       વડાપ્રધાનને ચેલેન્જ કરનાર ગુજરાતના મુખ્યમંત્રીને સ્વાતંત્ર પર્વ અને પ્રજાસત્તાક પર્વની વચ્ચેના તફાવતની પણ ખબર નથી. કચ્છમાં સ્વાતંત્ર પર્વની પૂર્વ સંધ્યાએ સંબોધન કરતા ગુજરાતના મુખ્યમંત્રી એ કહ્યું કે “પ્રજાસત્તાક પર્વની પૂર્વ સંધ્યાએ આપણે મળ્યા છીએ.” મુખ્યમંત્રીના આ પ્રવચનને યુટ્યુબ પર મુકીને (લીંક : http://www.youtube.com/watch?v=B56LaqZMS7k) કોંગ્રેસના વરિષ્ઠ નેતાશ્રી શક્તિસિંહ ગોહિલે જણાવ્યું હતું કે ગુજરાતનો ઉજવળ ઈતિહાસ એવો રહ્યો છે કે રાષ્ટ્રીય તહેવારો ને ભૂતકાળના તમામ મુખ્યમંત્રીઓએ રાજકારણથી પર ઉઠીને રાષ્ટ્રીય ભાવના સાથે ઉજવ્યા હતાં. પરંતુ પ્રવર્તમાન મુખ્યમંત્રી રાષ્ટ્રીય તહેવારના દિવસે પણ સ્વાર્થી રાજકારણમાં મસ્ત રહે છે તેથી તેમને દેશ તા. ૧૫ ઓગસ્ટના આઝાદ થયો અને આ દિવસે સ્વાતંત્ર્ય દિવસ તરીકે મનાવાય છે. તેમજ આપણા બંધારણનો સ્વિકાર ૨૬ જાન્યુઆરીના થયો તેથી તે દિવસને પ્રજાસત્તાક પર્વ તરીકે ઉજવાય છે તેટલી પણ ખબર નથી. તા. ૧૫ ઓગસ્ટની પૂર્વ સંધ્યાને પ્રજાસત્તાક પર્વની પૂર્વ સંધ્યા કહીને ગુજરાતના મુખ્યમંત્રીએ તેમની સ્વાર્થી વૃતિ અને દેશના ઈતિહાસ પ્રત્યેની ઉપેક્ષા છતી કરી છે.

        રાષ્ટ્રીય તહેવારના દિવસે પક્ષાપક્ષીથી ઉપર ઉઠીને દેશમાં તથા રાજ્યોમાં તમામ રાજકીય પક્ષના નેતાઓ એક સાથે મળીને રાષ્ટ્રીય પર્વની ઉજવણી કરતા હોય છે. આ પ્રકારની રાજકીય એકતા રાષ્ટ્ર માટે દર્શાવવાથી દુશ્મન દેશો સામે લડતા આપણા સૈનિકોનું પણ મનોબળ મજબુત બનતું હોય છે. આ પરંપરાને ગુજરાતના મુખ્યમંત્રીએ તોડી છે. પ્રજાના પૈસાના અઢળક ખર્ચ પછી રાષ્ટ્રીય તહેવારને તેઓ રાજકીય પ્લેટફોર્મ બનાવે છે. દેશના વડાપ્રધાનને ચેલેન્જ કરવાનો આ દિવસ ન હોઈ શકે. આજે જયારે આપણી સરહદો ઉપર તંગદીલી છે ત્યારે રાષ્ટ્રના હિતમાં રાષ્ટ્રીય તહેવારના દિવસે એકતાના દર્શન કરાવવા જોઈએ. ભાજપની આગેવાની વાળી NDAની સરકારના સમયમાં પાકિસ્તાનનું સૈન્ય આપણી સરહદમાં ધુસી ગયુ હતું (૧૯૯૯) કે એ જ સરકારના સમયમાં ૧૨ BSFના જવાનોને બાંગ્લાદેશની સરહદે મારી નાખવામાં આવ્યા હતાં (૨૦૦૧) ત્યારે કોંગ્રેસે રાજકીય લાભ લેવાનો પ્રયત્ન કર્યો ન હતો પરંતુ રાષ્ટ્રના હિતમાં એકતાના દર્શન કરાવ્યા હતાં. જ્યારે આજે કિસ્તાનની સરહદો પર તંગદીલી વચ્ચે આપણા જવાનો લડે છે તે સમયે કચ્છમાં જઇને રાષ્ટ્રીય તહેવારે રાજકારણ ગુજરાતના મુખ્યમંત્રી કરે છે તેનાથી દેશને નુકશાન થાય છે.

          I have watched Modi’s Hyderabad public meeting amusedly. Listening to him making false claims and doling out fake promises, I was not surprised because that is what Modi is all about. Fake. Hollow. Shallow.

Empty vessels make most noise. No wonder Modi desperately tried to make so much, in his usual hollow rhetorical style in Hyderabad.

Modi is all rhetoric, lies and more lies.

His own government reports and statistics depict a completely different picture than what he claims.

Like Modi said he is so concerned about payment, jobs and salary? Why has thousand of fixed pay teachers (whom he did not pay more than 3500 per month) have to approach the High Court for justice?

Modi kept on bragging about he is development personified. However the latest socio economic data gives an insight to what he has been proclaiming.

The data reveals, that distribution of benefits of high growth have not been uniform across different strata of society. In Gujarat only the rich gets richer. There is data to prove that middle class and poor people have not benifitted anything from modi’s so called development model for whose propaganda he has hired American firms and spent billions of tax money.

Even Odisha which has a much lower revenue base than Gujarat has been  able to reduce poverty by about 20 percentage points between 2004-05 and 2009-10 as compared to just 8.6% for Gujarat. The Planning Commission’s data also shows that poverty reduction for the deprived, especially scheduled tribes and Muslims in Gujarat has been among the lowest in the country.

Thank God modi admitted that in Gujarat dignity of women is so low that he askekd ppl to go to MP and see the yojna. Thank God modi admitted that in Gujarat, his government ( and I say government with responsibility because 36 of his officers are in jail) accussed of killing one pregnant woman and another young 19 year old girl and many of the accused only have admitted that they killed these two innocent women to boost Modi’s public perception.

Does Modi have moral right to talk of Pakistan when he himself plays dirty politics and instigates Hindus to attack Muslims…Modi’s sins has created conducive atmosphere for terrorists in Gujarat. In fact, Modi Government can kill innocent people and pregnant women saying they were on a mission to kill Modi but Modi and his government can let a Kasab go safely to Mumbai from Gujarat with arms and ammunition and kill innocent people in Mumbai?

Today Modi spoke on national security. Modi thinks shouting crudely and lying brings conviction but anyone who can analyse can easily catch his lies.

For example

On what basis CM can advise centre when internal security in his own state is badly managed and there is great shortage of ammunition that his own government has admitted? Just by wearing cowboy hats and going to border areas and making fake speeches solves security issues?  Why has Modi’;s own government admitted that there is 100 per cent shortage of ammunition amongst State security forces in Gujarat?

Modi in his usual bragging style talked of terrorism. Guajrat is a border state. Kasab went to Mumbai from Gujarat. Why is anti terrorist force only on paper? In fact, Modi speaks in such manner, institgates and divides the population that he actually creates a conducive atmosphere for terrorists to come and attack.

The Central government gave  billions of Rupees for digital radio tracking system but Gujarat did not establish it.

·   In its report, CAG has criticized Gujarat Govt for bad management and corruption in internal security. A copy of these observations released to media.
         Senior Congress Leader and Former Leader of Opposition Shaktisinh Gohil said Modi tries to show his fake concern for security. In fact, Modi did not even

 present prospective security plan to the central government and as a result Gujarat did not get its due share of money for State police force.  In the para 1.1.8.1 of the audit report dated March 31, 2009, CAG  observed that unprofessional approach and lack of annual planning has led to millions of Rupees unspent given by the Central Govt.

          In the para 1.1.9.1 CAG  clearly mentioned that money ranging from 5% to 68% had remained unspent in the case of transport, arms and ammunitions, training and home guards. Central Govt. has provided adequate funds for the modernization of the police force.  Despite this, there was shortage of ammunition from 17% to 100%. This was mainly because of maladministration. There was 100% shortage of cartridge for 5.56 INSAS. In the case of .303 shortage of cartridge was 32%. There was huge shortage of cartridge of 9mm 7.62 SLR.

          CAG even recorded 17,933 tear gas shells of expired date. They were 7 years old. In different cadres of anti terrorist force, there were vacancies ranging from 8% to 100%. In such a situation, in para 1.1.11.4, CAG noted that it appeared that ATS existed on paper only. Modi may be day dreaming to become the PM but as Chief Minister he should first ensure that he puts his own house in order.

 Modi with his superfluous knowledge tried to give an impression about talking on security and failure of Central govt on the issue. Actual foreign policy paralysis has happened always during NDA regime led by Modi’s party, the BJP.

I would want to ask him that the Lahore declaration was  was signed on

February 21, 1999 by  then Prime Minister of Pakistan, Muhammad Nawaz

Sharif and the Prime Minister of India, Shri Atal Behari Vajpayee at the  

The Declaration which later failed at the time of the Kargil War contained the  

following inter-alia other agreements between the 2 leaders:- 

 • That their Foreign Ministers will meet periodically to discuss all issues of

 mutual concern, including nuclear-related issues;

• That the two sides shall undertake consultations on World Trade Organization

(WTO)-related issues with a view to coordinating their respective positions;

• That the two sides shall determine areas of cooperation in information

 technology, in particular for tackling the problems of Y2K;

 

• That the two sides will hold consultations with a view to further liberalizing

 the visa and travel regime; and

 • That the two sides shall appoint a two-member committee at the ministerial  level to examine humanitarian issues relating to civilian detainees and  missing prisoners of war.

 ÿ Also, you may kindly note that the BJP Government continued to host

healthy ties with Pakistan as even though the Lahore Declaration miserably

failed with the  take-off of the Kargil War. Interestingly, contrary to their

current stand the BJP government again endeavored for a healthy relation

 with Pakistan through the AgraSummit. However even the Agra summit also failed. This is sourced from the below so it proves that it is Modi and the BJP government that has failed.

 3.  Kargil War – Barely 3 months after the Lahore Declaration, the intrusion by

 Pakistan was reported in the KargilValley. The Kagil war which claimed lives of

 many brave Indian Soldiers continued from May, 1999 to July, 1999. The Kargil  attack was a result of intelligence lapses and failure to pre-empt the infiltration by the BJP Government.  What was the BJP doing at that time?

 According to one of the news reports Mr. Vajpayee came to know about the Kargil infiltration on April 16, 1998 when a civilian delegation from Kargil, Batalik and Mushkoh came to see him at his official residence at 7, Race Course with some local BJP leaders. Allegedly Atal Behari Vajpayee knew about Kargil’s infiltration very well in advance, but he did not take any adequate action in

4.  AgraSummit – After 2 years of the tragic Kargil War, the BJP Government

initiated the ‘Agra Summit’. The  historic two-day summit meeting between India and Pakistan which lasted from 14–16 July 2001 turned out to be massive Foreign Policy Failure.

 The Agra Summit was organized with the aim of resolving long-standing issues between India and Pakistan. At this meeting, a proposal was made to drastic reduction of issues involving the Kashmir insurgency, and cross-border terrorism. However, the negotiations broke down and the process was collapsed and the Agra treaty was never signed.

 According to Gaurav Kampani an Indian Scholar & Senior Research Associate at Monterey Institute of International Studies the Agra Summit failed because the Vajpayee Government could not trust the President Musharraf.

 Also, in a interview, Musharraf claimed that the Agra Summit failed because someone sitting over Shri Vajpayee has been taking final calls.

 5.   Attack on Bangladesh claims 16 BSF Soldiers lives – In April, 2001 on  directions of the Union Home Ministry, headed by Shri LK Advani the BSF attacked the Bangladesh border. An unplanned & immature attack directed by the Union Home Ministry claimed live if 16 BSF men. The bodies were butchered to an extent that the BSF could not even send them back to their As a result of the failure of the operation, the Bangladesh’s military claimed it had simply regained control over territory under Indian occupation since Bangladesh’s 1971 war of independence against Pakistan.

6.  The IC-814 Hijack – The IC 814 hijack was a typical case of failure of decision  making of the BJP government. IC 814 an Indian Airlines plane was hijacked on its way from Nepal to New Delhi. The entire hijack drama lasted for 8 days and finally the Indian Government had to swap 3 terrorist (lodged in Indian jails) for the passengers of IC 814.

 In a press conference addressed on the above issue by then External Affairs Minister, Shri Jaswant Singh said “In grave situations such as these, there is no need to make more enemies”. However, it may kindly be noted that the Hijack could have been over-powered by the security forces at Amritsar (when the plane landed for re-fueling), however the then BJP Government could not give a ’go-ahead’.

        ઉત્તરાખંડમાં કુદરતી આપત્તિ આવતાં અનેક ગુજરાતીઓ અસરગ્રસ્‍ત બન્‍યા છે અને કેટલાક યાત્રિકો ઉત્તરાખંડમાં અટવાયા છે. અન્‍ય રાજ્‍યોએ પોતપોતાના રાજ્‍યના યાત્રિકોને મદદરૂપ બનવા અને પોતાના રાજ્‍યમાં પરત લાવવા સઘન વ્‍યવસ્‍થા ગોઠવી છે. આ સમયે રાજકીય પક્ષાપક્ષી કે રાજકારણ કરવાનો નહીં, પરંતુ સહિયારા પુરુષાર્થથી માનવતાનું કામ કરવાનો છે. મારી પાસે રાજ્‍યના અનેક પરિવારના ફોન આવે છે કે, મુખ્‍યમંત્રીના કાર્યાલયમાં અમારી રજૂઆત સાંભળનાર કે અમને મદદની વ્‍યવસ્‍થા આપનાર ઉપલબ્‍ધ નથી. મારી આપને વિનંતી છે કે, એક વ્‍યવસ્‍થિત કન્‍ટ્રોલ રૂમ તૈયાર કરવો જોઈએ.

        મારા ઉપર બદ્રીનાથ ખાતેથી સ્‍વામિનારાયણ મંદિરના સાધુનો ફોન આવ્‍યો હતો કે, બદ્રીનાથ મંદિરના મંદિરમાં ૨૪૦ જેટલા ગુજરાતીઓ છે અને તેમને સુરક્ષિત પાછા જવાની વ્‍યવસ્‍થા નથી.

        હું આશા રાખું છું કે, આપણી સરકાર તાત્‍કાલિક આ વ્‍યવસ્‍થા ગોઠવશે. આ ઉપરાંત, ગૌરીકુંડ અને કેદારનાથની વચ્‍ચે તેમજ ચીયા લેક-બુદ્ધિ ખાતે અનેક ગુજરાતીઓ પરત આવવાની વ્‍યવસ્‍થાની રાહ જોઈને બેઠા છે. તેમના માટે યોગ્‍ય વ્‍યવસ્‍થા તાત્‍કાલિક થાય તેવી વિનંતી છે.

          Senior Congress leader Shaktisinh Gohil today blasted Gujarat Chief Minister for trying to make political capital out of Uttarakhand tragedy. He said that his statements in Pathankot rally exposed his mad chase for prime minister’s chair. He has shown his contempt for established practice of “no claims” for the work done for humanitarian cause.

          In a media release Gohil pointed out that many Congress Chief Ministers had gone to Uttarakhand and gave generous funds to the calamity ravaged state. These Chief Ministers also made elaborate arrangements for people of their states trapped in Chardham yatra. But none went for any kind of publicity.

          However, Gujarat Chief Minister whose office did not response to the cries for help of the relatives is now making tall claims as if he controls nature and can do anything for the victims. Gohil pointed out that Gujarat CM was the last to go to Uttarakhand and had announced a meager amount of Rs two crore while other states had given relief was ten to 20 times.

          He said that there are 240 Gujarati pilgrims trapped in the Swaminarayan temple in Badrinath. Despite repeated calls from the swami of the temple for the last three days, there is no response from Chief Minister or his office.

          In the last ten years, Gujarat Disaster Management Authority has met only twice and its spending has been kept out of the purview of CAG audit. He recalled how natural Surat floods were turned into a manmade disaster just because of inept handling of the situation by the government of present Chief Minister.

          He referred to 2002 Kutch earthquake when help to Gujarat poured in from world over. It was BJP government in Gujarat and in Delhi. Despite this, Chief Ministers of all Congress ruled states contributed generously. Congress president Mrs Sonia Gandhi stayed here for three days even when Kutch was shaking under aftershocks. Senior party leader Ahmed Patel himself camped in Kutch for 17 days and supervised relief and rehabilitation work. Despite this, no Congress Chief Minister or party leader indulged in any kind of politics.

          Referring to his Pathankot speech, he said Gujarat CM indulged in rhetoric that is against the interests of our country. He talks about the security of the country, but people are not safe in Gujarat which he represents as CM. How can a man who has history of worst communal riots talk about the security of the country. Just to grab sympathy for himself, he managed fake encounters in Gujarat. Many police officers who were trapped in his conspiracy are now in jail.

          Referring to the murder of senior party leader and former home minister Haren Pandya, Gohil said that Modi could not provide security to the leader whose entire family has RSS background. Pandya’s father openly blamed Modi for the murder of his son, Gohil said.

In his speeches CM claims that Gujarat farmer buys new Maruti every year. However, the fact is that many farmers are committing suicide because of lack of government help and CM had no time to wipe tears of the family of these farmers.

          Human Development Index here is going down. There is development of favourites only in Gujarat. Figures of Chief Minister are fake, development model is fake and encounters are fake. Everything is fake in Modi’s Government. .

       કુદરતી આપત્તિના સમયે રાજકારણથી પર ઉઠીને માનવતાનું સંગઠિત કામ કરવાની ઉચ્‍ચ પ્રણાલિકા ગુજરાત અને આપણા દેશની રહી છે. આ પરંપરાને કલંકિત કરવાનું પાપ ગુજરાતના મુખ્‍યમંત્રીએ કર્યું છે. તેનાથી ગુજરાતની અસ્‍મિતાનું અપમાન થયું છે. કોંગ્રેસના મુખ્‍યમંત્રીઓ કુદરતી આપત્તિના સમયે તાત્‍કાલિક ઉત્તરાખંડ પહોંચી ગયા હતા અને કરોડો રૂપિયાની માતબર રકમ સહાય પેટે જાહેર કરી હતી. ગુજરાતને બાદ કરતાં મોટાભાગની સરકારોએ પોતાના રાજ્‍યોના ઉત્તરાખંડમાં ફસાયેલા યાત્રિકોને મદદ કરવા કોઈપણ જાતની પબ્‍લિસીટી વગર તંત્ર ગોઠવી દીધું છે. સૌથી છેલ્લે ગુજરાતના મુખ્‍યમંત્રી ઉત્તરાખંડ પહોંચ્‍યા અને પોતાના પ્રધાનમંત્રીના ખુરસીના રાજકીય સપનાઓને કુદરતી મુશ્‍કેલીમાં પણ છુપાવી ન શક્‍યા. મોટી મોટી અને ખોટી ખોટી વાતો કરનાર ગુજરાતના મુખ્‍યમંત્રીએ માત્ર બે કરોડની જ મદદની જાહેરાત કરી છે, જ્‍યારે અન્‍ય રાજ્‍યોએ દસ ગણાથી લઈને વીસ ગણી વધારે સહાય જાહેર કરી છે.

       અનેક રાજ્‍યોએ પોતાના રાજ્‍યના અસરગ્રસ્‍ત લોકોને ઉત્તરાખંડમાં મદદરૂપ બનવા અને પરત લાવવા સુદૃઢ વ્‍યવસ્‍થાતંત્ર ગોઠવેલ છે. જ્‍યારે ગુજરાતના મુખ્‍યમંત્રીએ પબ્‍લિસીટી સ્‍ટંટ અને વાણીવિલાસ જ કર્યો છે. ભાવનગર, વડોદરા અને અમદાવાદ સહિત અનેક સ્‍થળોથી ગુજરાતના ઉત્તરાખંડમાં ફસાયેલા વ્‍યક્‍તિઓના પરિવારજનોએ મદદરૂપ બનવા ગુજરાતના મુખ્‍યમંત્રીના કાર્યાલયમાં ઈ-મેઈલ તથા ફેક્‍સ કર્યા છે, તેનો કોઈ જ પ્રત્‍યુત્તર પરિવારજનોને મળ્‍યો નથી. બદ્રીનાથ ખાતેના સ્‍વામિનારાયણ મંદિરમાં ૨૪૦ જેટલા ગુજરાતીઓ આશ્રય લઈને બેઠા છે, તેમને મંદિર સુધી સલામત સ્‍થળે પહોંચાડવાનું ઉત્તરાખંડ સરકાર અને ભારતીય સેનાએ પ્રશંસનીય કામ કર્યું છે, પરંતુ આ મંદિરના સ્‍વામીશ્રીએ ગુજરાત સરકારના મુખ્‍યમંત્રીના કાર્યાલયમાં વારંવાર ત્રણ દિવસથી વિનંતી કરી હોવા છતાં યાત્રિકોને પરત લાવવા કોઈ જ વ્‍યવસ્‍થા ગુજરાત સરકારે કરી નથી.

       ગુજરાતમાં ડીઝાસ્‍ટર મેનેજમેન્‍ટ માટેની દસ વર્ષમાં માત્ર બે જ બેઠકો મળી છે. ડીઝાસ્‍ટર મેનેજમેન્‍ટ માટેના ખર્ચાઓને કેગના ઓડીટ અહેવાલમાંથી પણ બહાર રાખવામાં આવેલ છે. સુરતમાં પ્રવર્તમાન સરકારના પાપે જ માનવસર્જિત હોનારત થઈ હતી. આમ છતાં, ગુજરાતના મુખ્‍યમંત્રી જાણે કુદરતને પણ કબજામાં રાખીને બેઠા હોય તેવી ભાષાનો પ્રયોગ કરી રહ્યા છે.

       ગુજરાતમાં ધરતીકંપ આવ્‍યો ત્‍યારે રાજ્‍યમાં અને કેન્‍દ્રમાં બંને જગ્‍યાએ ભાજપની સરકાર હતી. દેશના કોંગ્રેસશાસિત રાજ્‍યોના તમામ મુખ્‍યમંત્રીઓ કચ્‍છના ગુજરાતીઓની મદદે કરોડો રૂપિયાની સહાય લઈને પહોંચ્‍યા હતા. અનેક ગામો કોંગ્રેસશાસિત રાજ્‍યોએ કચ્‍છમાં દત્તક લીધા હતા. કોંગ્રેસ અધ્‍યક્ષા શ્રીમતી સોનિયા ગાંધી ધરતીકંપ પછીના આફટરશોક્‍સમાં ધરતી ધ્રુજતી હતી ત્‍યારે સતત ત્રણ દિવસ તંબુમાં રહીને કચ્‍છના પીડિત લોકોની વચ્‍ચે રહ્યા હતા. રાષ્‍ટ્રીય નેતાશ્રી અહમદભાઈ પટેલે ૧૭ દિવસ સુધી કચ્‍છમાં તંબુમાં રહીને કચ્‍છના લોકો માટે રાહતની કામગીરી જાતદેખરેખ નીચે કરાવી હતી. આ બધું જ કરવા છતાં કચ્‍છની કુદરતી આફતના સમયે કોંગ્રેસના કોઈપણ મુખ્‍યમંત્રીએ કે નેતાએ રાજકીય નિવેદન કે રાજકારણ લેશમાત્ર કર્યું નહોતું.

       દેશની સુરક્ષાને નુકસાન થાય તે રીતે ગુજરાતના મુખ્‍યમંત્રીએ આજે પઠાણકોટ ખાતે વાણીવિલાસ કર્યો હતો. સુરક્ષાના નામે દેશની વાતો કરનારા ગુજરાતના મુખ્‍યમંત્રીના રાજ્‍યમાં ગુજરાતીઓ જ સુરક્ષિત રહ્યા નથી. પોતાના મતબેંકના રાજકારણ માટે પોતાના દ્વારા જ પુરસ્‍કૃત કોમી તોફાનો કરાવીને અનેક હિન્‍દુ અને મુસલમાનને મોતને ઘાટ ઉતારનાર કયા મોઢે દેશની સુરક્ષાની વાતો કરે છે ? ગુજરાતમાં પોતાના માટે સહાનુભૂતિનું મોજું ઉભું થાય તે માટે અનેક હિન્‍દુ અને મુસ્‍લિમોને નકલી એન્‍કાઉન્‍ટરમાં મરાવી નાંખવાનું કામ ગુજરાતના મુખ્‍યમંત્રીએ જ કર્યું હતું. આજે મુખ્‍યમંત્રીના આ કાવતરાનો હાથો બનનારા અનેક પોલીસ અધિકારીઓ જેલમાં છે. દેશને સુરક્ષા આપવાની વાત કરનાર ગુજરાતના મુખ્‍યમંત્રી પોતાના જ પક્ષના વરિષ્‍ઠ નેતા અને માજી મંત્રી શ્રી હરેન પંડયા કે જેમનો સમગ્ર પરિવાર આર.એસ.એસ.નું ચુસ્‍ત બેકગ્રાઉન્‍ડ ધરાવે છે તેમને સુરક્ષા આપી શક્‍યા નથી. એટલું જ નહીં, પરંતુ સ્‍વ. હરેન પંડયાના પિતાશ્રીએ કહ્યું કે,         ‘‘મારા દીકરાને મારનારની પાછળ મુખ્‍ય સૂત્રધાર ગુજરાતના જ મુખ્‍યમંત્રી છે.” બહાર જઈને ‘‘ગુજરાતનો ખેડૂત દર વર્ષે નવી મારૂતિ લે છે” તેવું જૂઠ્ઠાણું ફેલાવનાર ગુજરાતના મુખ્‍યમંત્રીના રાજ્‍યમાં સરકારની સહાયથી વંચિત ખેડૂત આત્‍મહત્‍યા કરે છે અને ખેડૂતની મા રોતી હોય તેના આંસુ લૂછવાનો મુખ્‍યમંત્રીને સમય નથી. માનવ સૂચકાંકમાં ગુજરાત છેવાડે પહોંચ્‍યું છે. માત્ર માનીતાઓનો વિકાસ થયો છે અને આમ ગુજરાતી દુઃખી છે. ગુજરાતના મુખ્‍યમંત્રીના આંકડાઓ નકલી છે, વિકાસનું મોડેલ નકલી છે અને ગુજરાતમાં થયેલા એન્‍કાઉન્‍ટરો પણ નકલી છે.

• ગુજરાત સરકારની ગંભીર ભૂલના કારણે જે ખેડૂતોએ વીમો ઉતરાવેલ છે તેમના પાકના વીમાની જમીનનું કુલ ક્ષેત્રફળ એ સરકારે બતાવેલા કુલ વાવેતરના આંકડાઓ કરતા વધી જાય છે.
• ગુજરાત સરકારની આ ગંભીર ભૂલના કારણે વીમા કંપની એ એગ્રીકલ્ચર ફાઈનાન્સ કોર્પોરેશન લિમીટેડ (AFC) ને વીમાના કલેઈમની અને પાક વાવેતર થયાની પરીસ્થિતિના ચકાસણી માટે રાખવાની ફરજ પડી છે અને પરિણામે વીમો ચુકવવામાં વિલંબ થઈ રહ્યો છે.
• ગુજરાતમાં ખરીફ ૨૦૧૨ ના પાક વીમા માટે કેન્દ્ર સરકારે વીમા કંપની AIC ને રૂપિયા ૭૦૦ કરોડ એડવાન્સમાં ચૂકવી આપેલા છે.
• ગુજરાતના ખેડૂતોના ૧૧ જાતના જુદા જુદા પાકના વીમા માટેના કલેઈમની રકમ ૩૧૦૭ કરોડ રૂપિયા આકરવામાં આવેલી છે.
• કેન્દ્ર સરકાર માંથી પ્રાપ્ત થયેલા આધારભૂત દસ્તાવેજને પ્રેસ અને મીડિયા સમક્ષ  રજુ કરાતા ગુજરાતની ભાજપની સરકારનું એક વધુ જુઠ્ઠાણાનો પર્દાફાશ થયો.
• ગુજરાતના મુખ્યમંત્રી અને મંત્રી મંડળના સભ્યો સતત જુઠ્ઠાણાઓ ફેકતા હોય છે અને પરિણામે જુઠ્ઠાણા ફેંકુ ફેક્ટરી જેવી પરીસ્થિતિ ગુજરાત સરકારની પેદા થઈ છે.

 

       ગુજરાતની ભાજપની સરકારની ગુનાહિત બેદરકારીના કારણે ગુજરાતના ખેડૂતોને પાક વીમો હજુ સુધી મળી શક્યો નથી. આ અંગેનો આધારભૂત લેખિત દસ્તાવેજ કોંગ્રેસના વરિષ્ઠ નેતા શક્તિસિંહ ગોહિલે પ્રેસ અને મિડિયા સમક્ષ રજુ કરીને જણાવ્યું હતું કે ખેડૂતોની સદંતર ઉપેક્ષા અને અવગણના કરતી ભાજપની સરકાર તરફથી ગુજરાતના ખડૂતોને સૌથી મોટો અન્યાય થયો છે. ગુજરાત સરકારની એ જવાબદારી છેકે ગુજરાતમાં ક્યાં? કેટલું? કયા? પાકનું વાવેતર થયું છે તેના સાચા આંકડા મેળવીને આપવાના હોય છે. કમનસીબે ગુજરાત સરકારના તખલખી નિર્ણયોના કારણે મોટાભાગના ગામોમાં પાણી પત્રક તૈયાર જ થયા નથી. ભૂતકાળમાં હંમેશા સ્થળ નિરીક્ષણ કરીને ક્યાં ખેડૂતનું શું વાવેતર છે તેનું પાણી પત્રક તૈયાર કરવામાં આવતું હતું અને તેથી ગુજરાત સરકાર પાસે વાસ્તવિક અને સાચા પાક ના વાવેતરના આંકડા ઉપલબ્ધ રહેતા હતાં. ચાલુ વર્ષે ગુજરાત સરકારની ગુનાહિત બેદરકારીના કારણે સદંતર જુઠ્ઠા આંકડા વાવેતર અંગેના સરકારે વીમાની અમલીકરણ એજન્સી એગ્રીકલ્ચર ઇન્શ્યોરન્સ કંપની ઓફ ઇન્ડિયા લિમીટેડ (AIC) ને મોકલ્યા હતાં.  આ ગંભીર ભૂલના કારણે જે ખેડૂતોએ વીમો ઉતરાવેલ છે તેમના પાકના વીમાની જમીનનું કુલ ક્ષેત્રફળ એ સરકારે બતાવેલા કુલ વાવેતરના આંકડાઓ કરતા વધી જાય છે. આમ સરકારે દર્શાવેલું કુલ વાવેતર કરતા ખેડૂતોએ ઉતરાવેલા પાકના વીમાનું વાવેતરનું ક્ષેત્રફળ વધારે થતું હોય તો સ્વભાવિક રીતે જ વીમા કંપની વાધો ઉઠાવે. આમ ગુજરાતમાં ખેડૂતોને મળવા પાત્ર વીમાની રકમ અટવાઈ પડી છે. ગુજરાતના ખેડૂતોના ૧૧ જાતના જુદા જુદા પાકના વીમા માટેના કલેઈમની રકમ ૩૧૦૭ કરોડ રૂપિયા આકરવામાં આવેલી છે. જેમાનો મોટો કલેઈમ એ મગફળીનો છે. અને તેની રકમ ૩૦૪૮ કરોડ રૂપિયાની આંકવામાં આવી છે. ઇન્શ્યોરન્સ કંપની દ્વ્રારા ખેડૂતોના પાક વીમાની આ રકમ માટેનું ક્ષેત્રફળ એ ગુજરાત સરકારે કુલ વાવેતરના જે ક્ષેત્રફળ દર્શાવેલા છે તેનાથી વધારે થઈ જાય છે. ગુજરાત સરકારની આ ગંભીર ભૂલના કારણે વીમા કંપની એ એગ્રીકલ્ચર ફાઈનાન્સ કોર્પોરેશન લિમીટેડ (AFC) ને વીમાના કલેઈમની અને પાક વાવેતર થયાની પરીસ્થિતિના ચકાસણી માટે રાખવાની ફરજ પડી છે અને પરિણામે વીમો ચુકવવામાં વિલંબ થઈ રહ્યો છે. ગુજરાતમાં હાલ દુષ્કાળની પરીસ્થિતિ છે અને જો ગુજરાતની ભાજપની સરકારે આ પ્રકારની પાક વાવેતર દર્શાવવાની બાબતમાં ગંભીર ભૂલ ન કરી હોત તો અત્યાર સુધીમાં ખેડૂતોને પાક વીમાની રકમ મળી ગઈ હોત. અછતનું વર્ષ પૂર્ણ થયા પછી વિલંબથી પાક વીમાની રકમ ખેડૂતોને મળેતો ખરા અર્થમાં અછતના વર્ષમાં વીમાની રકમ ઉપયોગી ન થઈ શકે.

       ગુજરાતના મુખ્યમંત્રી અને મંત્રી મંડળના સભ્યો સતત જુઠ્ઠાણાઓ ફેકતા હોય છે અને પરિણામે જુઠ્ઠાણા ફેંકુ ફેક્ટરી જેવી પરીસ્થિતિ ગુજરાત સરકારની પેદા થઈ છે. થોડા સમય પહેલા ગુજરાત સરકારના ભાજપના એક મંત્રીશ્રીએ નિવેદન કર્યું હતું કે ખેડૂતોને પાક વીમાની રકમ એટલા માટે નથી મળતી કે કેન્દ્ર સરકારે પોતાના હિસ્સાના રૂપિયા વીમા કંપની પાસે જમા કરાવ્યા નથી. આજે કેન્દ્ર સરકાર માંથી પ્રાપ્ત થયેલા આધારભૂત દસ્તાવેજને પ્રેસ અને મીડિયા સમક્ષ  રજુ કરાતા ગુજરાતની ભાજપની સરકારનું એક વધુ જુઠ્ઠાણાનો પર્દાફાશ થયો હતો. કેન્દ્ર સરકાર માંથી પ્રાપ્ત થયેલા આધારભૂત દસ્તાવેજમાં સ્પષ્ટ લખાયું છે કે ગુજરાતમાં ખરીફ ૨૦૧૨ ના પાક વીમા માટે કેન્દ્ર સરકારે વીમા કંપની AIC ને રૂપિયા ૭૦૦ કરોડ એડવાન્સમાં ચૂકવી આપેલા છે અને જરૂર પડેતો વધારે રકમ પણ માંગવા માટે સ્પષ્ટ રીતે કેન્દ્ર સરકારે લખી આપેલું છે. આમ કેન્દ્ર સરકારે એડવાન્સમાં પોતાના હિસ્સે આવતી પાક વીમાની રકમ વીમા કંપનીને જમા કરી આપી હોવા છતાં ગુજરાતના ખેડૂતોને પાક વીમાની રકમ હજુ સુધી મળી શકી નથી અને તેના પાપની ભાગીદાર ગુજરાતની ભાજપની સરકાર જ છે.

       કેન્દ્ર સરકારે આ બધીજ પરીસ્થિતિમાં પણ ખેડૂતોને તાત્કાલિક મદદરૂપ બનવા માટે એગ્રીકલ્ચર ઇન્શ્યોરન્સ કંપની ઓફ ઇન્ડિયા લિમીટેડ (AIC) ને ગુજરાત સરકારની જ ભૂલના કારણે ખેડૂતો દુઃખી ન થાય તે માટે તાત્કાલિક વીમાની રકમના કલેઈમ સેટલ કરવા અને વિસંગતતાઓ દુર કરવા માટે જણાવ્યું છે.

          Senior Congress leader and former Leader of Opposition Shaktisinh Gohil has exposed one more lie of Gujarat government. Circulating details of crop insurance claims of Gujarat farmers, he said that it was a clear case of criminal negligence of Gujarat government which was being turned as a case of injustice to Gujarat by the centre by Chief Minister and his colleagues.

Giving details of this, he said that government has no real figures of the cultivated land in the state. Earlier it was done by maintaining water register. Government sent figures which were not real. As a result the figures sent by Gujarat government to the Agriculture Insurance Company of India Limited did not match with the figures of land insured by farmers.

This criminal negligence of the government has led to the situation where the total insured land area by farmers appears more than what the government records claim. Crop insurance claim for 11 different crops of Gujarat farmers is estimated to be around Rs 3107 crore. Of this maximum is of groundnut which is Rs 3048 crore.

Gujarat farmers are facing scarcity condition. Had Gujarat government not acted with criminal negligence, Gujarat farmers would have got money by now. Money after the scarcity period cannot be used productively in the farms.

CM and council of ministers constantly tell lies and consequently the state government has become a feku factory of lies. Sometime back one of the minister of the Modi government claimed that the state government was not able to pay crop insurance to the farmers as the Centre has not paid dues. But the documents prove otherwise. This shows another lie of Modi government.

According to authentic documents central government has paid Rs.700 crore in advance for crop insurance through AIC. On its own, centre even asked state government to ask for more money. The state government has committed a sin by not paying crop insurance to farmers. Still the centre government has asked Agriculture Insurance Company of India (AIC) to remove anomalies and immediately settle the claims of farmers.

• Gujarat has got millions of rupees from centre, but it is not undertaking relief work in scarcity hit areas.
• BJP government is playing vote politics in the name of cow protection, but has done nothing for starting water or cattle camps. Consequently cattles are dying.
• Government has adopted a policy that Gaushalas of Jains and other social workers do not get any help for their humanitarian causes.
• Cattle owners have to pass through a maze of hurdles to get grass card.
• Relief works, cash doles, water distribution or cattle camps, nothing has been started.

            Senior Congress leader and former Leader of Opposition Shaktisinh Gohil today lashed out against insensitive and anti people BJP government in the state. He said that despite liberal help from central government and set proceedures to help scarcity affected people in Gujarat, the government had not initiated any relief measure.

           On the other hand, Gohil said, the government which always uses cow protection issue in its election planks has done nothing for cattle in the scarcity affected areas. What is more shocking is the policies of the government which makes helps to gaushaalas and cattle owners inaccessible through maze of bureaucratic hurdles, he further pointed out.

           In his media interaction, he provided details he got from the Union Agriculture Minister which showed that Central govt has given additional relief of Rs 864.71 crore   to help Gujarat in the time of crisis and a massive amount of Rs 1909.72 crore is lying in the Gujarat account of State Disaster Response Fund. This has been conveyed through a letter D.O.MO. 7-1/2012-DM of May 6, 2013. He circulated a copy of this letter to media.

           He recalled the days when government in the past used to provide people water in affected areas through tankers or other means. This year people are forced to buy water from private suppliers and they are spending more on water than milk, he said.

           Similarly, the age old system of starting cattle camps has been given a go by and cattles are dying because of shortage of water and fodder. Neither there is any provision of cash doles nor for seeds to people. He pointed out that the government has not started any scarcity relief work to provide employment to people this year.

           People have no water. Power supply has been reduced from ten to eight hours even as people need power supply for 24 hours a day to meet their demand for water. Even the 8 hour power supply is during night time which adds more problems to farmers. BJP government is playing vote politics in the name of cow protection, but is doing great injutce to them. He showed a recent circular of the state government 202012 – 424 –S -1 and said that it showed clear attempts how not to help cows. Government has adopted a policy that Gaushalas of Jains and other social workers do not get any help for their humanitarian causes. He quoted a para of the above circular that “cattles in panjarapoles and gaushalas in nagarpalika and nagar panchayat areas will not get help”. He said that it is a well known fact that villages do not have panjarapoles and gaushalas. Big cities have these organizations where people from villages keep their cattle in the time of crisis.

           The circular also has a provision that these organizations would also not get grass at subsidized rates. This has posed a great problem for the organizations involved in the humanitarian activity. Earlier all were given help for starting cattle camps.

           He said that even those who declared eligible for help are made to fill a form for grass card which seeks all kind of irrelevant and unnecessary data. This makes it herculean task. Gohil pointed out that cattle census was done in 2012 and government could get all necessary information from its own records rather than asking scarcity affected people do the task.

        ગુજરાતમાં અછતની પરીસ્થિતિને પહોંચીવળવા માટે કેન્દ્ર સરકારે રૂપિયા ૮૬૪.૭૧ કરોડ રૂપિયાની રકમ મંજુર કરી છે. ઉપરાંત ડિઝાસ્ટર રિસ્પોન્સ ફંડમાં ગુજરાત સરકાર પાસે રૂપિયા ૧૯૦૯.૭૨ કરોડ રૂપિયા જમા પડી રહ્યા છે. કેન્દ્રના કૃષિ મંત્રીશ્રી શરદ પવારજી એ તેમના પત્ર કમાંક D.O.MO. 7-1/2012-DM તા. ૦૬.૦૫.૨૦૧૩ ના કોંગ્રેસના વરિષ્ઠ આગેવાન શક્તિસિંહ ગોહિલને લખેલા પત્રમાં સ્પષ્ટ જણાવેલી છે. આજે પ્રેસ અને મીડિયાને આ પત્રની નકલ આપીને શક્તિસિંહ ગોહિલે જણાવ્યું હતું કે કેન્દ્ર સરકારે અછતમાં મદદરૂપ થવા ગુજરાતને કરોડો રૂપિયા ફાળવ્યા હોવા છતાં ગુજરાતના અછતગ્રસ્ત વિસ્તારના ખેડૂતો, પશુપાલકો તથા આમ આદમીને ગુજરાતની ભાજપની સરકાર સહેજ પણ મદદરૂપ થવા માટે પ્રયત્ન કરતી નથી. ભૂતકાળમાં જયારે અછત જાહેર થતી ત્યારે લોકોને ઘેર ઘેર ટેન્કર કે અન્ય વ્યવસ્થા કરીને પણ સરકારી ખર્ચે સરકાર પીવાનું પાણી પરું પાડતી હતી.  આ વર્ષે અછતગ્રસ્ત વિસ્તારના શહેરો હોય કે ગામડાઓ હોય લોકોએ વેચાતું પાણી લઈને પાણી પીવું પડે છે. લોકો દૂધ કરતા પાણીના રૂપિયા વધારે ચુકવે છે પરંતુ સરકાર પાણીની વ્યવસ્થા કરતી નથી.  જયારે જયારે અછત જાહેર થાય ત્યારે ગામે ગામ ઢોરવાડા શરૂ કરવાનું કામ સરકારી તંત્રજ કરતું હતું.  આ વર્ષે મૂંગા પશુઓ ધાસ અને પાણી વગર ટળવળીને મુત્યુ પામે છે પરંતુ ક્યાં કોઈ પણ જગ્યાએ ઢોરવાડા (કેટલ કેમ્પ) શરૂ કરવામાં આવ્યા નથી. અછતગ્રસ્ત વિસ્તારમાં જરૂરીયાતમંદ લોકોને રોકડ સહાય (કેશ ડોલ્સ) તાત્કાલિક ચુકવવામાં આવતા હતાં કમનસીબે પ્રવર્તમાન સરકાર તરફથી ગરીબ માણસ માટે આવી કોઈજ વ્યવસ્થા હજી સુધી કરવામાં આવી નથી. અછત જાહેર થાય ત્યારે ખડૂતોને તગાવી અને બિયારણ સરકાર પુરા પાડતી હતી પરંતુ આ વર્ષે આવી કોઈજ વ્યવસ્થા હજુ સુધી ગુજરાત સરકાર તરફથી કરવામાં આવી નથી. અછત જાહેર થાય ત્યારે ગરીબ માણસને  રાહતના ધોરણે મજુરી કામ પુરુ પાડવામાં આવતું હતું. અછત રાહતના કામોમાં સરકાર ઉદારતા રાખીને ગરીબ મજદૂરને વધારે નાણા મળે તેવા અછતના કામો શરૂ કરતી હતી આ વર્ષે અછતગ્રસ્ત વિસ્તારમાં એક પણ કામ રાહતના ધોરણે શરૂ કરવામાં આવ્યું નથી. કેન્દ્ર સરકાર તરફથી કરોડો રૂપિયા પ્રાપ્ત થયા હોવા છતાં ગુજરાતના અછતગ્રસ્ત લોકો માટે સરકાર તરફથી કોઈ કામગીરી કરવામાં આવી રહી નથી. ખેડૂતો થોડુંઘણું પાણી પોતાના કુવામાં હોય તે ઉપાડે અને ત્યાર પછી થોડા કલાકો રાહ જોયા પછી ફરી થોડું પાણી એકઠું થાય તે ઉપાડી શકે તેવી પરીસ્થિતીનું નિર્માણ થયું છે, આ સંજોગોમાં ખેડૂતોના ખેતરમાં ૨૪ કલાક વિજળી સરકારે પૂરી પાડવી જોઈએ તેના બદલે ખેડૂતોને જે ૧૦ કલાક વિજળી મળતી હતી તેમાં પણ કાપ મુકીને માત્ર ૮ કલાક વિજળી અને તે પણ મોટાભાગે રાત્રીના જ સમયે આપવાનો નિર્ણય ગુજરાતની ભાજપની સરકારે કરીને અછતગ્રસ્ત ખેડૂતોને પડ્યા પર પાટું મારવા જેવી સ્થિતિનું નિર્માણ કર્યું છે.       

             ગાયોના નામે મતબેંકનું રાજકારણ સત્તા મેળવવા માટે ભારતીય જનતા પક્ષ કરે છે. સત્તામાં આવ્યા પછી જે ગાયોના નામે મતો લીધા હોય છે તેનેજ સૌથી મોટો અન્યાય ભારતીય જનતા પક્ષની સરકારમાં થાય છે તેનો સૌથી મોટો પુરાવો ભાજપની ગુજરાત સરકારનો તાજેતરનો પરિપત્ર ક્રમાંક નંબર ૨૦૨૦૧૨- ૪૨૪- સ-૧ છે. આ પરિપત્રમાં ગુજરાતમાં ગાયોને કેમ મદદ ન થઈ શકે તે માટેની પૂરી કોશિશ  કરવામાં આવી છે. પાંજરાપોળ કે ગૌશાળામાં જે સેવાભાવી સંસ્થાઓ કે જૈન સમાજના ટ્રસ્ટો પશુઓને બચાવવાનું માનવતાનું કામ કરે છે તેમને સરકારે સહાય માંથી વંચિત રાખવાની પેરવી કરી છે. ભૂતકાળની તમામ સરકારો જયારે અછતની પરીસ્થિતિ પેદા થાય ત્યારે પાંજરાપોળો કે ખુબજ ઉદારભાવના સાથે મદદરૂપ થતી હતી. પ્રવર્તમાન ભાજપની સરકારે પરિપત્રના પેરેગ્રાફ – ૨ માં સ્પષ્ટ રીતે એવી જોગવાઈ કરી છે કે “શહેરી વિસ્તાર એટલેકે નગરપાલિકા કે નગર પંચાયત વિસ્તારની પાંજરાપોળ કે ગૌશાળાના પશુઓને સહાય મળશે નહીં” હકીકતમાં નાના ગામડાઓમાં ક્યારેય ગૌશાળાઓ કે પાંજરાપોળ હોતી નથી પરંતુ મહાનગરો કે નગર પંચાયત અથવા નગર પાલિકા  વિસ્તાર માંજ ગૌશાળા કે પાંજરાપોળ આવેલી હોય છે અને ગામડાના લોકો દુષ્કાળની પરીસ્થિતિમાં પોતાના માલ ઢોર ને આ પાંજરાપોળો કે ગૌશાળાઓમાં મૂકી આવતા હોય છે. આ વાસ્તવિકતા હોવા છતાં ગુજરાતની ભાજપની સરકારે પોતાના પરિપત્રથી ગૌશાળાઓ અને પાંજરાપોળો શહેરી વિસ્તારની ગૌશાળાઓને સહાય ન મળે તેવી જોગવાઈ કરી નાખી છે અને તેથીજ પશુધનને મદદરૂપ થનાર ટ્રસ્ટોને કે સેવાભાવી સંસ્થાઓને ખુબ મોટી મુશ્કેલી પેદા થયેલી છે. સરકારના આજ પરિપત્ર દ્વારા આ ગૌશાળા કે પાંજરાપોળોને રાહતદર નું ઘાસ પણ નહીં આપવામાં આવે તેવી જોગવાઈ કરવામાં આવી છે. ભૂતકાળની સરકારો કોઈ પણ રજીસ્ટર ટ્રસ્ટનો પણ આગ્રહ રાખ્યા વગર જે કોઈ વ્યક્તિ દુષ્કાળની પરીસ્થિતિમાં ઢોરવાડા શરૂ કરવા માગે તેમને સહાય આપતી હતી.

        ભૂતકાળની સરકારો પશુઓના ઘાસ માટે ખુબજ સરળતાથી ઘાસ પ્રાપ્ત થઈ શકે તે માટે ઘાસના ડેપો ઠેક ઠેકાણે ઉભા કરતી હતી. પશુપાલકો કે ખેડૂતોને ઘાસ મેળવવામાં ખુબજ સરળતા રહે તેવી વ્યવસ્થા પણ સરકાર તરફથી થતી હતી જયારે વર્તમાન ગુજરાતની ભાજપની સરકારે પશુપાલકો કે ખેડૂતોને ઘાસ મેળવવા માટે અત્યંત મુશ્કેલી પડે તેવી પ્રકારનો એક ફોર્મ ભરવાનું સડયંત્ર કર્યું છે. ઘાસ મેળવતા પહેલા ઘાસ કાર્ડ મેળવવા માટે જે ફોર્મ ભરવાનું છે તેમાં બિનજરૂરી એવી માહિતીઓ માંગવામાં આવી છે કે પશુપાલકોને સરળતાથી ઘાસ મળેજ નહીં. ૨૦૧૨ માંજ પશુધનની ગણતરી કરવામાં આવી છે અને દરેક વ્યક્તિ પાસે કેવા પ્રકારના કેટલા પશુ છે તેનો સંપૂર્ણ રેકોર્ડ સરકાર પાસે ઉપલબ્ધ છે. આ સંજોગોમાં આ પશુ ગણતરીના રેકોર્ડના આધાર પર સરળતાથી જ સીધાજ ઘાસના માટેના કાર્ડ સરકરે બનાવવી આપવા જોઈએ તેના બદલે એક સાત કોઠા વાળું ફોર્મ બનાવીને પશુપાલકો અને ખેડૂતોને ઘાસ મેળવામાં મુશ્કેલી પેદા થાય તેવા પ્રકારની ગોઠવણ ભાજપની સરકારે કરી છે. કેન્દ્ર સરકારે દુષ્કાળમાં ગુજરાતના અછતગ્રસ્ત લોકોને મદદરૂપ થવા કરોડો રૂપિયાની સહાય આપી છે ત્યારે ગુજરાતની સરકાર આ સહાય જરૂરીયાતમંદ સુધી કેમ ન પહોચે તેના ચોગઠાઓ ગોઠવીને પરેશાન કરી રહી છે.

• In the past all governments took all political parties in confidence on the Narmada issue.
• BJP Chief Minister of Madhya Pradesh harmed interest of Gujarat by objecting to permission to Gujarat for use of surplus water of Narmada in the 84^th meeting of NCA.
• At a lavish function at Siddhpur on September 8,2005 Chief Minister had claimed that Sarasvati river near Siddhpur will have Narmada water round the year. The river had Narmada water on that day only.
• To cover up his criminal negligence in the case of Narmada project, he is keeping other parties away from the project and resorting to lies.
• Gujarat is not pursuing work of rehabilitation of Narmada Project Affected Persons while Madhya Pradesh is not taking up other works of the project. As a result, a committee of the tribunal is not giving permission to close doors of the project.
• This permission is not to be given by the centre, but Chief Minister is dragging centre for petty political gains.
• Instead of giving benefits of farmer centric Narmada project to most needy people, Chief Minister has started giving its advantage to his industrialist friends.
• The command area of Narmada has been decided by the Tribunal. Any kind of arbitrary indulgence in it can cause a heavy damage to the project.
• Why leaders of other political parties were not invited to speak a programme organized by NGOs on Narmada. Chief Minister should discuss salient feature of Narmada project on public platform.

          Senior Congress leader and former Leader of Opposition Shaktisinh Gohil today charged Gujarat Chief Minister with using Narmada project for a canard campaign against the centre. This is just to conceal his own failures in implementing state’s most ambitious multipurpose project which is life line of Gujarat, he said.

           In media interaction, Gohil said that Chief Minister who was feeling the heat of agitational mood of scarcity affected people of Gujarat was resorting to blame game rather addressing the issue with people sensitive mindset. But that is not on the agenda of the Chief Minister who is always busy promoting his image at the cost of people and resources of Gujarat.

           In the past, he said, all political parties had a joint front on the issue of Narmada project. But now the Chief Minister is not taking anyone in confidence. This is just because this would expose him and his failures.

           Gujarat gets more than 9MAF of Narmada which is its share. This can help provide water to people of parched Gujarat. Narmada Tribunal has made it clear that Gujarat can use the surplus water, but BJP ruled Madhya Pradesh has objected to it on flimsy grounds. Gohil circulated copy of minutes of the 84^th meeting of NCA where these objections have been recorded. Chief Minister should persuade his counterpart not to throw spanners in the implementation of Narmada project if he is genuinely interested in the welfare of Gujarat and its people.

           At a levish function at Siddhpur on September 8, 2005 Chief Minister had claimed that Sarasvati river near Siddhpur will have Narmada water round the year. He had said that the check dams in the bed of SaraswatiRiver will be filled by Narmada water through canal and pipelines. And thus the river will have water round the year. Chief Minister had gathered more than 150 religious leaders and others to make the function a great publicity show. No water has been brought into the river after that day.If saints present at 2005 meeting go to Siddhpur today, they will find people playing cricket in the river bed, Gohil said.

           They would realize how great “Feku” is Gujarat Chief Minister. It is precisely for his lies that people call Gujarat Chief Minister “Feku” in the cyber world, matter of shame for six crore Gujaratis.

           Gohil said that Gujarat government was not taking steps for the rehabilitation of project affected persons despite the fact that it was decided in the meeting of the task force of held on January 8 last year. On the other hand Madhya Pradesh is also not doing anything. As a result, the committee appointed by the Tribunal is not giving permission for closing the doors of the dams and construction of piers. Centre has nothing to do with permission while Chief Minister is dragging centre just for political leverage.

 Gohil said that the issue of closing of the doors was not relevant since Gujarat can provide Narmada water to people provided it has canal work ready. For this no permission is needed, he pointed out. It is already cleared.  How can he recharge dams of Saurashtra when canal work is not ready and MP is raising objections to use of surplus water by Gujarat, Gohil wondered.

           Instead of giving benefits of farmer centric Narmada project to most needy people, Chief Minister has started giving its advantage to his industrialist friends. Gohil rolled out figures which show that Gujarat was slicing off Narmada command area for the benefit of industrialists by setting up Special Investment Regions and Special Economic Zones.

           He said that 28,000 hectare of land of Bhal area was denotified for setting up Dholera SIR. This is in Narmada command area. Similarly, 13,000 hectare command area land around Sanand has been denotified for SIR and GIDC. Other such cases are, he said,45259 hectare of Bharuch and Vagra taluka for petroleum and petrochemical SIR, 16800 hectare of Aliabet for entertainment SIR, 16674 hectare of villages of Santalpur and Radhanpur taluka has been denotified for a SIR and12229 hectare of Halol, Kalol and Savali taluka for a SIR. Much of this land is of Narmada command area.

           In addition to this, state government plan for 11 other SIR will make landless thousands of farmers of Sanand , Bavala, Bhachau, Anjar, Bhuj, Malia, Mandal, Sami Bahucharaji, Dabhoi and Tilakwada.  Government also has proposal for SEZs which will require a total of 319.78 Sq kms in different parts of the state, mainly in the command area. Government cannot denotify this land since the command area is defined and demarcated by the Tribunal.

           Gohil cited example of Rajasthan to drive home his point that sincere implementation of scheme can work miracle. Rajasthan has a share of 0.5 MAF and command area of 75,000 hectare. But through innovative irrigation schemes, Rajasthan has an operational command area of 2.25 lakh hectare. Gujarat gets 9 MAF with command area of 16.08 lakh hectare, but it has not increased even an inch. On the other hand, Gohil said, Gujarat has worked in five lakh hectare only.

           Why leaders of other political parties were not invited to speak a programme organized by NGOs on Narmada, he asked. Gohil challenged Modi to discuss issues of Narmada project on a public platform. He reminded Modi of days when Chief Ministers used to hold all party meetings. Why this practice has been stopped, he asked. At the same time he extended full support to Gujarat government in smooth and quick implementation of the project.

• તા. ૦૮-૦૯-૨૦૦૫ના રોજ સિધ્ધપુર ખાતે મુખ્યમંત્રીએ લાખોના ખર્ચે સમારંભ કરીને કહ્યું હતું કે નર્મદાનું પાણી સિધ્ધપુરના પાદર સુધી સરસ્વતીમાં બારે માસ ભરેલું રહેશે અમે તે પછી ક્યારેય પાણી આવ્યું જ નથી.
• નર્મદા યોજનામાં પોતે કરેલી ગુન્‍હાહિત બેદરકારીને ઢાંકવા માટે અન્‍ય પક્ષોને દૂર રાખીને જુઠ્ઠાણાના સહારે નાટક ચાલુ કરેલ છે.
• ગુજરાત સરકાર અસરગ્રસતોને સમજાવી અને પુનઃવસન કરતી નથી અને બીજુ કામ મધ્‍યપ્રદેશની ભાજપની સરકાર કરતી નથી તેથી ગુજરાતના ડેમના દરવાજા બંધ કરવાની મંજૂરી ટ્રિબ્‍યુનલના ચૂકાદાથી બનેલી કમિટી આપતી નથી.
•  આ મંજૂરી કેન્‍દ્ર સરકારે નથી આપવાની. આમ છતાં મુખ્‍યમંત્રી સદંતર જુઠ્ઠાણા ફેંકે  છે.
• ગુજરાતના ખેડૂતો માટેની નર્મદા યોજનાનો લાભ અતિ જરૂરિયાતમંદ ખેડૂતોને આપવાના બદલે મુખ્‍યમંત્રીશ્રીએ પોતાના માનીતા ઉદ્યોગપતિઓને આપવાનું ચાલુ કરેલ છે.
• નર્મદાનો કમાન્‍ડ એરીયા ટ્રિબ્‍યુનલના ચૂકાદા આધારિત નક્કી થયેલ છે. આ કમાન્‍ડ એરિયામાં મનસ્‍વી છેડછાડ કરવાથી ભવિષ્‍યમાં નર્મદા યોજનાને ખૂબ જ મોટુ નુકશાન થઈ શકે છે.
• NGOના આયોજીત કાર્યક્રમમાં કેમ અન્‍ય રાજકીય પક્ષના નેતાઓને પ્રવચન આપવા ન બોલાવાયા? મુખ્‍યમંત્રી નર્મદા યોજનાની એક જાહેર મંચ પર ચર્ચા કરે.
• આજે જ્યારે પૂરતું પાણી છે ત્‍યારે કેનાલ પ્રવર્તમાન સરકાર કે જે ૧ર વર્ષથી શાસન કરે છે તેણે પૂર્ણ કરી નથી તેથી જનતા મુશ્‍કેલીમાં છે. મુખ્‍યમંત્રી જાહેર મંચ પર ચર્ચા કરે અને તેમની નિષ્‍ફળતા સાબીત કરી આપીશું.

 

      નર્મદા યોજના એ ગુજરાતની જીવાદોરી છે. ભૂતકાળમાં તમામ રાજકીય પક્ષો સાથે મળીને નર્મદા યોજના માટે રાજકીય પક્ષાપક્ષથી ઉપર ઉઠીને સાથે મળીને લડતા હતાં. કમનસીબે પ્રવર્તમાન મુખ્‍યમંત્રીશ્રીએ આ પરંપરા તોડી છે. અને નર્મદા યોજનામાં પોતે કરેલી ગુન્‍હાહિત બેદરકારીને ઢાંકવા માટે અન્‍ય પક્ષોને દૂર રાખીને જુઠ્ઠાણાના સહારે નાટક ચાલુ કરેલ છે. હકીકતમાં ગુજરાતના ભાગે આવતા નવ એકર મિલિયન ફીટ પાણી કરતાં પણ વધારે પાણી ગુજરાતને ઉપલબ્‍ધ છે. અને સરપ્‍લસ પાણી વાપરવા માટે આયોજન કરવામાં પ્રવર્તમાન મુખ્‍યમંત્રીશ્રી નિષ્‍ફળ રહ્યા છે. તેથી છતા પાણીએ લોકો પાણીની હાડમારી ભોગવે છે. ગુજરાત સરપ્‍લસ પાણીનો ઉપયોગ કરી શકે છે અને તે અંગેનો સ્‍પષ્‍ટ ચૂકાદો (NWDT) ટ્રિબ્‍યુનલ મારફત અપાઇ ગયેલ છે. આમ છતાં મધ્‍ય પ્રદેશની ભાજપની સરકારે ગુજરાતના  સરપ્‍લસ પાણી પરના અધિકાર, નવી પદ્વતિથી પ્રવાહની ગણતરી, સ્‍ટોરેજ અને કેરી ઓવર સ્‍ટોરેજ અંગેના વાંધાઓ નર્મદા માટેની N.C.A    (નર્મદા કંટ્રોલ ઓથોરીટી) અને S.S.R.R.C.ની કમિટી સમક્ષ ઉભા કરેલ છે. N.C.A ની ૮૪મી મીટીંગમાં મધ્‍યપ્રદેશ દ્વારા જે મુદ્દાઓ ગુજરાત વિરુદ્વના ઉભા કરવામાં આવેલ હતા તેની નોંધ મિનિટ્સમાં છે. જે મિનિટ્સની નકલ કોંગ્રેસના વરિષ્‍ઠ આગેવાન શ્રી શક્તિસિંહ ગોહિલે પ્રેસ અને મિડિયાને આપીને જણાવ્‍યું હતું કે, જુઠ્ઠાણા ફેંકવાના બદલે ગુજરાતના મુખ્‍યમંત્રી પ્રથમ તેમની જ પાર્ટીના મધ્‍ય પ્રદેશના મુખ્‍યમંત્રીને ગુજરાતનું અહિત કરતા રોકે.

            ગુજરાતના મુખ્‍યમંત્રીએ તા. ૦૮-૦૯-૨૦૦૫ના રોજ વિશાળ મેદની ભેગી કરીને પાટણ જિલ્‍લાના સિધ્‍ધપુર ખાતે નર્મદા નીર સરસ્‍વતી સન્‍માનના નામે મોટો તાયફો કર્યો હતો. રાજ્યના અગ્રગણ્ય સંતોને ઉપસ્‍થિત રાખવામાં આવ્‍યા હતાં. મુખ્ય મંત્રીશ્રીના તે દિવસના પ્રવચનના અક્ષર સહ પ્રસીધ્ધ થયેલ અંશોને રજુ કરીને શક્તિસિંહે જણાવ્યું હતું કે મુખ્યમંત્રીએ પોતાના ભાષણમાં કહ્યું હતું કે “સરસ્વતી નદીના પટમાં ચેકડેમ છે તેમાં રોજના ૭૦ થી ૮૦ ક્યુસેકસ પાણી કેનાલ અને પાઈપ લાઈન મારફત છોડીને નદીમાં વહેવડાવવામાં આવશે. બારે માસ સિધ્ધપુરના  સિમાડા સુધી પાણી ભરેલું રહેશે. ઋષિ પંચમીના દિવસે સરસ્વતીમાં નર્મદાનું પાણી વહેવડાવીને મે મિત્રો મહાસંગમનું સર્જન કરેલ છે.” ૨૦૦૫ માં લાખો રૂપિયા પ્રજાની તિજોરીના વેડફીને ૨૦૦૦ જેટલી બસો રોકી રાખીને કરાયેલ તાયફા પછી બારે માસ સિધ્ધપુરના પાદર સુધી પાણી ભરેલું રહેવાનું જુઠ્ઠાણું ફેકનાર મુખ્યમંત્રીને આજે એ નદીના પટમાં ક્રિકેટ રમતા છોકરાઓને નીહાળવા જોઈએ. સિધ્ધપુરની નદીમાં ૨૦૦૫ ના મુખ્યમંત્રીના બણગા પછી એક વખત પણ નર્મદાનું પાણી ભરાયું નથી. પોતાના જુઠ્ઠાણા માટે ૧૫૦ સાધુ સંતોને મુખ્યમંત્રીએ સિધ્ધપુર હાજર રાખ્યા હતાં આ સાધુ સંતો સિધ્ધપુરની સરસ્વતી નદીના તટમાં જઇને જુએ તો ખબર પડશે કે મુખ્યમંત્રી કેટલા      “મોટા ફેંકુ” છે. ગુજરાતમાંથી પૂજ્ય મહાત્‍મા ગાંધીએ સત્‍યનો સંદેશ આપીને ગુજરાતીઓનું ગૌરવ વધાર્યુ હતું. હવે જ્યારે ગુજરાતના મુખ્‍યમંત્રી સદંતર જુઠ્ઠાણા ફેંકે છે અને તેથી ગુજરાતના મુખ્‍યમંત્રીને દુનિયામાં લોકો “ફેંકુ” કહે છે ત્‍યારે દરેક ગુજરાતીને શરમ આવે છે. ગુજરાતના મુખ્‍યમંત્રીશ્રી ગુજરાતની અસ્‍મિતા માટે જુ્ઠ્ઠાણા ફેંકવાનું બંધ કરે.

       નર્મદાના દરવાજા બંધ કરવા અને પીયર્સના બાંધકામ માટે જરૂરી પુનઃવસનનું કામ મધ્‍યપ્રદેશ, ગુજરાત અને મહારાષ્‍ટ્રે કરવાનું છે. તેમાં મહારાષ્‍ટ્રના ૩ર૩ અસરગ્રસ્‍ત પરિવારના પુખ્તવયના દિકરા દિકરીઓને વધારાની એક હેકટર જમીન આપવાની છે તે અસરગ્રસ્‍ત પરિવાર ગુજરાતમાં જમીન લેવા તૈયાર થયા હોવાથી N.C.A ની ટાસ્‍કફોર્સ  કમિટીની રરમી મીટીંગ  કે જે તા. ૦૮-૦૧-ર૦૧રના રોજ મળેલી તેમાં નક્કી થયેલ કે ગુજરાત સરકાર સરકારી જમીન સિવાયની સારી ખેતીની જમીન ખરીદ કરીને અસરગ્રસ્‍ત પરિવારોનું પુનઃવસન કરશે. આજે આ વાતને મહિનાઓ થયા છતાં ગુજરાત સરકાર અસરગ્રસતોને સમજાવી અને પુનઃવસન કરતી નથી અને બીજુ કામ મધ્‍યપ્રદેશની ભાજપની સરકાર કરતી નથી તેથી ગુજરાતના ડેમના દરવાજા બંધ કરવાની મંજૂરી ટ્રિબ્‍યુનલના ચૂકાદાથી બનેલી કમિટી આપતી નથી. આ મંજૂરી કેન્‍દ્ર સરકારે નથી આપવાની. આમ છતાં મુખ્‍યમંત્રી સદંતર જુઠ્ઠાણા ફેંકે છે. હકીકતમાં દરવાજા બંધ કર્યા વગર પણ આપણને પૂરતું પાણી મળે છે પરંતુ તેનો ઉપયોગ કરવામાં આવતો નથી. નર્મદા કેનાલનું સંપૂર્ણ કામ પૂરૂ કર્યા પછી નવ એકર મિલિયન ફીટ પાણી ગુજરાતને મળવાનું છે.  અને તેના માટેનો કમાન્‍ડ એરીયા ફીક્સ છે. સરપ્‍લસ પાણી સામે મધ્યપ્રદેશ  વાંધો ઉઠાવે છે. તો ગુજરાતના મુખ્‍યમંત્રી સૌરાષ્‍ટ્રના ડેમો કેવી રીતે ભરશે? તે ગુજરાતની જનતાને જણાવે? ટ્રિબ્‍યુનલની ગણતરી મુજબ હાલ ગુજરાતમાં ૧૧ થી ૧ર મિલીયન એકર ફીટ પાણી આવે અને જ્યારે ઉપરની મધ્યપ્રદેશની તમામ યોજના પૂર્ણ થશે પછી ૯ એકર મિલીયન ફીટ પાણી ગુજરાતમાં આવશે.

       ગુજરાતના ખેડૂતો માટેની નર્મદા યોજનાનો લાભ અતિ જરૂરિયાતમંદ ખેડૂતોને આપવાના બદલે મુખ્‍યમંત્રીશ્રીએ પોતાના માનીતા ઉદ્યોગપતિઓને આપવાનું ચાલુ કરેલ છે. ભાલના ખેડૂતોને તથા કચ્‍છને માટે નર્મદા યોજના જરૂરી છે. તેવી દલીલ ગુજરાત સરકારે સુપ્રિમ કોર્ટ પાસે કરી હતી અને આજે ભાલના ખેડૂતો નર્મદાના કમાન્‍ડ એરીયામાંથી ર૮૦૦૦ હેક્ટર જમીન ડીનોટીફાઇડ કરી નાખવામાં આવી છે. અને ત્‍યાં ધોલેરા S.I.R બનશે. એજ રીતે સાણંદ વિસ્‍તારના ખેડૂતોને જ્યાં લાભ મળવાનો હતો ત્‍યાંની ૧૩૦૦૦ હેક્ટર જમીન ખેડૂતોની સિંચાઇ માટેના નર્મદા કમાન્‍ડ એરીયામાંથી રદ કરીને S.I.R તથા G.I.D.C ને આપી દેવાનું સરકારે નક્કી કર્યુ છે. વાગરા તાલુકાના ૩૩ ગામો અને ભરૂચ તાલુકાના ૧૧ ગામોની ૪પરપ૯ હેક્ટર જમીન પેટ્રોલિયમ અને પેટ્રોકેમિકલ S.I.R માટે, અલિયાબેટ વિસ્‍તારની ૧૬૮૦૦ હેક્ટર જમીન એન્‍ટરટ્રેઇનમેન્‍ટ S.I.R માટે, સાંતલપુર તાલુકાના ર૦ ગામ અને ૩ ગામ રાધનપુર તાલુકાના મળીને ૧૮૬૭૪ હેક્ટર જમીન સાંતલપુર S.I.R માટે તેમજ હાલોલ, કાલોલ અને સાવલી તાલુકાની ૧રરર૯ હેક્ટર જમીન હાલોલ-સાવલી S.I.R માટે નોટીફાઇડ કરી નાખવામાં આવી છે. આ પૈકીની મોટા ભાગની જમીન નર્મદા કમાન્‍ડ એરિયાની છે. આ ઉપરાંત ૧૧ S.I.R ની રાજ્ય સરકારની દરખાસ્‍ત સાણંદ, બાવળા, અંજાર, ભચાઉ, ભુજ, માળીયા, માંડલ, સમી, બહુચરાજી, ડભોઇ, તીલકવાડાના હજારો હેક્ટર જમીન ધરાવતા અને મોટા ભાગના નર્મદા કમાન્‍ડ એરીયામાં આવતા ખેડૂતો જમીન વિહોણા બની જશે. રાજ્ય સરકારની ૩૧૯૬૬.૮૬ હેક્ટર (૩૧૯.૭૮ ચો. કિ.મી.) જમીનની SEZ માટે દરખાસ્‍ત છે. નર્મદાના કમાન્‍ડ એરીયામાંથી ડોનોટીફાઇડ જમીન કરવાની સરકારની કોઇ પોલીસી જ નથી. સરકારને મન પડે ત્‍યાં અને મન પડે ત્‍યારે ખેડૂતને પાયમાલ કરે તે રીતે પિયતમાંથી ડીનોટીફાઇડ જમીન થાય છે. હકીકતમાં નર્મદાનો કમાન્‍ડ એરીયા ટ્રિબ્‍યુનલના ચૂકાદા આધારિત નક્કી થયેલ છે. આ કમાન્‍ડ એરિયામાં મનસ્‍વી છેડછાડ કરવાથી ભવિષ્‍યમાં નર્મદા યોજનાને ખૂબ જ મોટુ નુકશાન થઈ શકે છે.      

       ગોંડલ નજીક દેવડા ગામ પાસે ભાદર નદીમાં મુખ્યમંત્રીએ આજે રવિવારે જુઠ્ઠાણા ફેંકવાની પરાકાષ્ટા પાર કરી હતી. સૌરાષ્ટ્રના તમામ ડેમો અને નદીઓને ચાર લીંક પાઈપલાઈનોથી જોડીને પાણીથી હું છલકાવી દઈશ. ખરેખર આવી જ જાહેરાત ૨૦૦૬માં મુખ્યમંત્રીએ કરી હતી. ૨૦૦૬માં કહ્યું હતું કે નર્મદાનું ૧ એકર મિલિયન ફીટ પાણી હું સૌરાષ્ટ્રને ફાળવું છું અને તમામ ડેમો તથા નદીઓમાં હું નર્મદાનું પાણી વહેવાડીશ. આ વાતને આજે સાત વર્ષ થયા પરંતુ એક ટીપું પાણી કોઈ ડેમમાં આવ્યું નથી. હવે આજે મુખ્યમંત્રીએ કહ્યું કે ચાર લીંક કેનાલ બનાવવામાં આવશે જેનો ખર્ચ રૂ. ૧૦,૮૧૬ કરોડ રૂપિયા થશે. હવે આ વરસના બજેટમાં માત્ર એક હજાર કરોડ રૂપિયા જ ફાળવ્યા છે અને તે રીતે જોઈએ તો આ યોજનાને અગિયાર વરસ લાગે. હવે અગિયાર વરસ દરમ્યાન નર્મદાની ઉપરની યોજનાઓ બની જશે પછી ગુજરાતને સરપ્લસ પાણી મળવાનું જ નથી. આ પછી તો ગુજરાતને પોતાના હિસ્સાનું નવ એકર મિલિયન ફીટ પાણી જ મળવાનું છે તે વાત ટ્રીબ્યુનલના ચુકાદાથી સ્પષ્ટ છે. આ નવ એકર મિલિયન ફીટ પાણી માટે ૧૮.૦૬ લાખ હેક્ટરનો કમાન્ડ અરિયા નિશ્ચિત છે તો પછી સૌરાષ્ટ્રને પાણી ક્યાંથી મળશે? હકીકતમાં છેલ્લા બાર વર્ષમાં નર્મદાનું કેનાલનું અને પાઈપ લાઈનનું કામ પૂર્ણ કરી દેવું જોઈતું હતું તે કર્યું નથી અને તે પાપને ઢાંકવા મુખ્યમંત્રી જુઠ્ઠાણા ફેંકે છે અને નાટક કરે છે.  

       રાજસ્‍થાનને માત્ર ૦.પ મિલિયન એકર ફીટ જ પાણી મળવાનુ છે અને તે પાણીથી રાજસ્‍થાનનો કમાન્‍ડ એરીયા ૭પ૦૦૦ હેક્ટરનો હતો. અદ્યતન ટેકનોલોજી અને કંટ્રોલ ઇરીગેશનનો સદ્દઉપયોગ કરી રાજસ્‍થાને આજે તેનો કમાન્‍ડ એરીયા ૭પ૦૦૦ હેક્ટરમાંથી વધારી ર.રપ લાખ હેક્ટર કરી નાખ્‍યો છે. જ્યારે બીજી તરફ સરદાર સરોવર યોજનાના પાણીમાં સૌથી વધારે હિસ્‍સો ગુજરાતને મળે છે. એટલે કે, નવ લાખ એકર મિલિયન ફીટ આ પાણીમાંથી ગુજરાતની ૧૮.૦૬ લાખ હેક્ટર જમીનને કમાન્‍ડ એરીયા જાહેર કરી હતી. આજે આ કમાન્‍ડ એરીયામાંથી એક પણ વિસ્‍તારનો વધારો ગુજરાતે કર્યો નથી. ૧૮ લાખ હેક્ટર કમાન્‍ડ એરીયામાંથી ગુજરાત સરકારે માત્ર પાંચ જ લાખ હેક્ટરમાં કેનાલનું કામ કર્યુ છે. ચાલુ વર્ષે પણ આયોજન મુજબનું કામ થતું નથી.  હયાત કમાન્‍ડ એરીયાનું કામ પણ પૂરૂ નહીં કરનાર ગુજરાતના મુખ્‍યમંત્રી ક્યા મોઢે વાણી વિલાસ કરે છે?

       ગુજરાતની નર્મદા યોજનાની સંપૂર્ણ વિગતો વિરોધપક્ષને અને નર્મદા વિભાગના માજી મંત્રીઓને આપવામાં આવતી હતી. સર્વપક્ષીય મિટીંગો મળતી હતી. આ બધી જ પ્રથા પ્રવર્તમાન મુખ્‍યમંત્રીશ્રીએ શા માટે બંધ કરી છે? NGOના આયોજીત કાર્યક્રમમાં કેમ અન્‍ય રાજકીય પક્ષના નેતાઓને પ્રવચન આપવા ન બોલાવાયા? મુખ્‍યમંત્રી નર્મદા યોજનાની એક જાહેર મંચ પર ચર્ચા કરે તેવી માંગણી શ્રી શક્તિસિંહ ગોહિલે કરી હતી, અને જણાવ્‍યું હતું કે, ગુજરાતની જીવાદોરી સમાન નર્મદા યોજનાને આગળ ધપાવવા ગુજરાતના તમામ લોકોએ સાથે મળીને ખૂબ જ સંઘર્ષ કર્યો હતો. આજે જ્યારે પૂરતું પાણી છે ત્‍યારે કેનાલ પ્રવર્તમાન સરકાર કે જે ૧ર વર્ષથી શાસન કરે છે તેણે પૂર્ણ કરી નથી તેથી જનતા મુશ્‍કેલીમાં છે. મુખ્‍યમંત્રી જાહેર મંચ પર ચર્ચા કરે અને તેમની નિષ્‍ફળતા સાબીત કરી આપીશું અને સાથો સાથ યોજનામાં જ્યાં કંઇ પણ જરૂર પડે ત્‍યાં કોંગ્રેસપક્ષ પૂર્ણ સાથ આપશે.

        સૌરાષ્ટ્રમાં પીવાના પાણીની ભયંકર મુશ્કેલીનો લોકો સામનો કરી રહ્યા છે, જયારે બીજી તરફ સરકાર પોતાની પ્રસિદ્ધિઓના તાયફાઓમાં વ્યસ્ત છે. કોંગ્રેસ પ્રેરીત જળ યાત્રામાં લોકો સામેથી આવીને પોતાના પ્રશ્નો અને પોતાની મુશ્કેલીઓ રજુ કરી રહ્યા છે. છેલ્લા ત્રણ દિવસથી આ જળ યાત્રાનું નેતૃત્વ કરતા કોંગ્રેસના વરિષ્ઠ નેતાશ્રી શક્તિસિંહ ગોહિલે ઉપલેટા, ધોરાજી, ગોંડલ ખાતેની જનસભાઓ સંબોધન કરતા જણાવ્યું હતું કે નર્મદા ડેમમાં પૂરતું પાણી છે. મધ્યપ્રદેશમાં આવેલા પાંચ ડેમો વીજળી પેદા કરે છે અને તેથીજ તેના દ્વ્રારા છોડાયેલું પાણી આપણા નર્મદા ડેમમાં આવે છે. ગુજરાતના હિસ્સામાં આવતા ૯ એકર મિલિયન ફીટ પાણી કરતા વધારે પાણી ઉપલબ્ધ છે પરંતુ સરકાર સૌરાષ્ટ્ર, ઉત્તર ગુજરાત અને કચ્છના જરૂરીયાતમંદ લોકો અને ખેડૂતો સુધી પાણી પહોંચાડવામાં નીષ્ફળ રહી છે. દુષ્કાળ પડે ત્યારે “કેરસીટી   મેન્યુઅલ” તુરતજ અમલમાં લાવીને લોકોને મદદ કરવા સરકારે આગળ આવવું જોઈએ. ભૂતકાળમાં તમામ સરકારો કેરસીટી મેન્યુઅલની જોગવાઈઓનું પાલન કરતી હતી. પર્વતમાન સરકારે કેરસીટી મેન્યુઅલ પ્રમાણે કોઈ વ્યવસ્થા ગોઠવી નથી. ખેડૂતો ને બિયારણ તથા તગાવીમા રાહત આપવી જોઈએ, પશુધનને બચાવવા ઘાસના ડેપો શરૂ કરવા જોઈએ, કેટલ કેમ્પ તાત્કાલિક શરૂ કરવા જોઈએ. કોઈપણ ભેદભાવ વગર ગૌશાળાઓને પુરતી સબસીડી આપવી જોઈએ. લોકો તરફથી જળ યાત્રા દરમ્યાન સતત આ બાબતની માંગણી આવે છે, પરંતુ સરકાર તરફથી કોઈ રાહતની કામગીરી શરૂ કરવામાં આવી નથી.

       ભાજપના પ્રવક્તાએ એવું નિવેદન કરેલું હતું કે ગુજરાત સરકાર માથા દીઠ ૧૪૦ લિટર પાણી પૂરું પાડે છે, અને કોંગ્રેસ જળ યાત્રાને નામે સરકારને બદનામ કરે છે. દરેક જનસભામાં સામેથી પ્રશ્ન પૂછવામાં આવે છે કે, કોઈ ને પણ ૧૪૦ લિટર પાણી મળે છે? જનતા માંથી અવાજ આવે છે કે  અઠવાડિયા – અઠવાડિયા સુધી પણ ટીપું પાણીઆ સરકાર આપતી નથી.

       જળ યાત્રાને સંસદસભ્યશ્રી કુંવરજીભાઈ બાવળીયાએ સંબોધન કરતા જણાવ્યું હતું કે પોતાની જાતને ખેડૂત નેતા કહેડાવનાર અને સ્વાર્થ માટે ભાજપમાં જનારા નેતાઓ લોકોની અને ખેડૂતોની આ મુશ્કેલીના સમયે કેમ ચુપ થઈ ને બેઠા છે? પાકવીમા માટે ક્રોપ કટિંગના આંકડા ગુજરાત સરકારેજ સમયસર કેન્દ્ર સરકારને મોકલ્યા નથી અને તેથી પાકવીમો પણ સમયસર મળી શકતો નથી.

       જળ યાત્રામાં છેલ્લા બે દિવસથી ધારાસભ્યશ્રીઓ શ્રી જવાહરભાઈ ચાવડા,  શ્રી છબીલદાસભાઈ પટેલ, શ્રી ઇન્દ્રનીલભાઈ રાજયગુરુ તથા શ્રી પરેશભાઈ ધાનાણી જોડાયેલા છે, તેમજ જીલ્લાના તથા તાલુકાના આગેવનો તથા કાર્યકરતાઓ એ જળ યાત્રા દરમીયાન લોક પ્રશ્નોને સાંભળીને તંત્ર આ પ્રશ્નોને ઉકેલે તેવી માંગણી કરી હતી.

       આજે જળ યાત્રા રાજકોટ જીલ્લા માંથી અમરેલી જીલ્લામાં થઈ ભાવનગર જીલ્લના ઢસા, ગઢડા અને બોટાદ ખાતે લોક પ્રશ્નોને ઊજાગર કરવા માટે પ્રયાણ કરશે.

Gujarat Congress Leader Shaktisinh Gohil’s take on Modi’s speech at FICCI.

Adolf Hitler said that ““If you tell a big enough lie and tell it frequently enough, it will be believed.” Our Gujarat Chief Minister Narendra Modi also believes in this adage. Lies and half truth has been his forte. It is sad that a Chief Minister lies almost pathologically and futilely attempts to hog credit for any and every thing.

CM Modi said he had sanctioned 50 per cent reservation for women in self governing bodies in Gujarat but it was sad that though there is a woman Governor in Gujarat she had not cleared the Bill. This is absolutely a lie. The Governor wrote to Gujarat government on April 5, 2010 not only welcoming the move but even lauding it. The Gujarat Congress also had endorsed this proposal of 50 per cent reservation in self governing bodies officially. CM Modi played dirty politics. He clubbed this Bill for 50 per cent reservation with a Bill to make voting compulsory. According to the constitution, in a democracy voting cannot be made compulsory as it is upto an individual whether she or he wants to cast her vote. This deliberate tying up by Modi was looked at by Governor. In fact the Governor in her communication on April 5 2010 said that the 50 % reservation Bill is “desirable, a welcome move” “But please remove this compulsory voting Bill that you have clubbed with this Bill. Even Election Commission of India has not agreed for compulsory voting. I would want to implement the 50 % reservation Bill at the earliest in this ongoing Assembly session only  so I request you to delink the Bill”.

In short, Modi has just lied. His half truth is dangerous. This clear message of Governor who had actually requested CM Modi to delink the reservation with compulsory voting was read out by then speaker Shri Ashok Bhatt in the State Assembly on August 16, 2010. the Governor had even written to Mr Modi that if he is so keen for a compulsory voting Bill, he should delink it from 50 % reservation and send it separately. Interestingly when the Gujarat Vidhansabha met to vote for the Bill to be sent to the Governor, Modi did not even remain present in the House to vote for the Bill! This shows his concern for the issue.

 

• Chief Minister Modi is a megalomaniac who never misses a chance for credit. All of us have seen his love for publicity and credit hogging. So, Modi claimings credit about Lizzat Papad, Induben Khakrawala or Jasuben Pizza wala is just an eye wash. All these operations began before Modi’s political birth. Modi should brush up his knowledge. Lizzat was born in Bhuleshwar, Mumbai and is even now headquartered in Mumbai and it was set up in 1959. Jasuben Pizza was started by a lady who migrated from Pune. Modi said jasuben is not fictional like kalawati. Well, Jasuben’s 35 plus year old pizza shop has nothing to do with Modi’s concern for women empowerment or welfare. In fact, Jasuben has died five years ago. Ditto with Induben Khakrawala. Modi simply wants to take credit for things he is not responsible for. If he wants to take credit for Lizzat papad set up in 1959, he should also take up credit for malnutrition in Gujarat girls, for shocking male-female sex ratio. Why does Modi always take credit for everything that is good and hearty. Why does he not take responsibility for what is wrong in Gujarat under his rule?

If Modi wants to take credit for Lizzat or Jasuben, he should have also talked about Sewa, the world’s biggest women co operative movement initiated by Ela Bhatt. It is public knowledge that after Shri Ela Bhatt refused to help him in elections, there were special audit objections and other harassments to Sewa which has been praised by everyone from Nelson Mandela to Obama. Why did Modi not name Sewa? Because someone close to him is unsuccessfully trying to replicate the SEWA model and Modi cannot dare to offend this High Command of his?
• Modi style of feminism is as slanted as he is. So he cracked cheap jokes on women and their use for cream and beautification. Modi tried in his best Bollywood style of dialogue baazi to focus on the role of women and how a Mother or a Wife plays her role perfectly. Mr Modi in the 21^stcentury should know that true respect to women, true empowerment can come only when a woman is viewed as a woman. Her identity as a woman, as an individual is more important and she does not need a tag to be someones wife, daughter, mother, sister. She is herself an entity to be reckoned with, without any tags. She has to have that much independence. Otherwise it is cosmetic empowerment talk.
• Modi could find time to go to Delhi and address FICCI women. Wish he has time or inclination to go and wipe tears of Jagruti Haren Pandya or those women in Rajkot whose family members have self immolated after being harassed by a former BJP MP and two BJP councillors. Modi had called Jagruti a daughter in the past? Does a father get a daughter’s husband brutally eliminated? Is this the idea of Modi’s women empowerment? Modi should first start respecting women in Gujarat and help jagruti haren pandya or the women in rajkot or those hundreds of women in Gujarat who suffer mal nutrition, who suffer domestic violence .
• Modi’s style of practising and preaching contradict each other. If he has been claiming how he wants 50 per cent reservation in self governing bodies, why did he not allocate tickets to 50 per cent women in Assembly elections? Why are there only two women ministers in his Cabinet. Anandiben Patel and Vasuben Trivedi are his close confidants and everyone knows Modi’s idea of empowerment. 
• Modi is Number One is encouraging everything Fake. From Fake encounters to Fake claims. He is number One is spreading lies and half truths.
•   I do not believe in derogatory language or double speak but on lighter vein i have to admit that Modi today spoke of how lots of women have connected with him on social media. Modi should have also mentioned that the global trend when he was talking at FICCI, Delhi was “Feku”. Feku is a fake, a bragger, a person who just talks big and does nothing concrete. Modi’s FICCI addressed became a global trend with Feku as a hash tag which sums up what he actually is and what he stands for.

       ગુજરાતના મુખ્યમંત્રીએ ફિક્કીની મહિલા પાંખને  સંબોધન કરતા સદંતર જુઠાણાનો સહારો લીધો હતો. મુખ્યમંત્રીએ તેમના પ્રવચનમાં  કહ્યું કે ગુજરાતમાં મેં ૫૦%  અનામત મહિલાઓ માટે સ્થાનિક સ્વરાજ ની સંસ્થાઓમાં રાખવા માટે કાયદો પસાર કર્યો પરંતુ ગુજરાતના ગવર્નર એક મહિલા હોવા છતાં આ કાયદાને મંજુરી આપતા નથી અને બિલ ઉપર બેસી રહ્યા છે તેથી મહિલાઓને ૫૦% અનામતનો લાભ આપવામાં આવી શક્યો નથી. ગુજરાત કોંગ્રેસના સિનીયર નેતાશ્રી શક્તિસિંહ ગોહિલે માન. રાજ્યપાલશ્રીએ તા. ૦૫.૦૪.૨૦૧૦ના રોજ ગુજરાત સરકારને જે સંદેશ આપેલ હતો તેની નકલ પ્રેસ અને મીડિયાને રજુ કરીને એ વાતનો પર્દાફાશ કર્યો હતો કે ગુજરાતના મુખ્યમંત્રી કેટલું  જુઠાણું ફેલાવે છે. હકીકતમાં મહિલાઓને ૫૦% અનામત આપવાની કોંગ્રેસ પક્ષે પણ વિધાનસભામાં માંગણી કરી હતી અને સમર્થન આપ્યું હતું. ગુજરાતના મુખ્યમંત્રી મહિલાઓને ૫૦% અનામત મળે નહી અને તેના નામે રાજકારણ કરવા માગતા હોવાથી જ મહિલા અનામતની સાથે સ્થાનિક સ્વરાજની ચુંટણીમાં ફરજીયાત મતદાનની જોગવાઈનો પણ સુધારો લઈને આવ્યા હતા. દેશના કાયદાથી વિરુધ્ધ કોઈ પણ રાજ્ય કાયદો ન બનાવી શકે. ચુંટણી કમિશ્નર ઓફ ઇન્ડિયાએ પણ ફરજીયાત મતદાન માટે સંમતિ આપી ન હતી. માન. રાજયપાલશ્રીએ તેમના તા. ૦૫.૦૪.૨૦૧૦ના સંદેશમાં સ્પષ્ટ રીતે ૫૦% મહિલા અનામતની જોગવાઈને ઇચ્છનીય અને આવકારદાયક ગણાવી હતી તેમજ આ જોગવાઈ સાથે ફરજીયાત મતદાનનો વિવાદાસ્પદ મુદો ન જોડવા લખેલ હતું. માન. રાજ્યપાલશ્રીના તા. ૦૫.૦૪.૨૦૧૦ ના સંદેશને અધ્યક્ષશ્રી અશોક ભટ્ટે તા. ૧૬.૦૮.૨૦૧૦ ના રોજ વિધાનસભામાં વાંચ્યો હતો જેના પેટાગ્રાફ (૧) માં અક્ષર સહ લખાયેલ હતું કે  “વિધેયકમાં મહિલાઓ માટે અનામતની જોગવાઈ છે અને તે મહિલાઓ માટે ૫૦% અનામતની જોગવાઈ કરે છે. આ ઇચ્છનીય અને આવકારદાયક જોગવાઈ છે. તેમ છતાં, આ મહત્વની બાબતને બિન-જરૂરી રીતે ફરજીયાત મતદાનના વિવાદાસ્પદ મુદ્દા સાથે જોડવામાં આવી છે. આ હેતુ માટે અલગ વિધેયક હોત, તો તે વધુ આવકારદાયક થાત અને તે તાજેતરમાં પૂરા થયેલા વિધાનસભાના સત્રમાં જ લાવવું જોઈતું હતું.”  ફરજીયાત મતદાનનો કાયદો શક્ય નથી તેના કારણો જણાવીને છેલ્લે પેટાગ્રાફ ૧૫ પછી અક્ષર સહ માન. રાજ્યપાલશ્રીએ લખેલ હતું કે “ઉપર્યુક્ત બાબતોને ધ્યાનમાં લેતાં, મારો એવો અભિપ્રાય છે કે ગુજરાત વિધાનસભા, ઉપરના મુદ્દાઓની કાળજીપૂર્વક પુનર્વિચારણા કરે તે વધુ યોગ્ય રહેશે. હું એમ પણ માનું છું કે સરકાર, ફરજીયાત મતદાનની બાબત આ વિધેયક સાથે જોડવાને બદલે સ્થાનિક મંડળોની ચુંટણીમાં મહિલાઓને અનામત આપવાની બાબત માટેનું અલગ વિધેયક વિધાનસભા મારફત રજુ કરે તે વધુ યોગ્ય રહેશે.” આમ મહિલા અનામતનો કાયદો અલગ રજુ કરવા કહેવામાં આવેલ હોવા છતાં મહિલાઓને ૫૦% અનામત ન મળે તેમજ મુખ્યમંત્રી મતોનું રાજકારણ કરી શકે તે માટે જ ગવર્નરની સલાહને ન માન્ય રાખીને મહિલા અનામત તથા વિવાદાસ્પદ ફરજીયાત મતદાનનો કાયદો તા. ૨૮.૦૨.૨૦૧૧ના વિધાનસભામાં બહુમતી પસાર મુખ્યમંત્રીએ કરેલ.

       હંમેશા અર્ધસત્યનો સહારો લઈને જુઠાણું ફેલાવતા મુખ્યમંત્રીએ લિજ્જત પાપડ અને ગુજરાતની મહિલાઓ વિષે વાત કરી તે બાબતની હકીકત એ છેકે લિજ્જત પાપડ, જસુબેન ના પિઝા, ઇન્દુબેનના ખાખરાની શરૂઆત મોદીના રાજકીય જન્મ પહેલા થયેલી છે. ૧૯૫૯માં મુંબઈમાં શરૂ થયેલ લિજ્જત પાપડની ક્રેડીટ મોદી ૨૦૧૩માં લે તે શું દર્શાવે છે? જસુબેન ના પિઝા  અને ઇન્દુબેનના ખાખરા માટે પણ મોદી ક્રેડીટ લે તે શરમજનક છે.

       ગુજરાતના જસુબેનના પિઝા અને ઈન્દુબેનના ખાખરા કે લિજ્જત પાપડની મહિલાઓની સફળતા મોદી મુખ્યમંત્રી બન્યા તે પહેલાની છે. આ માટે ગુજરાતના મુખ્યમંત્રીએ કોઈ પણ જાતની મદદ કરી નથી. ગુજરાતની મહિલા માટે કામ કરતી સંસ્થાઓને મુખ્યમંત્રીએ કોઈ મદદ સુધ્ધા કરી નથી. દુનિયામાં પ્રતિષ્ઠા મેળવનાર “સેવા” સંસ્થાની કામગીરી મહિલા સશક્તિકરણ માટે નમુનેદાર છે તેનો ઉલ્લેખ સુધ્ધા મુખ્યમંત્રીએ કરેલ નથી. ગંગાબેનના ચરખાની વાત કરનાર મુખ્યમંત્રીએ યાદી ખાદી માટે કામ કરનાર બહેનોની સહાય અને વ્યવસ્થા પણ ધટાડી નાખી છે. ગુજરાતમાં બહેનો માટે મફત શિક્ષણ હતું તે મોદીએ બંધ કર્યુ છે. રોટલી કરતા આગળી દાજેતો બહેનો વારંવાર ક્રીમ લગાડે છે અને પતિનું ધ્યાન ખેંચે છે એવી હલકી વાત કરીને બહેનોનું મુખ્યમંત્રીએ અપમાન કરેલ છે. પોતાના જ પક્ષના સિનીયર નેતા સ્વ. શ્રી હરેનભાઈ પંડ્યાના વિધવા કે રાજકોટમાં સામુહિક આત્મવિલોપન કરનાર પરિવારની બહેનોના આંસુ લુછવાનો કે તેમની વાત સાંભળવાનો પણ મુખ્યમંત્રીશ્રીને સમય નથી.

ગુજરાતના મુખ્યમંત્રીએ ફિક્કીની મહિલા પાંખને  સંબોધન કરતા જણાવ્યું હતું કે સોશિયલ મિડીયા જેમકે, ફેસબુક-ટ્વિટર પર અનેક મહિલાઓએ તેમને સજેશન આપ્યા છેકે મુખ્યમંત્રી મોદી  એ કેમ ન જણાવ્યું કે આજે જ સોશિયલ મિડીયામાં ગ્લોબલ ટ્રેડમાં તેમનું નામ “ફ્રેકું” ના નામે સવારથી ચાલ્યું છે. દેશની મહિલાઓ કો દિશા આપી શકે તેવી વાત જ કરી નથી. માતા કહેવાથી વાત પૂરી થતી નથી માતાની વાત માનવી જોઈએ. જે દીકરો માતની શીખામણ ન મને તેન શું કહેવાય? ભારત દેશને માતા કહેવાની સાથે ભારત માતાના બંધારણને માનવું જોઈએ જે ગુજરાતના મુખ્યમંત્રી માનતા નથી.

       ગુજરાતના મુખ્યમંત્રીએ ભાજપની કાર્યકારણી બેઠકમાં આપેલું ભાષણ I (આઈ),   Me (મી) ઓર મૈ અને  જુઠાણાથી ભરપુર હતું. ગુજરાતમાં બાર વર્ષમાં એક વખત પણ વિજળીના ભાવ વધારેલ નથી તેમ કહેનાર મુખ્યમંત્રીને કોંગ્રેસેના વરિષ્ઠ નેતાશ્રી શકિતસિંહ ગોહિલે સરકારના દસ્તાવેજ રજુ કરીને જણાવ્યું હતું કે ગુજરાતમાં છેલ્લા બાર વર્ષમાં તા. ૧૦.૧૦.૨૦૦૦, તા. ૨૭.૦૭.૨૦૦૪, તા. ૦૧.૦૪.૨૦૦૬, તા. ૦૧.૦૨.૨૦૦૯,તા. ૦૧.૦૪.૨૦૧૦ અને છેલ્લે તા. ૦૧.૦૬.૨૦૧૨ ના વિજળીના ભાવ વધારવામાં આવેલ છે. ગુજરાતમાં ઘર વપરાશની વીજળીમાં પ્રથમ ૨૦ યુનિટ માટે માત્ર ૬૮ પૈસા ભાવ હતો. જેમાં વારંવાર વધારો કરીને આજે આ ભાવ વધારીને ગ્રામ્ય વિસ્તારમાં પ્રથમ ૫૦ યુનિટનો ભાવ ૨૫૫ પૈસા અને શહેરોમાં પ્રથમ ૫૦ યુનિટનો ભાવ ૨૯૫ પૈસા કરી દેવા આવેલ છે. ૫૦ યુનિટ પછીનો ગ્રામ્ય વિસ્તારમાં ૨૯૫ પૈસા અને શહેરોમાં ૩૩૫ પૈસા કરી દેવામાં આવેલ છે. આજ રીતે કોમર્શિયલ અને ખેડૂતોને મળતી વિજળી પણ વારંવાર મોઘી કરવામાં આવી છે. સરકારે જ જાહેર કર્લ ટેરીફના આધારભૂત દસ્તાવેજ  શ્રી  શક્તિસિંહએ તેમની વેબસાઈટ પર મુકીને સત્યને પ્રકાશિત કરેલ છે.

       શ્રી બાજપાઈજીનો પોતાના પ્રવચનમાં ઉલેખ કરનાર ગુજરાતના મુખ્યમંત્રી ૨૦૦૨ની એ ઘટના માટે કેમ ચુપ છે? કે જયારે એ જ બાજપાઈએ જ કહ્યું હતું કે     “ ગુજરાતના મુખ્યમંત્રી તમે તમારો રાજધર્મ નીભાવો” બાજપાઈજી એ કહ્યું હતું કે ગુજરાતની ઘટનાઓ પછી હું શું મોઢું લઇને વિદેશમાં જઇશ. ભાજપના અને એન.ડી.એના જ નેતાઓ એ કહ્યું હતું કે એન.ડી.એ.ની બાજપાઈ સરકાર હારી ગઈ તેના માટે ગુજરાતની ઘટના જવાબદાર હતી.

       ગુજરાતનો વિકાસ ગુજરાતની જનતાની મહેનત અને આવડતના કારણે છે. વર્ષો  પહેલા પણ ગુજરાત વિકાસમાં અગ્રેસર હતું. ગુજરાતીઓની મહેનત થી થયેલા ગુજરાતના વિકાસ માટે ગુજરાતીઓ ની પ્રશંશા મુખ્યમંત્રી કરતા નથી. બધાને સાથે લઈને ચાલીશ તેમ કહેનાર ગુજરાતના મુખ્યમંત્રીએ ગુજરાતના ભાજપના નેતાઓને તો અપમાનિત કરેલ છે. ગુજરાતમાં ભાજપના ચાર પૂર્વ મુખ્યમંત્રીઓ છે પરંતુ આ ચાર માંથી એક પણને ગુજરાતના મુખ્યમંત્રીએ રાખેલ નથી.

       ગુજરાતમાં જો વહીવટ સ્વચ્છ હોયતો લોકાયુક્ત કેમ નવ વર્ષથી નથી? હાઈકોર્ટ અને સુપ્રિમકોર્ટના આદેશ છતાં લોકાયુક્ત નહી? ઉપાધ્યક્ષનું પદ વિધાનસભામાં બાર વર્ષથી ખાલી કેમ? કેગના રીપોર્ટમાં ગુજરાત સરકારના કરોડોનો ભ્રષ્ટાચાર કેમ? ગુજરાતના ખેડૂતોને વીજજોડાણ વર્ષોથી કેમ નહીં? નર્મદાનું પાણી દરિયામાં જાય છે તો કેનાલ કેમ નહીં? પૂરતા પગારના બદલે ગુજરાતમાં ફિક્સ પગાર કેમ? ગૌચરની જમીન માનીતા ઉદ્યોગપતિઓ ને કેમ?
