  • Governor address does not reflect government’s clear policy, honesty and  

             works of public welfare.

  • Gujarat is number one in Swine Flu deaths
  • Maharashtra govt bears full expense of treatment of Swine Flu patients in private hospitals. Gujarat govt should also bear all expenses.
  • All right from the Speaker to Sonam Kapoor are affected by Swine flu because of criminal negligence of the govt.
  • Unseasonal rains have caused huge loss to farmers, government should compensate it.
  • Central govt had had said in 2010 that staff of Anganwadis should be given 180 day paid maternity leave. But nothing has been done in this regard so far.
  • Gujarat has maximum number of malnourished children because of anti poor policy of govt.
  • Govt is exploiting part time employees.
  • Govt should give youth regular pay, not fixed wages.
  • Govt should make permanent part time teachers.
  • Schools have computer kits but not teachers to teach computers.
  • Govt should immediately recruit computer teachers who have cleared TAT.
  • Governor address has not even a word for affected Kutch district which shows utter indifference of the govt for scarcity affected people of Kutch.

                   Speaking on the Governor’s address in the State Assembly national spokesperson of Congress, Shaktisinh Gohil, said that the address which is prepared by the state government to roll out its plan for the year does not reflect truthfulness and the commitment it should have.

          He said that Gujarat is number one in Swine Flu deaths because of criminal negligence of the govt. While the governments of other affected states are taking serious steps to check swine flu problem, sensitivity of Gujarat government has died. Maharashtra govt has announced that it will bear full expense of treatment of Swine Flu patients in private hospitals. Government hospitals in Gujarat do not have adequate staff to handle swine flu patients which forces them to move to private hospitals where they are fleeced. Gujarat govt should also bear all expenses of treatment in private hospitals. It should include even those who have already taken treatment in private hospitals.Unseasonal rains have caused huge loss to farmers. Government should conduct a survey and compensate the loss.

          Governor address has not even a word for affected Kutch district which shows utter indifference of the govt for scarcity affected people of Kutch. Grass depots do not have adequate staff. Consequently one or two days are fixed for villages but on those days, there is no grass on many depots. Govt has fixed quota of five cattle for grass. Kutch is a district with great cattle wealth and such a restriction is injustice to it. This limit should be withdrawn and grass should be provided in adequate quantity.

          Tearing lies of the state government, Gohil drew the attention of the House to the facts on Page 9 of the address. It shows govt’s concern for infants and pregnant ladies. He said that central govt through its circular of July 9,2010 had said that staff of Anganwadis should be given 180 day paid maternity leave. This is 2015, but nothing has been done in this regard so far, he said.

          In 2007-08 Gujarat had only 0.65 per cent children in the red zone of malnutrition. This rose to 4.60 percent in 2010-11. This shows negligence of the state government which is very much in the case of tribals. He said that it has increased by 44 percent. Gohil pointed out that Supreme Court in 2004 had said that nutritious food should be given to children. Despite that 63.37 lakh children are not provided nutritious food and thus govt is ignoring children.

          False tall claims are made about employment to youth. The fact is that youth of Gujarat does not get employment and what is offered in the name of employment is nothing but exploitation. Gujarat government has pointed out that govt scheme of employment with fixed wages is exploitation of youth, but the govt is still continuing with it. Govt is outsourcing work which results in wastage of govt money and non implementation of reservation rules. He demanded that outsourcing should be stopped immediately and regular jobs should be offered with full salary.

          Govt employment has become a source of corruption and several scandals have come out in recruitment. Recruitment by GPSC was never involved in any kind of controversy, but now it is involved in variety of scandals. Giving an example of this he said that online applications were invited in June 2014 for 351 Class I &II posts with deadline of June 30. Till the date, results of preliminary examinations have not been declared while two more stages, main examination and interview are still pending. This gives an idea of working of this government, he said.

          Governor’s address talks about computer education. The fact is that the central government provided computers to secondary schools, but there are no teachers to teach this subject. Many grant in aid schools even charge computer lab fee. Instead of a teacher per school, there is a coordinator teacher every five secondary schools. Govt had on July 27, 2014 conducted TAT in which teachers with computer competence were to be recruited. But none has been recruited, he pointed out.
