષ્‍ટ આક્ષેપ છે. શા માટે આવું કરીએ છીએ? રેડિયો અને દુરદર્શનની સામે દેખાવો કયારેક જે સત્‍તાધારી પક્ષ છે એના મિત્રો કરતા હોય છે. કયારેક જોજો, દૂરદર્શન કે રેડિયાના સમાચાર, એમાં ભારતીય જનતા પક્ષ કે મુખ્‍યમંત્રીશ્રીનું કવરેજ કેટલું હોય છે અને પછી આપણો ગુજરાતનો અંક ઉઠાવીને જોજો. તો એમાં વિરોધપક્ષ માટેનો એક પણ શબ્‍દ હોય છે.? શું આપણી એ જવાબદારી નથી? અને ભૂતકાળ પણ જોઇએ તો માનનીય કેશુભાઇ વિરોધપક્ષના નેતા હતા. એમણે પ્રેસ કોન્‍ફરન્‍સ રાખી હોય, માહિતી ખાતાનું વાહન વિરોધપક્ષના નેતાની પ્રેસ કોન્‍ફરન્‍સમાં પ્રેસના મિત્રોને લઇને જાય. પ્રજાના  પ્રતિનિધિ તરીકે વિરોધપક્ષનો નેતા પણ બેઠો છે અને મને યાદ છે કે મંત્રીમંડળના કોઇ સભ્‍યએ જો પ્રેસ કોન્‍ફરન્‍સ રાખી હોય અને એ જ સમયે વિરોધપક્ષના નેતા માનનીય કેશુભાઇની હોય તો બીજું કાંઇ નહી. પણ મુખ્‍યમંત્રીશ્રી એમને સૂચના આપે કે મંત્રી મંડળના સભ્‍યોએ પ્રેસ કોન્‍ફરન્‍સનો સમય બદલવો કારણ કે, વિરોધપક્ષના નેતાનું મહત્‍વ લોકશાહીમાં એટલું ઉંચુ છે. આ વ્‍યવસ્‍થા હતી. વાહન લાવવા લઇ જવા માટે માહિતી ખાતાનો નિયમિત વાહન એ પ્રેસ અને મિડીયાના મિત્રોને મળતું હતું કે પ્રેસ અને મિડીયાનો મિત્ર સચિવાલયના દરવાજામાં આવે. એક ચોથી જાગીર છે લોકશાહી. મંત્રીશ્રીને બે ચાંટિયા ભરે એવા પ્રશ્‍નો પણ આખરે પ્રજાહિતમાં એ પૂછે છે. એને જવાબ મંત્રીશ્રીઓએ આપવા પડે. એને સાંભળવા પણ પડે એની ટીકાને સહન પણ કરવી પડે એ વાહનની સુવિધા પણ બંધ થઇ ગઇ. વિરોધપક્ષના નેતાની પ્રેસ કોન્‍ફરન્‍સમાં આવવા જવા માટેની વ્‍યવસ્‍થા આપવા માટેનો સિલસિલો બંધ થયો. અને માત્રને માત્ર એક જ કામ કરવાનું. જે ગુણગાન ગાથાઓ યશગાથાઓ મુખ્‍ય મંત્રીશ્રીની ગાવા સિવાય શું બીજું કામ માહિતી ખાતા પસે નથી? નવી પ્રજા શરુ થઇ. એકાદા નહીં કેટલાય પણ કેટલાય માહિતી ખાતાના સ્‍ટાફના લોકોને વિધાનસભા ગૃહમાં બેસાડવામાં આવે અને મંત્રીશ્રી જે બોલે એના પાના ભરીને રિર્પોટ તૈયાર કરવાના. શું પ્રજાના પૈસે સિકકાની એક બાજું લઇને ચાલવાનું કામ એ માહિતી ખાતાનું કામ છે? શું આજ કામ આપણે એની પાસે કરાવવાનું છે? માહિતી ખાતાની કયારેક પ્રેસનોટો જોશો તો ખ્‍યાલ આવશે કે આ તો કઇ રીતની વ્‍યવસ્‍થા ચાલે છે? હું આપના મારફતે ગૃહના અંદર સરકારને એ જણાવવા માગુ છું કે, આપ કૌભાંડકારી સત્‍યમ કોમ્‍પ્‍યુટર્સને જગ્‍યા-જમીનો આપી શકો. આપ ટાટા મોટર્સને જમીનો આપી શકો તો પત્રકારને એક નાનો પ્‍લોટ આપવામાં શું આપને તકલીફ પડે છે? આપોને એમને પણ પ્‍લોટ. ભૂતકાળની સરકારોમાં પત્રકારોને વ્‍યવસ્‍થા પણ આપી હતી અને કયારેક રહેઠાણાના મકાનો પણ આપ્‍યા છે. એમના માટેની કોઇક વ્‍યવસ્‍થા હોવી જોઇએ. કારણ કે, આખરે એ પ્રજાનો અવાજ રજૂ કરે છે. કયારેક આપણને ન ગમે પણ એ માણસ લોકશાહીની સેવા કરનારા. જતન કરનારા વર્ગ પૈકીનો એ વર્ગ છે આપણે એ નહીં ભૂલવું જોઇએ. એ પ્રજાનો જાગૃત પ્રહરી એટલે પત્રકાર. કદાચ કોઇ કોર્પોરેટમાં જાય તો કેટલાક ઇન્‍ટેલીજન્‍ટ પત્રકારો મેળવે છે એના કારણ અનેકગણું વેતન મેળવી શકે પણ એ છોડીને એક જોબ સેટીસ્‍ફેકશન માટે કંઇક આપણે જેમ જનતાનું કામ કરવા આવ્‍યા છીએ એ રીતે પણ કંઇક કામ કરે છે.એ વાત નહીં ભૂલવી જોઇએ.

         આજે સામાન્‍ય વહીવટ વિભાગની માંગણીઓ પણ આવી છે. સામાન્‍ય વહીવટ વિભાગ એટલે સરકારનું હ્રદય આઇ.એ.એસ અને આઇ.પી.એસ.ના મહેકમથી માંડીને બધી જ જવાબદારીઓ એમના શીરે હોય છે. શું કરીએ છીએ આપણે આજે? નિષ્‍ઠા અને પ્રમાણિકતાથી કામ કરનારો આ રાજયનો આઇ.એ.એસ કે આઇ.પી.સએસ એને ખૂણામાં બેસાડવાનું કામ આ વિભાગ મારફત થાય છે. મે જોયા હતા સામાન્‍ય વહીવટ વિભાગના એ અધિકારીઓ કે જે મુખ્‍યમંત્રીશ્રીને પણ કહેતા કે, સાહેબ, આ અધિકારી છે એ ભલે આપનું માનતો નથી પણ એ જનતાનું હિત હ્રદયમાં લઇને ચાલે છે. આપણાથી એને ઇનજસ્‍ટીસ ના થઇ શકે. એ પરિસ્થિતિ પણ હતી અને આજે તો શું? આજે પણ આમ તેમ થાય એટલે સીએમઓ માંથી આદેશ છૂટે અને સામાનય વહીવટ વિભાગ મન ફાવે તેમ કરે. જો સરકાર એમ કહેતી હોય કે વીઆર નોન કરપ્‍ટ, વીઆર કલીન. તો પછી લોકાયુક્તને નિયુકત કરવામાં કેમ આપણી દાનત ચાલતી નથી? એકટ કલીયર છે છે. Governor shall appoint in consultation with the Chief justice of High Court and the Leader of Opposition. Government has norole to play. સરકારનો કોઇપણ જાતનો રોલ લોકાયુકતમાં નથી તેમ છતાં એ રોલ પ્‍લે કરવાની કોશીશ કરવાની નામદાર હાઇકોર્ટના ચીફ જસ્‍ટીસ એક નામ મોકલી આપે. હું લોકાયુક્ત નિયુક્ત થાય માટે એક નામમાં આંધળી રીતે હા પાડું કે એક નામ આવ્‍યું છે આપી દો High Court Chief Justice and he is the best judge to decide who can be the Lokayukt? મારે મારા લાઇકીંગ ડીસલાઇકીંગ નથી મૂકવા અને એમ છતાં પણ લોકાયુકત નિયુક્ત ન થાય? શું આપણને એ પણ ખબર ન હોય કે આપણે લોકશાહીનું જતન કરવા માટે બેઠા છીએ? આપણે આમાં હિંમત બતાવવી જોઇએ અને લોકાયુક્તની તાત્‍કાલિક નિમણૂંક કરવી જોઇએ.

         સામાન્‍ય વહીવટ વિભાગ જી.પી.એસ.સી. અને ગૌણ સેવા પસંદગીની અંદરની નિયુક્તિઓ કરે છે. આ રાજ્યના હાથ પગને સિલેકટ કરવાનું કામ એ જી.પી.એસ.સી. અને ગૌણ સેવા પસંદગી કરે છે. કયારેક અહીંયા હાથ મૂકીને જોજો તો ખરા કે એના નિતિમતા અને ધોરણો જળવાય છે ખરા? ગુજરાત સર્વિસ પબ્લિક કમિશનમાં બેઠેલા માણસને પછી કયાંય કામ ન આપી શકાય જોગવાઇ હોવા છતાં આપણે અને કયાંય રાખતા તો નથીને? આપણે આપણી વિચારધારા વાળા માણસને મૂકવા માટે ઉચ્‍ચતમ સ્‍થાન પર માટેની જે લાયકાતો છે એમાં કોમ્‍પ્રોમાઇસ તો નથી કરતાને એ જોવું નહીં પડે? મંત્રીમંડળની જવાબદારીઓ બહુ મોટી છે. એક એક પૈસા રાજ્યનો કેમ વપરાય એની ચિંતા મંત્રીમંડળે કરવાની છે. ભલુ થજો આર.ટી.આઇ. એકટનું. મંત્રીમંડળમાં એક વેચાયેલી નોંધ મારા હાથમાં આવી છે. એ એવી છેકે, ટાટાની નેનો કાર માટે આ સુવિધા આપવાની. એની મંત્રીમંડળમાં વેચાયેલી નોંધ છે.આઘાત લાગે એવી વાત છે. આ રાજયનો કોઇ પણ કારીગર માણસ એક લાખ રુપિ‍યાનું રોકાણ કરતો હોય તો એને મહત્તમ ફાયદો એક લાખ રુપિ‍યાનો જ મળે એને કોઇ દિવસ ૩ લાખ ૩૦ હજારનો ફાયદો ન મળે.એમાં લખાયું છે કે, રરપ૦ કરોડ રુપિ‍યાનું ફસ્‍ટર્ ફેઇઝમાં ઇન્‍વેસ્‍ટમેન્‍ટ ૬પ૦ કરોડ રુપિ‍યા હું સિંગુરથી મારો પ્‍લાન્‍ટ ફેરવીશ એનો ખર્ચ લાગશે અને એની સામે એનો લાભ કેટલો આપવાનો? ર૭૦૦ કરોડ રુપિ‍યાની સામે એને લોનના પેટે રકમ આપવાની ૯પ૭૦ કરોડ રુપિ‍યાની. એનું વ્‍યાજ કેટલું તો કહે કે ૦.૧ ટકા વ્‍યાજ, હપ્‍તો પહેલો કયારે ભરવાનો? ર૦ વર્ષ પછી પહેલો હપ્‍તો ભરવાનો. અરે આપણે તો ગાય માતાની વાત કરીએ છીએ. ગાય માતા માટેની જે જગ્‍યા જયાં એનીમલ હસબન્‍ડરી યુનિવર્સિટી બનાવવાની હતી એ હ્રદયસમાન જગ્‍યા એ ટાટાને ધરી દેવાની. મંત્રીમંડળમાં નોંધ આવી અને એજ મંત્રીમંડળની નોંધમાં લખ્‍યું છે કે ટાટાએ કહયું છે કે હું લાભો તો લઇશ. બીજા ઘણા લાભો છે એ નથી ગણાવતો. માનનીય અર્જુનભાઇએ વિગતો આપી હતી. આ બધાજ લાભો લઉં પણ ગુજરાતીઓને નોકરી આપવાની જે નીતિ છે તમારી એ મને મંજૂર નથી. આવી નોંધ મંત્રીમંડળમાં મૂકવછાની હિંમત પણ કેમ થઇ શકે એ મને તો સવાલ થાય છે. મહાત્‍મા મંદિરની આપણે વાત કરીએ છીએ. મહાત્‍મા ગાંધીજી તો થર્ડ કલાસના ડબ્‍બામાં ફરતાં હતાં. આપણે હવાઇ જહાજથી હેઠો પગ મૂકી શકીએ છીએ ખરા? આપણે તો પ્રચારક સાદગીના પૂજારીના. ધર્મના, શિક્ષણના લક્ષણની વાત કરનારા અને કલાકો કલાકો આપણે ઉડીએ. કરોડો રુપિ‍યાનો ખર્ચ કરીએ. સવાલના જવાબમાં આપેલા આંકડાઓ  તો જોજો. કરોડો રુપિ‍યા તો હવાઇ જહાજનો ખર્ચ થતો હોય જે રાજ્યના મુખ્‍યમંત્રી પાછળ, એનાથી વધારે તો શું અપેક્ષા રાખી શકાય? દિલ્‍હી જવાનું હોય, અત્‍યારે તો કેટલી બધી હવાઇ સેવાઓની સર્વિસ મળે છે. સવારથી સાંજ સુધીના કેટલા પ્‍લેન મળે છે. એ વિમાન આપણને ફાવે નહિ. કારણ કે, આપણે તો પ્રજાના પ્રતિનિધિ છીએ કે કેમ? એ તો પ્રજા માટેનું પ્‍લેન છે હું તો ઉદ્યોગપતિના પ્‍લેનમાં જ હું દિલ્‍હી જઇ શકું. હું આ પ્રજાના પ્‍લેનમાં બેસી ના શકું.

         મારે એ વાત પણ કરવી છે કે, સામાન્‍ય વહીવટ વિભાગ છે મંત્રીશ્રીઓ અને અધિકારીશ્રીઓની જવાબદારી એ સામાન્‍ય વહીવટ વિભાગ અને મંત્રીમંડળ ઉપર છે આ પક્ષ કે  પેલા પક્ષનો ધારાસભ્‍ય હોય એ આપને પત્ર લખે છે. એ પત્ર શેના માટે લખે છે? પ્રજાના પ્રશ્‍ન માટે લખે છે. આપ એને બે લીટીનું એકનોલેજમેન્‍ટ મોકલી દો એનાથી એનું  કામ નથી પતી જતું. શું છે આપના પરિપત્રો? શું છે આપની વ્‍યવસ્‍થા? મુખ્‍યમંત્રીશ્રી વતી સામાન્‍ય વહીવટ વિભાગની પ્રશ્‍નોતરી માટે અને બીજી જવાબદારી હું સંભાળતો હતો. હું દર અઠવાડીયે વિભાગની મીટીંગ રાખતો હતો કે ધારાસભ્‍યોના કે વિરોધપક્ષના નેતાના, ધારાસભ્‍ય આ પક્ષનો હોય કે પેલા પક્ષનો હોય એના પત્રો આવ્‍યા હોય. એનો ફાઇનલ જવાબ સમય મયાર્દામાં એને મળવો જોઇએ કે આપે આ પત્ર લખ્‍યો હતો એની આખરી પરિસ્થિતિ આ છે. આજે તો કલેકટરો પણ કે સામાન્‍ય અધિકારી પણ ધારાસભ્‍યશ્રીને પણ એવી રીતે ગણે છે કે ધારાસભ્‍યશ્રી અહીંયા બેઠો હોય કે ત્‍યાં બેઠો હોય એ પ્રજાનો પ્રતિનિધિ છે અને એના અવાજનો પડઘો જો સરકાર ન પડાવી શકતી હોય એ અધિકારીના કાન સુધી જો ધારાસભ્‍યશ્રીના પત્રનો અવાજ ન પહોંચતો હોય તો એ અધિકારીનો કાન આમળવાની જવાબદારી આ મંત્રીમંડળની છે. શું આપણે એ કરી શકીએ ખરા? આપના સ્‍થાન પર બેઠેલા માનનીય અધ્‍યક્ષશ્રીએ બહુજ સુંદર આદેશ આપ્‍યો હતો. પાના નં.ર૭૯, નિર્ણય ક્રમાંક-૪૧૧ કે સરકારી સમારંભો હોય એમાં ધારાસભ્‍ય આ પક્ષનો કે પેલા પક્ષનો ન જોવાય. એને જબરજસ્‍ત સરખું મહત્‍વ મળવું જોઇએ. એ કહેનાર આજ ખુરશી પર બેઠેલા માનનીય અધ્‍યક્ષશ્રીનો નિર્ણય છે. આજે શું થાય છે કે કોંગ્રેસના ધારાસભ્‍ય છે ને? હું પ્રજાના ખર્ચે જલસા કરાવું. કાર્ડ છપાવું એમાં ભા.જ.પ.ના હોદ્દેદારનું નામ હોય પણ કોંગ્રેસના ધારાસભ્‍યનું નામ ન હોય. મારો સવાલ એ છે કે, અધ્‍યક્ષશ્રીએ આપેલા નિર્ણય પછી આ પ્રકારનું વલણ એ અધ્‍યક્ષશ્રીની ખુરશી અને આ વિધાનસભા ગૃહનું અવમાન નથી તો બીજું શું છે? કારણ કે, અધ્‍યક્ષશ્રીએ કહ્યું છે કે, અધિકારીઓને પણ તાકીદ કરજો કે,ધારાસભ્‍ય આ પક્ષનો હોય કે આ પક્ષનો હોય તેને એક સરખું ઉત્‍તમ મહત્‍વ મળવું જોઇએ તે આદેશ માનનીય અધ્‍યક્ષનો હતો. માનનીય અધ્‍યક્ષશ્રી, હમણા; મુખ્‍યમંત્રીશ્રીએ એક ચાલુ કર્યુ વાંચ ગુજરાત. ગુજરાત તો વાંચતું જ આવ્‍યું છે. સૌરાષ્‍ટ્રની રસધાર હોય, સરસ્‍વતીચંદ્ર હોય, મહાભારત હોય, રામાયણ હોય, લોકકથા હોય કે નવલકથા હોય આમ ગુજરાતી તો હંમેશા વાંચતો આવ્‍યો છે અને આની શુધ્‍ધ રીતે જાણકારી  મેળવતો રહ્યો છે. પરંતુ આ મંત્રી મંડળને વાંચી મંત્રી મંડળ એવો મુખ્‍યમંત્રીશ્રીએ કાર્યક્રમ આપવો જોઇએ. એટલા માટે આપવો જોઇએ કે, મારી પાસે વિધાનસભામાં જે એકે એક અક્ષરશઃ રેકોર્ડિંગ થાય છે તે રેકોર્ડિંગ છે. ૧૧ માર્ચ, સવારે -૮.૩૦ કલાકે માનનીય મંત્રીશ્રી નીતિનભાઇ બોલે છે. દેશના રાજકીય રીતે  અને આઝાદીની લડતમાં જે મોટા નેતાઓ હતા તેમના જન્‍મ સ્‍થળોને જે.એન.યુ.આર.એમ.ની યોજનાના લાભ અંગે મહાત્‍મા ગાંધીજીના જન્‍મ સ્‍થળને આપ્‍યું. પણ તમે સરદાર વલ્‍લભભાઇને અન્‍યાય. ભૂલવાળી વાત ચાલે છે હજુ પણ કરમસદને મંજૂરી નથી મળી. કરમસદ તેમનું જન્‍મ સ્‍થળ નથી સાહેબ., એટલી તો મંત્રીશ્રીને ખબર હોવી જોઇએ કે કરમસદ એમનું જન્‍મસ્‍થળ નથી. નડિયાદ તેમના મામાને ત્‍યાં તે જન્‍મેલાં હતા

• Chief Minister who loves himself to be called RSS pracharak should stop his costly air travels.
• Information department only prints photographs of Chief Minister instead of giving people friendly information.
• Government is creating sources of corruption in the name of outsourcing.
• Gujarat has very good readers, but Chief Minister should start a Vanche Minister campaign.
• Honest and sincere officers have been sidelined while corrupt officers have plum postings.
• Lokayukta is not appointed just because corruption is rampant in government.
• State Election Commission is dancing to the tune of someone.

Speaking on the demands of General Administration Department, Leader of Opposition Shaktisinh Gohil today blasted the government for the use of the Information Department for the publicity of Chief Minister only. He said that over Rs five crore was spent on the magazine. Does it have anything for the common men, he asked. It is full of photographs of Chief Minister, Gohil said.

He said that it was not a right mindset in the democratic set up. Are we here to spend public money fro this? Gohil said that though the department has qualified and competent staff, work is outsourced. This is just to breed another kind of corruption. He pointed out that DoorDarshan and AIR was giving ample to Chief Minister, but this was missing when it comes to the Gujarat government publication, Gujarat. It has no space for opposition.

He said that at the time when BJP leader Keshubhai Patel was leader of Opposition, Government used to provide government vehicle for his press conference. In case the timing of Keshubhai’s conference clashed with that of any minister, the minister was asked to change his time giving importance to the leader of Opposition.

He pointed out that earlier media used to get vehicle for visiting Gandhinagar and ministers were ready to accept queries and criticisms from media in their interaction. But this vehicle facility has been stopped. Media is the fourth estate and it can ask questions in the public interest. Information department has been asked to sing praise of Chief Minister alone.

He said that the new session of the Assembly has started. Several persons of Information Department have been assigned the task of reporting what ministers speak in the budget session. Can we have such one sided reporting on public expenses. A look at the press notes of the information department will give idea of this. You can give land to Satyam Computers to Tata Motors then what is the problem in giving land to journalists.

In the past government had made arrangements for the media and some cases it had given residential plots also. There should be some arrangement for them. Ultimately, they represent the voice of people. Even if they may sound critic, they are protectors of democracy. They may earn much more in corporate office, still they are in the media just for job satisfaction and to do something good for the society as we all are doing. We must not forget this.

Gohil said that GAD looks after the top bureaucracy like IAS and IPS. But what are we doing today? We are sidelining top IAS and IAS officers. There was a time when GAD used to tell candidly to the Chief Minister that a particular officer might sound critical and hostile, but he was a good officer and should not be punished. But today orders are fired from the Chief Minister’s office and GAD behaves in a very erratic manner.

Gohil said that government claims that it is not corrupt and it is clean. If this is the case, then why government is not interest in setting up lokayukta? He said that law was clear Governor shall appoint, in consultation with the Chief Justice of High Court and the Leader of Opposition. Government has no role to play. Despite this, he said, government wanted to intervene in this. High Court judge is the best judge to decide who can be the Lokayukta and we should allow him to decide it. Without delay, we must appoint Lokayukta immediately, he demanded.

 The general administration department makes appointments in GPSC and minor services department. In short they select the people who are the backbone of the administration. But are rules and regulations followed? The officer of the Gujarat Public Service Commission cannot be appointed elsewhere but do we follow this rule? We will have to see whether we compromise on eligibility for appointing a person of our ideology on the highest post? The Cabinet has a huge responsibility. It has to worry for every paisa which is spent. 

 Thanks to RTI act. Recently I got a note about the facilities to be given to Tata for Nano at Sanand plant which was very shocking. The note was distributed in cabinet meeting.  A worker who invests Rs. One lakh in the state gets benefit upto Rs. One lakh from it and never Rs. 3.30 lakh. Investment in first phase Rs.2250 crore. Rs.650 crore would be the cost to shift the project from Singur and how much benefit would Tata get? On the investment of Rs.2700 crore Tata would be given a loan of Rs. 9750 and the interest rate only 0.1 percent. And when would the installment start? Tata will have to pay the first installment after 20 years. We talk about holy cow as our mother and it is so unfortunate that the land kept for animal husbandry has been given to Tata’s. In the Cabinet note itself it is written that Tata had said that it will take benefits. There are many other benefits which have not been mentioned. The details were given to me by Honourable Arjunbhai Modhwadhia. Tata said that it will take all benefits but it is not ready to accept the government policy of giving jobs to locals. How can such a note be put before the cabinet?

We talk of Mahatma Mandir. But Gandhiji used to travel in third class in train but we travel only in plane. We claim ourselves to be simple, religious and talk about quality of education but fly hours and hours and spend crores of rupees. What can one expect from a Chief Minister whose travel bill is in crores of rupees? There are many flights to Delhi. Many airlines operate flights from morning to evening. But they are for public and I am not public. I will travel only by chartered flights of industrialists.

I want to draw your attention to the fact that the responsibility of the ministers and officers is more than the GAD. A two line acknowledgement to any letter written by MLA of any party is not enough. The MLA represents his area and he brings the problems of his area to the government. What is your arrangement? Referring to the period when he was the minister Gohil said he used to call a weekly meeting and referred all the letters from any MLA and used to set a time frame for their reply. But today even the Collector does not respond to MLA’s queries. It is the responsibility of the Cabinet to pull ears of such officers who neglect the elected representatives. But can we do that? 

Honourable Speaker sitting in your place had given a very good order. Page no 279, judgement no.411 that in government functions all the MLA’s or MPs should be given equal status irrespective of the party which they represent. But today what is happening? I am enjoying on people’s money, use government funds for public functions and print even the name of BJP worker on the card and forget Congress MLA.  After the Speakers’ order if such a thing happens then is it not insult to the Chair of the Speaker and the House? The Speaker had ordered that the officers should also be given instructions that they should give due respect to all the MLA’s irrespective of the party.

Recently the Chief Minister has launched Vanche Gujarat programme but Gujarat has good readers. The CM should start this programme for his ministers. I have recording of the Assembly proceedings and on 11^th March 8.30 am State Urban Development Minister said that under the JnNURM project birth places of all the important leaders who took part in freedom struggle have been awarded funds. He said that a project for Gandhiji’s birth place was given but the Centre had done injustice and forgotten Sardar Vallabhbhai’s Patel birth place Karamsad. But my dear friend I want to tell you that Sardar was born in Nadiad at his maternal uncle’s place.

• Gujarat Chief Minister is squandering public money just to save his  skin from the results of his criminal deeds
• Gujarat paid for the unauthorized visits of SIT chairman R K Raghavan to London.
• Gujarat government granted loan of Rs 9570 crore to Tata against investment of 2250 crore just because of Raghavan and Neera Radia.
• Loan to Tata and favour to Raghavan should be thoroughly probed.

Gujarat Chief Minister fears that his criminal deeds will be exposed in the Supreme Court and he will have to go to jail. Just to save his skin in the Supreme Court, he is squandering public money, Leader of Opposition in the Assembly Shaktisinh Gohil said today.

Addressing a massive rally of Congress workers in Rajkot, Gohil said that the Chief Minister wants to please SIT chairman at the cost of public money. This is just to save himself. For this purpose, he managed air fare for Raghavan for his personal visit to London, he said.

Gohil pointed out that Raghavan is also attached with cyber cell of the Tata Group of Companies headed by Tata. Raghavan and Neera Radia have helped Tata clinch a deal of Nano in Gujarat causing great loss to the exchequer of the state. He said that though Tata was investing only Rs 2250 crore in Gujarat, he has been granted loan of Rs 9570 crore at never before terms. He has been given loan at a throw away interest rate of 0.01 percent. The repayment of the loan will start after 20 years. Gohil demanded that favours to Raghavan and Tata should be probed by an independent agency.

This press note is being issued to express complete lack of confidence in the Special Investigation Team (SIT) created by the Hon’ble Supreme Court of India to investigate the post-Godhra communal riot cases of 2002.

 While the dubious role of Shri Harish Salve, the amicus curiae, has been clearly exposed, the corrupt conduct of Dr. R.K. Raghavan, the Chairman of the SIT also needs to be brought to light. I have definite information that several trips of Dr. R.K. Raghavan to London were financed by the Government of Gujarat in order to win him over. These travel bills of Dr. Raghavan were cleared against all existing rules and norms of financial propriety. These pleasure trips by Dr. Raghavan were purely personal and private in nature and were not connected with the investigations into the post-Godhra communal riot cases. Despite this, the Government of Gujarat willingly cleared all his travel bills to London without raising any objection in order to win his blessings. And, Dr. Raghavan has returned the favour by making sure that the investigations done by the SIT steered clear of senior government functionaries and their political masters including Shri Narendra Modi, the Chief Minister of Gujarat. Further, no initiative has been taken by him or the SIT to probe whether there was any larger conspiracy behind the communal riots. To top it all, he has tried to water down the findings of the enquiry into the allegations made by Smt. Zakia Jafri by recommending that no investigation/enquiry needs to be undertaken any further on some of the very serious charges against Shri Narendra Modi, which have been revealed to be prima facie true during the enquiry. He has also devoted very little time and attention to the investigations of cases of such serious nature. In view of the corrupt conduct of Dr. Raghavan, his response is natural and anticipated. He has totally betrayed the trust put in him by the Hon’ble Supreme Court of India.

 I had tried to bring this issue to light in 2009 itself by asking for relevant records under the Right to Information Act, 2005. However, the SIT refused to part with the documents and stated that it was not a “public authority” within the meaning of the Right to Information Act, 2005, since it was only a temporary body formed by the orders of the Hon’ble Supreme Court of India. Section 2(h)(d) of the Right to Information Act, 2005, clearly mentions that a “public authority” means any authority or body or institution of self-government established or constituted by notification issued or order made by the appropriate Government. Following the orders of the Hon’ble Supreme Court of India to create the SIT, the Government of Gujarat has issued a notification creating the SIT. Despite full knowledge of the provisions of law and the notification of the Government of Gujarat, this wrong interpretation of “public authority” was deliberately forwarded by the SIT to conceal the corrupt acts of Dr. Raghavan.

 If Dr. Raghavan denies these facts, he should file an affidavit in the Hon’ble Supreme Court of India and should provide details of all travel bills claimed by him along with documentary support. However, if he accepts these facts to be true, he should own up his guilt and resign from the SIT. Investigations should not only be done fairly but also should be seen to have been done fairly. The SIT with Dr. Raghavan at its head completely fails to inspire such confidence because of his corrupt conduct.

તા.૧૦.૩.ર૦૧૧ના રોજ ગુજરાત વિધાનસભામાં પૂર્વ અધ્‍યક્ષ સ્‍વ.શ્રી કુંદનલાલ ધોળકિયાના શોકદર્શક ઉલ્‍લેખ વખતે શ્રધ્‍ધાંજલિ આપતાં વિરોધપક્ષના નેતાશ્રી શક્તિસિંહ ગોહિલે જણાવ્‍યું હતું કે, સ્વ. શ્રી કુંદનલાલ ધોળકીયા સાહેબના અવસાનથી સંસદીય પ્રણાલાઓના એક વડલાની વિદાય થઈ છે. આઝાદી અને ક્રાંતિના મહિના ઑગસ્ટની ૧૦મી તારીખે, ૧૯૨૦માં કલકત્તા ખાતે જન્મેલા સ્વ. શ્રી કુંદનલાલ ધોળકીયાના જીવનના કેટલાક પ્રસંગોમાંથી આજના દિવસે કંઇક પણ જીવનમાં ઉતારી શકીએ તો એમને સાચી શ્રદ્ધાંજલિ હોઈ શકે.

૧૯૭૫માં આ વિધાનસભાના અઘક્ષ તરીકે પોતે વરાયા. મુંબઇ વિધાનસભામાં ૫૭ થી ૬૦ સુધી અને અનેક જુદા જુદા ક્ષેત્રોની એમણે પ્રવૃત્તિઓ કરી. ૨૦મી માર્ચ, ૧૯૭૮માં શ્રી નિલમ સંજીવ રેડ્ડીજીના હસ્તે આ વિધાનસભા ગૃહના પાયાનું ખાતમૂર્હત થયું  એ વખતે આ વિધાનસભા ગૃહના અઘક્ષ એ સ્વ. શ્રી ધોળકીયા સાહેબ હતા. સ્વ. શ્રી કુંદનલાલ ધોળકીયા સાહેબની સંસદીય પ્રણાલિકાઓની યશ ગાથા ગાવા બેસીએ તો કદાચ જેમ આપણે એક પારાયણ બેસાડીએ અને સાત કે નવ દિવસ ચાલતી હોય એટલા દિવસો પણ ઓછા પડે એ પ્રકારનું ઉમદા જીવન સંસદીય પ્રણાલિકાઓને લાગે વળગે છે તાં સુધી એ જીવીને ગયા. માત્ર એ કે બે પ્રસંગ જે આપણી વિધાનસભાની ચર્ચાઓમાં નોંધાયેલા છે. આપણા સૌના માટે એમાંથી કાંઇ શીખ મળે એ પ્રકારના છે એ ટાંકીને એમને ખરા દિલથી શ્રદ્ધાંજલિ આપવા ઇચ્છું છું. ૨૧મી એપ્રિલ, ૧૯૭૭ પાંચમી વિધાનસભાની ચર્ચાઓના પુસ્‍તક પરના પાના નં.૮૩૬ પર એમના જે શબ્દો છે, “અઘક્ષ એ ધારાસભ્‍યો વચ્ચે એક સેતુબંધ છે, એ પરસ્પરનો વિશ્વાસનો છે. શ્રદ્ધા અને મંદિર અને માનવ વચ્ચે કોઇ ઇમારત નથી. એજ સેતુબંધ છે અને એજ શ્રદ્ધા છે. આપણા વચ્ચે આ ખુરશી એ મંદિર છે, આપણાં વચ્ચે એક શ્રધ્‍ધા છે, પરસ્પર વિશ્વાસ છવાઈ રહે એમ હું જરૂર ઇચ્છું. હું એમ કહી શકું છું કે, અઘક્ષ તરીકે કોઈ સ્થાન લે ત્‍યારે He always assures the House that he will do this thing he will do that thing; he will be impartial. પણ હું જે કહેવા માગું છું તે એ છે શબ્‍દો કરતાં અધ્યક્ષ તરીકે મારું સંચાલન જ ઉઘાડી કિતાબ બને તેવી મારી પોતાની એક ભાવના છે. એક પક્ષીય રાજકારણથી અધ્યક્ષે detachement કેળવવું જોઈએ. પક્ષનો કેટલોક વિસ્તાર અધ્યક્ષ માટે પ્રતિબંધિત રહેવો જોઈએ. ત્રીજી વાત એ કે, નિયમોમાં જે discretionary powers છે તેનો ઉપયોગ પક્ષના હિત માટે નહીં પણ ન્‍યાય માટે હોવો જોઈએ, અધ્યક્ષની સત્તા અમર્યાદિત અને અમાપ છે પણ રાજકારણમાં મેં એક સૂત્ર અપનાવ્યું છે કે, જેની સત્તા અમાપ કે અબાધિત હોય તેમણે પોતાની જાતને વારંવાર ધોવી જોઈએ. He must wash himself. હું કંઇ ભૂલ તો નથી કરતો ને. I know, my ruling cannot be challenged even in the court.  પણ એટલા જ માટે I  must be careful. હું જે સત્તાનો ઉપયોગ કરુંછું જે નિર્ણય આપું છું તે બરાબર છે કે નહીં અને તેથી જ મારે મારી જાતને વારંવાર ધોવી જોઈએ. માત્ર આ શબ્દો કહયાં એવું નહીં, આ વિધાનસભા ગૃહમાં પોતે જે પક્ષમાંથી ચૂંટાયેોલા હતા એના અધ્યક્ષ તરીકે બેઠા હતા. થોડું આયારામ ગયાારામ ચાલ્યું, બહું પાતળી બહુમતીથી, બજૅટનું સત્ર ચાલે, માગણીઓ પરની ચર્ચા આવી, સત્તાધારી પક્ષના થોડા ધારાસભયો ગેરહાજર હતા, માગણી પરની ચર્ચામાં મતદાન થાય તો સરકાર હારી જાય અને સરકાર સત્તા ગુમાવે તેવી સ્થિતિ હતી. સત્તાધારી પક્ષના સભ્‍યોએ માનનીય અધ્યક્ષને કહયું અમે થોડું તોફાન કરીએ તમે હાઉસ થોડું એડજોર્ન કરજો. એમણે જવાબ  સકારાત્‍મક ન આપ્‍યો., દબાણ પણ એમના પર આવ્યું. માનનીય કુંદનલાલ ધોળકિયાએ સત્તાધારી પક્ષની વાત નહીં માનીને કહયું કે, તમે અવાજ કરશો તો બહાર કાઢીશ પણ મતદાન કરાવીશ. મતદાન થાયું એક મત માટે માગણીઓ પરની ચર્ચામાં સત્તાધારી પક્ષ હારી ગયો.

આ ઉંચુ કામ એ માનનીય અધ્યક્ષશ્રીએ કર્યા પછી કેટલી ઉંચી પરંપરાના આપણે ભાગીદાર છીએ એનું ગૌરવ લેવાય. એ સત્તા જે મુખમંત્રીની ગઈ એ સ્વ. બાબુભાઈ જશભાઈ પટેલ કુંદનલાલ ધોળકિયા પાસે જાય છે અને એમ કહે છે કે, તમે મુલ્યોનું જતન કરીને મારી પ્રતિષ્ઠાને સાચવી છે. જે મુખમંત્રીની ખુરશી ગઈ, જે અધ્યક્ષના કારણે ગઈ એ અધ્યક્ષને મુખમંત્રી કહેવા ગયાં કે, મારા પક્ષનું દબાણ હતું એને તમે ન માન્યું એના કારણે મારી ખુરશી ગઈ પરંતુ તમે મુલ્યો જતન કરીને મારી પ્રતિષ્ઠા સાચવી લીધી છે. આ ગૌરવવંતુ ગુજરાત સ્વ. ધોળકિયા જેવા ”ન ભૂતો, ન ભવિષ્‍યતિ” ખબર નથી ભૂતકાળમાં બીજા કોઈ થયા હોય કે, ભવિષમાં થશે એની પણ કલ્‍પના ન કરાય એવી પરિસ્થિતિ. આપણે સૌ કંઇક ને કંઇક અંશે એવું ઈચ્છતા હોઈએ છીએ કે, અમને સન્માન મળે, માન મળે. એવોર્ડ મળે, મેડલ મળે, પ્રમાણપત્ર મળે. હું શ્રેષ્ઠ છું એવું કંઇક મળે એનાથી તદૃન વિપરીત ભાવનાવાળા. સ્વ. ધોળકિયા એવા વ્યક્તિ હતાં કે, મળેલા એવોર્ડ કે, ઈનામોનો સ્વિકાર કરતા નહીં. સ્વતંત્રતાની લડતમાં જેલવાસ ભોગવ્યો. આપણે ત્યાં કહેવાય છે કે, ”નીડી ઈઝ ગ્રીડી” જેની પાસે ઓછું હોય એને કંઇક મેળવવાની અપેક્ષા હોય. આર્થિક સદ્ધરતા એટલી નહોતી છતાં પણ સ્વાતંત્ર પેન્શન ન લીધું. ૧૯૯૮માં આપણી ગુજરાતની સરકારે નકકી કર્યું કે, સ્વ. ધોળકિયાને ગોલ્ડ મેડલ આપીએ, સુવર્ણ ચંદ્રક આપીએ. એમણે ના પાડી કે, હું આ ચંદ્રક નહીં લઉં. એક લાખ રૂપિયાનો સ્વ. કનૈયાલાલ દેસાઈ એવોર્ડ એમને આપવામાં આવ્યો. એમણે એવોર્ડનો અસ્વિકાર કર્યો.. ૨૦૦૬માં રાષ્ટ્રપતિશ્રીના હસ્તે એમનું સન્માન કરવાની વાત આવી અને ગુજરાત સરકારે કહયું કે, અમે પ્લેનની ટિકીટ મોકલીએ છીએ.. રાષ્ટ્રપતિ આપનું બહુમાન કરે છે. આપ પધારો અને એમનો પત્ર હતો કે, હું એવોર્ડ લેવા દિલ્હી જઉં અને પ્રજાના પૈસે વિમાનમાં જઉં તે પ્રજાના પૈસાનો દુરઉપયોગ છે. મને એ રાષ્ટ્રપતિશ્રીનું સન્માન ટપાલમાં આવશે તો હું સ્વિકારી લઈશ પણ એના માટે હવાઈ જહાજનો ખર્ચો મંજૂર નથી. એ કેટલું ઉમદા વ્યકિતત્વ ? એક છેલ્‍લો પ્રસંગ  ટાંકીને મારી વાત પૂરી કરીશ. આપણી ચર્ચાઓના પુસ્‍તક-૫૮ના પાના નં. ૬૧૩ પર એક નાની એવી જ વાત છે પણ ખૂબ અસરકારક છે. પોતે અધ્યક્ષ હતા ત્‍યારે કહયું કે, સભાગૃહ કયારેક જે એવા પ્રસંગ બને કે વિરોધ પક્ષના એક માનનીય સભશ્રી રજૂઆત કરે, જાહેર હિત ખાતરની એ વાત કરે અને તેના ખ્યાલ મુજબ એ આમ છે એમ કહે ત્‍યારે માનનીય સભ્‍યશ્રીને સભાગૃહના નેતા મુખમંત્રીશ્રી એમની માગણી અને એમની વાતનો ઊભા થઈને સ્‍વીકાર કરે એટલું જ નહીં બધા જ પાસા જોઈ લેવાની વાત કરે એ વાત લોકશાહી પ્રણાલિકા મુજબની છે અને આ સભાગૃહમાં ઔચિત્‍યપૂર્ણ છે. આ એમના જીવનના તો અનેક પ્રસંગો મારા માટે તો એક મુરબ્બી હતા અને માર્ગદર્શન લેવા માટેનું એક મોટું કેન્‍દ્રબિંદુ મેં ગુમાવ્‍યું છે એમ હું કહીશ. હું પહેલી વખત વિધાનસભામાં ચુંટાયો ત્‍યારથી પહેલા પત્રો આવતા પછી પત્રોના બદલે કયારેક સંદેશો આવે. હું ફોન કરું એમને ૦૨૮૩૨૨૨૦૧૪૮ નંબર ઉપર એમના અને એ વડીલ છાપાઓ, વિધાનસભાની ચર્ચા રેડિયો ઉપર સાંભળનારી વ્‍યકિત કયારેક  મને ઠપકો પણ આપે કે, તમારી પાસે આ અપેક્ષા ન હોય. તમારાથી આ ન થાય અથવા તો હા, તમે આ બહુ સારું કર્યુ. સરકારે આ કર્યુ. એ ખોટું હું મંત્રી હતો તો એમ કહે. મંત્રી તરીકે આમ કરવું જોઇએ., આમ નહીં કરવું જોઈએ. કયારેક પોતાના નામના આગ્રહ વગર એમણે જે રીતનું જીવન જીવીને સાચા અર્થમાં ગુજરાતની સંસદીય  પ્રણાલિકા માટે જે વાત કરીને ગયા છે. હું માનું છું. સ્વર્ણિમ ગુજરાતના વર્ષમાં જે સ્વર્ણિમ ઈતિહાસ ગુજરાતનો લખાય એમાં સ્વ. કુંદનલાલ ધોળકિયાનું નામ સ્વર્ણિમ અક્ષરે હંમેશા રહેશે.

આપણે તો આવીએ છીએ, રહીએ છીએ, જીવીએ છીએ, જતા રહેવાના છીએ. આપણા પહેલા કેટલાંક આવીને ગયા અને આપણા પછી કેટલાંક આવીને જશે. આપણું કર્તવ્‍ય ચિરંજીવી રહેવાનું છે. સ્વ. ધોળકિયાએ એમના જીવન દરમ્યાન કોઇ સન્માન નથી સ્વિકાર્યુ. હું આપના મારફત ગૃહના નેતાને વિનંતી કરીશ ગાંધીનગરમાં એમના નામનો એકાદ માર્ગ કરીએ, એમના નામનું સ્‍મારક કે એમના નામે વિધાનસભાના સભાના સભ્‍ય કે સ્થાનિક સ્વરાજના ચૂંટાયેલા સભ્યોને માર્ગદર્શન મળી રહે તેવી કોઇ વ્‍યવસ્થા વા‍ર્ષીક કરીએ, જેથી આ ઉમદા વ્‍યકિતને સમજવા અને એમની સેવા અને માર્ગદર્શન લેવાનું આપણા સૌને માટે ઉપયોગી બની રહે. માનનીય મુખમંત્રીશ્રી જે શોક દર્શક ઉલ્લેખ લઈને આવ્યા છે એમને દિલથી મારી અને મારા પક્ષ વતિ સમર્થન અને શ્રદ્ધાંજલિ અર્પીને વિરમું છું.

• રાજય સરકારનું બજેટ ગરીબ અને શ્રીમંતો વચ્‍ચે ખાઈ વધારનારું અને અસમતુલિત વિકાસ કરનારું છે.
• બજેટમાં ગુજરાત સરકારે એકપણ રૂપિયાની રાહત નથી આપી અને પર૪ કરોડ રૂપિયાનો કરબોજ
  નાંખ્‍યો છે.
• મુખ્‍યમંત્રીશ્રીની મિથ્‍યા પ્રશંસા કરનારા માટે વિરોધપક્ષના નેતાની શાયરી :

કરોગે જો કદમબોસી, તો દિલ મેં દર્દ હોગા,

અપની હી નજર સે, તુમ ખુદ ગિર જાઓગે.

પાઓગે બહુત કુછ, સબકુછ ગવાં કરકે,

સાયા ભી તુમ્‍હારા યૂં ગમખ્‍વાર નજર આયેગા.

• જંગલમાં પેશકદમી કરનારા ઉદ્યોગપતિને જમીનની લહાણી, પરંતુ આદિવાસી જમીનવિહોણા.
• સુપ્રિમ કોર્ટથી બચવા લંડનની ઈરોસ કંપનીને માલામાલ કરી અને ગુજરાતની જનતા પર રૂા. ર૪૪ કરોડની ગ્રીન સેસ નાંખી.
• ગામડાઓની સતત ઉપેક્ષા, ર૦૦૮-૦૯માં ગ્રામ વિકાસને ફાળવાયેલા પૈસામાંથી રૂા. ૧૧,૦૦૦ લાખ વપરાયા નહી.
• ગુજરાતના આમ આદમીની સામાજીક સેવાઓ માટે ફાળવાયેલા પૈસામાંથી ર૦૦૮-૦૯માં રૂા. ૬પ,૦૦૦ લાખ વપરાયા નથી જે પૈસા મુખ્‍યમંત્રીશ્રીના વૈભવ માટે વપરાયા.
• એસ.સી., એસ.ટી.ને વસ્‍તી મુજબ નાણાં ફાળવવા જોઈએ, તેના બદલે ભાજપની ગુજરાત સરકારે રૂા. ૧,૦૦૦ કરોડ ઓછા ફાળવ્‍યા.
• મહારાષ્‍ટ્ર અને રાજસ્‍થાન કરતાં ગુજરાતમાં ડિઝલ પ્રતિ લીટરે રૂા. ૧.૭૦ મોઘું છે, કારણ કે, ગુજરાત સરકારનો ટેક્ષ દેશમાં સૌથી વધારે છે.
• દેશમાં સૌથી વધારે વિજળીની ડયુટી ગુજરાતની જનતા પર.
• ગુજરાતના ખેલાડીઓ માટે નથી સારા કોચ કે નથી સારા મેદાન, છતાં મુખ્‍યમંત્રીશ્રીના અહમ્‌ના પોષણ માટે ખેલ ઉત્‍સવમાં કરોડો વેડફી નાખ્‍યા.
• વાતાવરણ એવું હોવું જોઇએ કે, ભલે રમે આખું વિશ્વ પણ જીતશે તો ગુજરાત.
• જી.એસ.પી.સી., એલ. એન્‍ડ ટી. કંપનીને ર૧૭ કરોડ રૂપિયા એસ્‍ટીમેટ કરતાં વધારે કોન્‍ટ્રાકટમાં આપી દીધા.
• ગુજરાતમાં કાયદો અને વ્‍યવસ્‍થાની સ્‍થિતિ સદંતર કથળી ગઈ છે. માત્ર એક સલામત અને આખું ગુજરાત અસલામત.
• મુખ્‍યમંત્રીશ્રીના પુસ્‍તક કે જેમાં વાલ્‍મિકી સમાજનું અપમાન છે, તેના સૌજન્‍ય માટે જી.એસ.પી.સી.ના પૈસાની લ્‍હાણી.

આજે ગુજરાત વિધાનસભામાં અંદાજપત્ર પરની સામાન્‍ય ચર્ચામાં ભાગ લેતાં વિરોધપક્ષના નેતાશ્રી શક્‍તિસિંહ ગોહિલે જણાવ્‍યું હતું કે, રાજ્‍ય સરકારનું બજેટ ગરીબો અને શ્રીમંતો વચ્‍ચેની ખાઈ વધારનારું અને અસમતોલ વિકાસને પેદા કરનારું છે. બજેટના કારણે આમ આદમીની ઉપેક્ષા અને મુઠ્ઠીભર માનીતા માલામાલ થાય એ પરિસ્‍થિતિનું નિર્માણ થશે. બજેટમાં એકપણ રૂપિયાની રાહત આપવામાં આવી નથી.

શ્રી શક્‍તિસિંહ ગોહિલે જણાવ્‍યું હતું કે, બજેટમાં રૂા. ૫૨૪ કરોડનો નવો કરબોજ ગુજરાતની જનતા ઉપર નાંખવામાં આવ્‍યો છે. ચાણક્‍યનું અર્થશાસ્‍ત્ર છે કે, મોટા પાસેથી મોટો કર લો અને નાના માણસને એનાથી સુવિધા આપો. મોટા ઉપર રાજ્‍યસત્તા કડક બને અને નાના અને ગરીબ માણસો ઉપર કૃપા દૃષ્‍ટિ રાખે એ ચાણક્‍યનું અર્થશાસ્‍ત્ર છે. વન વિભાગની જમીન ઉપર એસ્‍સાર જેવી કંપનીઓ કોઈ અધિકાર વિના કબજો કરે અને આદિવાસીઓને જંગલની જમીનો અપાતી નથી. લંડનની ઈરોઝ કંપની માટે લાલ જાજમ પાથરવામાં આવે છે અને ગરીબોના ઝૂંપડા ઉપર બુલડોઝર ફેરવવામાં આવે છે. ઈરોઝ કંપનીને ફાયદો આપીએ અને ગ્રીન સેસના નામે ગુજરાતની આમ જનતા ઉપર રૂા. ૨૪૪ કરોડનો કરબોજ નાંખવામાં આવે, તે કેટલું વ્‍યાજબી છે.

પૂજ્‍ય મહાત્‍મા ગાંધીજીએ કહ્યું છે કે, સાચું ભારત ગામડામાં વસે છે ત્‍યારે ગુજરાત સરકારે મહાત્‍મા ગાંધીજીની વાતો કરવાનું હમણાં હમણાંથી શરૂ કર્યા પછી પણ આ ગામડાની ચિંતા કરતી નથી. વર્ષ ૨૦૦૭-૦૮માં ગ્રામીણ વિકાસ માટેની જે જોગવાઈ કરી હતી, તેમાંથી રૂા. ૩,૨૨૫ લાખ વપરાયા વિનાના પડી રહ્યા છે. વર્ષ ૨૦૦૮-૦૯માં ૧૧ હજાર લાખ કરતાં વધુ રકમ ગ્રામીણ વિકાસ વિભાગના વપરાયા વિનાના પડી રહ્યા છે અને ૨૦૦૯-૧૦માં ગ્રામીણ વિકાસ માટેના રૂા. ૨૫ હજાર લાખ વપરાયા વિનાના પડી રહ્યા છે.

શ્રી શક્‍તિસિંહ ગોહિલે જણાવ્‍યું હતું કે, દલિત કે આદિવાસી દરેકની આપણે ચિંતા કરવી જોઈએ. વર્ષ ૨૦૦૮-૦૯માં રૂા. ૬૫ હજાર લાખ સામાજિક સેવાઓમાં વણવપરાયેલા રહ્યા. વર્ષ ૨૦૦૯-૧૦માં રૂા. ૬૦ હજાર લાખ વણવપરાયેલા રહ્યા. સામાજિક વિકાસમાં બહુ મોટા રનવેની વાત ના કરીએ તો ચાલશે, પરંતુ ગામડાના કોઝવેની ચિંતા કરવી પડશે. બજેટના આયોજનના કુલ બજેટમાંથી અનુ. જાતિ માટે રૂા. ૨,૦૩૦ કરોડની જોગવાઈ કરી છે, જે ૫.૪૬% જેટલી છે. પ્‍લાનિંગ કમિશનના જણાવ્‍યા મુજબ, એસ.સી. અને એસ.ટી. માટે વસ્‍તીની ટકાવારી મુજબ જોગવાઈ કરવી જોઈએ. એ મુજબ એસ.સી.ની વસ્‍તી ૭% છે અને એસ.સી.ની વસ્‍તી ૧૪% છે. આમ, એસ.સી. માટે રૂા. ૨,૬૦૦ કરોડ જોઈએ, જેમાં રૂા. ૫૮૦ કરોડ ઓછા ફાળવ્‍યા છે અને એસ.ટી. માટે રૂા. ૫,૨૦૧ કરોડ ફાળવવા જોઈએ તેને બદલે રૂા. ૪,૮૪૮ કરોડ ફાળવ્‍યા છે. આદિવાસી હોય, એસ.સી. હોય કે લઘુમતી હોય, પરંતુ એ હિન્‍દુસ્‍તાની હોવાથી એને સાથે રાખવાના પ્રયત્‍નો કરવા જોઈએ. ચાલુ બજેટમાં સરકારે રૂા. ૨૧,૧૨૫.૮૭ કરોડનું દેવું લેવાનું કહ્યું છે. આટલું દેવું લીધા બાદ પણ સરકાર કર્મચારીઓનો પગાર નિયમિત કરી શકતી નથી કે પેન્‍શનર નિવૃત્ત થાય ત્‍યારે તેના અધિકારના પૈસા પણ તેને મળતા નથી.

અન્‍ય રાજ્‍યોમાં વેટના દર વધારે છે તેમ કહી આ બજેટમાં સરકારે વેટના દર વધાર્યા છે. પરંતુ, અન્‍ય રાજ્‍યોમાં જે જે વસ્‍તુઓ પર વેટના દર નીચા છે તે તે વસ્‍તુઓ પર વેટના દર નીચા લાવવા અંગે સરકારે કાંઈ કર્યું નથી. ઓક્‍ટ્રોય નાબુદ કરી ત્‍યારે પેટ્રોલ ઉપર ૩% અને ડીઝલ ઉપર ૨% સેસ નાંખ્‍યો. હાલ ગુજરાતમાં પેટ્રોલ ઉપર ૨૩% અને ડીઝલ ઉપર ૨૧% વેટ છે. ગુજરાતના પાડોશી રાજ્‍યો મહારાષ્‍ટ્ર અને રાજસ્‍થાનમાં ડીઝલ ગુજરાત કરતા ૧ રૂપિયો અને ૭૦ પૈસા જેટલું સસ્‍તું છે.

શ્રી શક્‍તિસિંહ ગોહિલે જણાવ્‍યું હતું કે, વર્ષ ૨૦૦૭-૦૮માં ગુજરાતમાં ૯.૩૫% વીજ ડયુટી લેવામાં આવી છે. રીઝર્વ બેન્‍ક ઓફ ઈન્‍ડિયાએ બજેટ સ્‍ટડી કરીને ૧૪ રાજ્‍યો જે એકસરખા છે તેના આંકડા આપ્‍યા છે, તે જોઈએ તો ક્‍યાંક ૦.૫%, ક્‍યાંક ૨% તો ક્‍યાંક ૪% વીજ ડયુટી લેવામાં આવે છે. આમ, વીજ ડયુટીમાં ૧૪ રાજ્‍યોમાં સૌથી વધારે વીજ ડયુટી ગુજરાત રાજ્‍યમાં લેવાય છે. મોટાભાગના રાજ્‍યોમાં રહેઠાણના ગ્રાહકો પર વીજ ડયુટી ૪થી ૧૫ પૈસા જેટલી છે, જ્‍યારે ગુજરાતમાં ૨૦% છે. ગુજરાત વીજ આયોગ પંચે પણ વીજ ડયુટીના ભાવ ગુજરાતમાં અનેકગણા વધારે છે તે ઘટાડવા જોઈએ તેવી ટકોર કરેલ છે.

શ્રી ગોહિલે જણાવ્‍યું હતું કે, ખેલાડીઓ માટે સારું ઈન્‍ફ્રાસ્‍ટ્રકચર બનાવવું જોઈએ, સારા કોચીસ આપવા જોઈએ અને એવી પરિસ્‍થિતિ ઉભી કરવી જોઈએ કે, રમશે આખું વિશ્વ, પણ જીતશે ગુજરાત. પરંતુ ખેલ ઉત્‍સવ વખતે કહેવામાં આવ્‍યું હતું કે, રમશે ગુજરાત અને જીતશે ગુજરાત પરંતુ ગુજરાત જ રમે તો ગુજરાત જ જીતે ને ? બીજું કોણ જીતે ? વિશ્વ રમે પણ ગુજરાત જીતે એ ભાવના ઉભી થવી જોઈએ.

શ્રી ગોહિલે સરકાર પર આક્ષેપ કરતાં જણાવ્‍યું હતું કે, ગુજરાત સ્‍ટેટ પેટ્રોલિયમ કોર્પોરેશન દ્વારા દરિયામાં પ્‍લેટફોર્મ બનાવવાનું કામ એલ. એન્‍ડ ટી. કંપનીને આપવામાં આવ્‍યું. આ કામ એસ્‍ટીમેટ કરતાં રૂા. ૨૧૭ કરોડથી વધારેમાં આપી દેવામાં આવ્‍યું. જી.એસ.પી.સી.એ કહ્યું હતું કે, ૨૦૧૧માં અમે ગુજરાતમાં કે.જી. બેઝીનમાંથી ગેસ લઈ આવીશું. ટ્‍વેન્‍ટી ટી.સી.એફ. ગેસ અને ઓઈલ મળવાનું છે, ‘‘ખેડૂત કેનમાં દૂધ નહિ પરંતુ તેલ વેચવા જશે” અને હવે એમ કહે છે કે આ ગેસ અને ઓઈલ ૨૦૧૩માં મળે તેમ કરીશું.

શ્રી ગોહિલે માહિતી આપતાં જણાવ્‍યું હતું કે, ગુજરાત સરકારે બે દિવસ પહેલાં કહ્યું હતું કે, કેન્‍દ્ર સરકાર ગુજરાતમાં ગેસ આપતી નથી અને રિલાયન્‍સ અને એસ્‍સારને ગેસ આપે છે. પરંતુ જી.એસ.એફ.સી. હોય, જી.એન.એફ.સી. હોય, ગુજરાતના ફર્ટિલાઈઝર માટે થઈને ૩.૭૫ એમ.એમ.એસ.સી.એમ.ડી. ગેસ આપવામાં આવે છે. ગુજરાતમાં પાવર સેક્‍ટરમાં ૮.૧૪ એમ.એમ.એસ.સી.એમ.ડી. ગેસ આપવામાં આવે છે. ગેસ ફાળવણીની નીતિ કેન્‍દ્રમાં જ્‍યારે એન.ડી.એ.ની સરકાર હતી ત્‍યારે જે નક્કી કરવામાં આવી હતી તે જ છે.

        કાયદો અને વ્‍યવસ્‍થાની પરિસ્‍થિતિની વાત કરતાં શ્રી શક્‍તિસિંહ ગોહિલે જણાવ્‍યું હતું કે, મહાત્‍મા ગાંધીજીના ગુજરાતમાં કાયદો અને વ્‍યવસ્‍થામાં એક સલામત અને આખું ગુજરાત અસલામત એવી પરિસ્‍થિતિનું નિર્માણ થયું છે. ગુજરાત પોલીસ દ્વારા જે લોકો પકડાયા છે એ આઈ.એ.એસ., આઈ.પી.એસ. અને મોટા અધિકારીઓ બચી જાય એટલા માટે નાનાને પકડીને જેલમાં નાંખવામાં આવે છે અને મોટા મહેલમાં રહે છે. કાયદો સહુના માટે સમાન હોવો જોઈએ.

 Leader of opposition in the State Assembly Shaktisinh Gohil today said that the state government’s budget was unbalanced and will increase the gap between rich and poor. This budget will create a situation where a handful of industrialists will become richer and the common man will be ignored. There is no relief in the budget.

 Participating in the discussion on the budget Gohil said that the government has levied a burden of Rs.524 crore on the people of the state. Chankaya’s theories say recover big taxes from the big people and provide facilities to the poor and small people. But in Gujarat companies like Essar grabs forest land without any right and the tribals are not given their rightful forest land. Red carpet is laid for London based company Eros while bulldozer is rolled over huts of poor. To provide benefits to Eros a new tax in the name of green cess worth Rs. 224 crore has been imposed on people. How far is it reasonable? Gohil asked.

 Honourable Mahatma Gandhi had said that India lives in villages. The Gujarat government with its recent love for Gandhiji is ignoring villages. Out of the funds allocated for rural development in 2007-08 Rs.3, 225 lakh have not been spent. In 2008-09 more than Rs.11,000 lakh of rural development department remained unused. While in 2009-10 more than Rs.25,000 lakh were not spent

 

Gohil said that each of us should care about tribals and dalits. In social service sector out of the total allocation in 2008-09 Rs.65,000 lakh and in 2009-10 Rs.60,000 lakh crore remained unspent. It would be ok if we do not talk about long runways in the social service sector but we have to worry about small causeways in villages. In the budget Rs.2,030 crore has been allotted for tribal development which is 5.46 %. According to Planning Commission allotment for scheduled caste and tribes should be according to their population. The population of SC is 14% and that of SC is 7 %. Accordingly the allotment for SC should be Rs.2,600 crore which is Rs.580 crore less while for ST Rs. 5,201 crore should have been given but Rs.4,848 crore have been allocated. Whether it is SC, ST or minority all are Indian and efforts should be made to keep them together with all. During the current budget the government has said that it will take a debt of Rs. 21,125,87 crore. Despite this the staff is not paid salaries regularly and the pensioners are not given pension and their dues on time.

 The state government has increased VAT rates on the ground that they were higher in other states but on the other hand it has not decreased the rates which are less in other states. The government levied 3% cess on petrol and 2% on diesel when octroi was abolished. At present the VAT on petrol in Gujarat is 23 % and that on diesel is 21%. The diesel price in neighbouring Rajasthan and Maharasthra is 70 paisa and Re.1 less than Gujarat. 

Shaktisinh Gohil said that in the year 2007-2008, Gujarat levied electricity duty at the rate of 9.5 percent which is the highest in the country. He quoted from the study of RBI which compared the electricity duty of 14 states of almost equal parameters. The study found that while other states had duty ranging from 0.5 percent to four percent Gujarat had the highest 9.5 percent. Even in the case of residential connections, he said, Gujarat had duty of 20 percent while in other states it was much low. Gujarat Electricity Commission has also pointed out this and suggested that it should be reduced.

 Stressing the need for better infrastructure for developing sports in Gujarat, he ridiculed the campaign of Khel Mahakumb organized by Gujarat government. The punchline of the Khel Mahakumb said that Gujarat will play and Gujarat will win. It is obvious that when only Gujarat plays then only Gujarat will win. It should have been World will play and Gujarat will win, Gohil said.

 The leader of Opposition charged that Gujarat State Petroleum Corporation had awarded the work of setting up of platform in sea to L&T at a cost Rs 217 crore higher . Referring to the announcement of bringing KG Basin gas to Gujarat in 2011, he said that now GSPC says that it would come here in 2013. People were promised the time when farmers would sell oil and not milk, Gohil said.

Refuting the allegations that centre was providing gas to Reliance and Essar and not to Gujarat, Gohil gave the figures that the fertilizer sector was getting 3.75 MMSCMD while power sector 8.14 MMSCMD. This is as per the policy framed during NDA rule and there is no change in it.

 Criticizing the law and order situation in Gujarat, he said that here one was safe and secure while all others are unsafe and insecure. To save big fishes small people are arrested by police, he said. They live in prison while dons live in palaces.
