  • Gujarat government weaves a web of false figures in Budget.
  • Every year it wins applauses presenting a surplus budget, but in reality there is deficit of Rs.10,000 crore at the end of the year.
  • Gujarat government has deducted Rs.400 crore from farmers account, Rs.1428 crore from rural development and Rs.4702 crore from social service sector.
  • While curtailing budget provisions of common man, favourite industrialists have been given additional Rs.1338 crore.
  • Part time lecturers gave a representation written in their blood, but government has not moved. Every year 18,000 employees retire; still youth is not offered government jobs.
  • For 22 years, BJP rules in the state, but no work has been done on Narmada canal.
  • 17.92 lakh hectares should get Narmada water for irrigation, but only 2 lakh hectares gets it.

 Participating in general discussion on the state budget MLA and National spokesperson of Congress Shaktisinh Gohil attacked anti-poor and anti-rural policy of the state government and said that it gives false figures in the Assembly to claim a surplus budget and wins applauses. But in fact, no budget of BJP government has remained surplus. Presenting figures of previous years, Gohil established that every year fiscal deficit was of more than Rs.10,000 crore.

Ours is agriculture based country. Works of welfare of common man are done on the account of social service sector. He recalled that Gandhiji laid emphasis on rural development because the real India lived in villages, but the figures of budget reflect a different story, he said.

Government reduced outlay of works for farmers by Rs.400 crore, rural development by Rs.1428.89 crore in the last two years and in social service sector a massive amount of Rs.Rs.47402.85 crore. There is an increase of Rs.1338.39 crore in outlay to benefit favored industrialists.

He said that while on one hand there was unemployment at a massive scale and on the other a large number of posts were vacant. In government polytechnics 27 of the total 30 posts of principal were vacant. There are vacancies right from primary schools to medical colleges. Government says that it will generate 15 lakh jobs in 10 years, every year 18,000 government staff retires, this will lead to shortfall of 3,000 more. He said that GSPC results are not declared in time while answer key is lost.

He suggested that to reduce the employment gap, the retirement age should be increased to 60 years and there should be no cut in the pay and perks of staff whose retirement age is increased to 60.

He said the evil of private tuition by teachers is affecting career of many students. Gohil reminded Patan PTC episode in which internal marks provision had led to exploitation and for this very reason internal mark system was abolished in PTC. He questioned introduction of internal marks system in 10th standard.

Fee in professional courses has increased from Rs.40,000 to Rs.75,000 in the last three years. This high fee is exploitation of youth.

Part time lecturers are toiling for years. They even submitted memorandum written in blood to highlight their demands. They should be absorbed as full time staff.

Narmada is the lifeline of Gujarat. It has enough water to irrigate 17.92 lakh hectare of land but canals have not been created because of criminal negligence of the BJP which is in power for the last 22 years. As a result, only 2.09 lakh hectare is irrigated. Narmada Canal Authority has been set up by the Supreme Court for issues like Gates of Narmada dam, but attempts are made to give credit to Prime Minister. In the minutes of NCA it is made clear that work of gates of Narmada is delayed because of Madhya Pradesh which has BJP government.
